On 24th March, Deputy Secretary of Ha Noi Party Committee, Chairman of Municipal People’s Council, Ms. Nguyen Thi Bich Ngoc, Head of the Steering Committee for the Programme No. 04 chaired a conference on “socio-economic development, enhancement of the Capital’s human resources quality, building of elegant, civilized Hanoians for the period of 2016-2020”.

The Programme No. 04 consists of 70 tasks, 19 criteria, 24 schemes and 24 projects. Overall, specific responsibilities have been allocated to the branches so far. The Departments and branches have proceeded with building regulations, schemes; revising, evaluating and proposing solutions to improvement of the operating efficiency of each area. However, according to the Steering Committee’s judgement, there still are existing limitations as such: in the field of culture and sports, activities relating advertisment, art performance, cultural service businesses, ect.. are still latent to violation or repeat violation. The mangement, exploitation and use of cultural and sports institutions have not been highly effective. Operations of the cultural models at districts, towns have been nominal and in low quality.
In the aspect of education, due to the existing constraints in the planning of school network and development, at present there are remaining facilities which have not been able to optimize its effectiveness, or in some particular cases could not have been put into operation, as a result it becomes wasted. There are also many constraints on the urban management. An mechanical increase in population within the urban area has upset the masterplan of schools and classes in the inner city districts.
In order to step up the implementation of the Programme, in the second quarter of 2017, the Steering Committee will conduct an inspection and supervision of the progresses of the tasks and plans delegated by the Ha Noi People’s Committee to the Departments, branches, districts and towns involved.

She also requested the Departments, branches to revise their responsibilites provided in the schemes and projects; based on that to make concrete roadmaps for each task, and work in close coordination with the leading Department for implementation; especially the observation of the 2 sets of Code of conducts, speeding up the construction of affection and gratitude houses for previleged families, prevening epidemics and diseases, revising and amending the panning for school network, strengthening and lifting the quality of manpower.
