Leaders of the Central Committee and Hanoi city chaired the online conference
The Conference was chaired by Mr. Vo Van Thuong, Politburo member, Permanent Secretary of the Secretariat; Mr. Dinh Tien Dung, Politburo member, Secretary of the City Party Committee, Head of the Hanoi National Assembly delegation; Mr. Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda Department; Mr. Le Van Thanh, Member of the Party Central Committee, Deputy Prime Minister; Mr. Nguyen Duc Hai, Member of the Party Central Committee, Vice Chairman of the National Assembly.
Attending the online conference were members of the Party Central Committee, representatives of ministries, departments, branches, agencies of the Vietnamese Fatherland Front, and central socio-political organizations, leaders of the provinces and cities of the Capital Region, the Red River Delta, the Northern Key Economic Zone and Ho Chi Minh City.
Representatives of Hanoi city, including Comrade Nguyen Thi Tuyen, member of the Party Central Committee, Standing Deputy Secretary of the City Party Committee; Mr. Nguyen Ngoc Tuan, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People’s Council; Mr. Nguyen Van Phong Deputy Secretary of the Hanoi Party Committee; Members of the Standing Committee of the City Party Committee and officials at all levels were present at nearly 700 locations at all levels with a total of more than 34,800 delegates.
4 viewpoints, 2 goals and 8 tasks and solutions
Introducing the basic contents of Resolution 15, Mr. Dinh Tien Dung, Secretary of the Hanoi Party Committee said that the Resolution consisted of 4 parts; Regarding viewpoints and goals, the Political Politburo has clearly stated 4 points of view, 2 big goals for each period with many new points to lead and direct the construction and development of Hanoi capital in the mid and long-term.

Accordingly, by 2030, Hanoi capital will be a “Cultural-civilized-modern” city; become the center and driving force for the development of the Red River Delta, the northern key economic region and the whole country. Hanoi will make deep international integration, highly competitive with the region and the world. Hanoi’s average growth rate of GRDP in the period 2021-2025 of Hanoi is expected to be higher than the average growth rate of the whole country. And, in the period 2026-2030, it is expected to increase by 8.0-8.5%/year while the GRDP per capita is USD 12,000-13,000.
By 2045, Hanoi capital will be a globally connected city with a high standard of living and quality of life, with a GRDP per capita of over USD 36,000; economic, cultural and social development is comprehensive, unique and harmonious; typical for the whole country; has a level of development on par with capitals of developed countries in the region and in the world.
The resolution has many new points compared to the previous resolutions on the development of the capital. Specifically, it specifies 8 main tasks and solutions, namely: Arouse the will and aspiration to develop the Capital; accelerate economic restructuring associated with growth model innovation; take science, high technology and innovation as the key driving forces for construction and development; develop culture, build Hanoi to really be the center of cultural convergence and crystallization of the whole country, becoming a new development resource; perfect the legal system with appropriate mechanisms and policies, meeting the requirements of the capital’s development in the new period.
The Secretary of the Hanoi Party Committee stated that in order for the implementation of Resolution 15 to be effective and soon come to life, the Party Politburo has assigned specific tasks to the National Assembly Party Committee, the Government’s Party Personnel Committee, Party committees, officials, unions, centrally-run Party Committees at all levels, branches and localities throughout the country deeply grasp the Resolution; actively coordinate, develop programs and plans to fully implement 4 viewpoints, 2 objectives and 8 key solutions; especially the study and proposal of specific mechanisms and policies to implement the Resolution.
The Party Politburo also assigned the Vietnamese Fatherland Front and socio-political organizations to strengthen leadership and mobilize member organizations, union members, members of associations, cadres, civil servants and public employees to participate and contribute to the process of building and developing the Capital. The Central Propaganda Department and related agencies shall guide the propaganda and thoroughly implement the Resolution.
According to the Secretary of the Hanoi Party Committee, with the urgent participation to concretize the tasks assigned in Resolution 15, recently, Prime Minister Pham Minh Chinh has given instructions to the ministries and central agencies to develop an action plan to implement Resolution 15. The Central Propaganda Department also issued the Instruction No. 58-HD/BTGTU dated June 14, 2022, on researching, studying, mastering, propagating and implementing the Resolution).
