Hoan Kiem is the central political, administrative, commercial, and service district of Hanoi. In addition to the population of about 140,000 people, the district has a large number of domestic and foreign tourists, and people subject to KT3, KT4 targets, putting a lot of pressure on the environment and infrastructure. Environmental problems mainly relate to traffic vehicles, medical facilities, industrial facilities and the daily activities of people and tourists. The amount of domestic waste has been increasing, by about 10% per year on average (2017: 215 tons/day; 2018: 225 tons/day; 2019: 230 tons/day).

Identifying that environmental protection is a key task in the district development planning and plan, in 2019, the People’s Committee of Hoan Kiem district organized conferences to implement and train state management with regard to environmental protection and administrative violation handling in the field of environmental protection under Decree No. 155/2016/ND-CP issued by the Government, for staff of the district’s departments and divisions. In addition, training courses on environmental protection regulations are also held for production and business facilities, service providers, healthcare facilities, investment and construction projects, etc. District People’s Committee also held a training course to improve professional skills on environmental protection for 200 communicators who are grassroots cadres in 18 wards with the topic: “Waste management at source”, “Dispel smoke, protect lungs”.

Propaganda about protecting the environment, saving energy, and using environmentally friendly products is carried out for students at primary and secondary schools in the district. The propaganda sessions have helped raise awareness of environmental protection through minor, practical and specific actions such as actively collecting garbage, cleaning residential areas, schools, classrooms, disposing of garbage in the right place, mitigating the use of hard-to-decompose plastic waste in school and daily activities, taking care of trees for a green, clean and beautiful environment.

Introduction of the improved stove as a replacement for honeycomb charcoal stove, contributing to environmental protection.

The District People’s Committee directed all entities to pay attention to maintaining the green – clean – beautiful environment at the Hoan Kiem Lake walking space and the surrounding area, cultural festivals, sports tournaments, and political events taking place in the area; and ensuring the hygiene of 32 civilized streets, 12 radial roads, and 5 recreation and entertainment areas.

District People’s Committee was selected as the pilot entity to replace honeycomb charcoal stoves with improved environmental friendly stoves, and help people get used to environmentally friendly stoves, instead of honeycomb charcoal stoves. In ​​Hoan Kiem district, 2010 out of 2525 honeycomb charcoal stoves have been removed so far, reaching the rate of 79.6%.

For the plastic waste limitation campaign, headquarters and offices of district’s departments and divisions, People’s Committees of 18 wards, political and social organizations, schools, and some service facilities and business facilities in Hoan Kiem district have so far stopped using plastic bottled water (with a volume of 330ml-500ml), stopped using plastic cups, plastic straws, and minimized the use of non-biodegradable plastic bags in shopping and transportation activities at the office, at work, as well as in daily activities.

In accordance with the coordination plan No. 8299/KH-STNMT-UBND dated September 6, 2019, between the Department of Natural Resources and Environment and the People’s Committee of Hoan Kiem District on the pilot organization of milk, can collection, classification and recycling program applied to schools in the district, starting from October 1, 2019, 54 primary schools and kindergartens have participated in the program. As a result, about 3 tons of milk cans per month are collected, transferred, and recycled into paper or construction materials.
