As of the 4th outbreak of the Covid-19 pandemic, Hanoi underwent 4 periods of social distancing for preventing and controlling the pandemic. During the time of social distancing under Directive No. 20/CT-UBND dated September 3, 2021, of the Chairman of the City People’s Committee on strengthening measures to prevent and control the Covid-19 pandemic, Hoai Duc district has a small part of its administrative boundary lying in Zone 1 (Red Zone) and the rest belongs to Zone 3 (Green Zone). To join hands in pandemic prevention and control, maintain the “Green Zone” achievement, and protect people, Hoai Duc district has promoted communication and propaganda work to provide accurate and timely information on the pandemic prevention and control measures and situation.
Hoai Duc district focuses on propagating the implementation of the 5T Message against Covid-19 in the new period.
The district has always paid attention to the communication and propaganda on radio system from the district level to the commune and town level, focusing on the contents of documents on pandemic prevention and control issued by the central authority, city and district; reporting on the inspection and supervision of the implementation of pandemic prevention and control measures in the area; asking all people to stay at home and leave their homes only when necessary; implementing the 5T Message against the Covid-19 pandemic in the new period (Strictly complying with 5K regulations – Providing people with enough food – Sending medical force to residents’ house – Conducting Covid-19 test for all people – Getting vaccination at wards/communes); and reminding any people violating regulations on pandemic prevention and control. During the time of social distancing, the District Center for Culture, Information & Sports has increased the broadcast time to a total of 180 minutes/6 times/day for 20 news and articles on the Covid-19 pandemic situation; organized mobile propaganda twice a day to communes and towns with short, easy to understand and memorable content, contributing to effectively providing people with information. Communes and towns have also actively conducted visual propaganda such as installing banners and slogans on Covid-19 prevention and control in public places, markets, main roads. The district has regularly and promptly updated information on the prevention and control of Covid-19 on the district’s portal; published many news and articles on the prevention and control of the Covid-19 pandemic and social security work, attracting thousands of visitors every day. Zalo channel “Hoai Duc District e-Government” has regularly updated guiding documents of high levers in combination with the district’s Covid-19 prevention and control activities. In addition, authorities at all levels have created groups on Zalo to promptly provide guidance and exchange information on pandemic prevention and control.

The district has also promoted the role of forces participating in the pandemic prevention and control in the propaganda work. In addition to 486 checkpoints in the district, which continued to be supported by a lot of people, implementing Directive No. 20 of the City People’s Committee, the whole district set up 10 additional checkpoints, including 1 district-level flexible checkpoint and 9 commune-level hard checkpoints to strictly manage people and vehicles going between Zone 1 and Zone 3. When on duty, mobile inspection teams and forces at checkpoints usually propagate and remind people to strictly observe the regulations on social distancing, and strictly handle any violations. 117 Community Covid-19 teams divided into 1,014 groups have effectively monitored the people’s compliance in residential areas. District and grassroots associations and unions have improved their propaganda methods through associations, groups, and fanpages and propaganda forms such as portable loudspeakers, leaflets, etc., contributing to raising the community’s responsibility in the fight against the pandemic.