At the Conference, delegates representing ministries, central branches, a number of provinces and agencies, units, organizations and localities in Hanoi gave speeches. 10 opinions given all affirmed that Resolution 15 is of great significance, not only for the development of Hanoi Capital, but also for the whole country, especially the provinces and cities in the Capital region, the Red River Delta, and the key economic region of the North.
Notably, leaders of central ministries and branches all affirmed that it is necessary to focus on early research on amending the Capital Law, in order to institutionalize the Resolution and create a legal corridor to realize specific mechanisms for the development of the Capital…
Choose the key tasks and be determined to complete these tasks
Speaking at the conference, comrade Vo Van Thuong, Party Politburo member, Standing Member of the Committee of the Secretariat emphasized that this is the first time the Standing Secretary of the Secretariat chaired a conference to thoroughly understand and implement the implementing a resolution on the direction and development of the Capital, showing the meaning and importance of the Resolution.

The Standing Secretary of the Secretariat requested that, first of all, Hanoi city must thoroughly grasp the contents of the Resolution; promote information and propaganda work with various and practical forms, promoting the role of press and media agencies. Thereby raising awareness and unifying the will among cadres and people of the capital about the position, special important role and requirements and tasks of Hanoi development in the coming years. The Resolution direct the mobilization of synergy, effectively exploiting the capital’s potential and advantages, combining with national and international resources, building a capital of construction and development of a cultural, civilized and modern capital; worthy of being the political-administrative center of the country, the heart of the whole country; major center of economy, culture, education and training, science and technology and international integration; a driving force to the Capital Region, the Red River Delta, the Northern key economic region and the whole country; highly competitive with the region and in the world; on par with capitals of developed countries in the region.
The Standing Committee of the Secretariat also suggested that all levels of Party committees, authorities, Fatherland Front and mass organizations at all levels, especially Hanoi city, must focus fiercely and creatively in organizing the implementation of the Resolution; focus on building action programs; creating a marked development step of the capital. Immediately after the conference, it is necessary to focus on developing programs, plans and projects with specific content, clear assignment of responsibilities, implementation roadmap, striving to create clear changes in the development of the Capital; annually evaluate the implementation and promptly report to the Politburo and the Secretariat.
At the same time, the Standing Secretary of the Secretariat also suggested that the National Assembly Party Committee and the Government’s Party Personnel Committee soon direct the concretization of the resolution’s content, perfect the institution, and create a legal basis for the synchronous development of the whole capital, meeting the requirements of fast and sustainable development and international integration.
The Standing Secretary of the Secretariat also emphasized that the implementation of the Resolution is not only Hanoi’s responsibility, but also the responsibility of all levels, branches and localities throughout the country. In which, the central committees, ministries, branches, mass organizations, provinces and cities in the Red River Delta, the Capital Region, the Northern key economic region with close relation with the development of the Capital need to determine their responsibilities clearly, actively coordinate with Hanoi city to effectively implement the Resolution. From now to 2030, there are only 8 years left, so Hanoi must choose the key tasks and be determined to complete them, and make a clear difference in the capital’s appearance, especially the General Planning to build Hanoi capital by 2030, with a vision to 2050, ensuring urban order and safety, a green, clean and beautiful environment, building a number of typical cultural works, modern transport infrastructure to create confidence for the people.
Standing Secretary Vo Van Thuong also noted that the decisive solution in the implementation of Resolution 15 is to focus on building and correcting the Party and the Capital’s political system to be truly united, clean, and comprehensively strong, and at the same time perfect the organization of the government apparatus in the direction of streamlined, modern, effective, efficient and interconnected operations in accordance with the role, position and development requirements of the Capital’s management in the new phase.
Addressing the reception, comrade Dinh Tien Dung, Secretary of the Hanoi Party Committee affirmed that the Hanoi Party Committee will direct and strictly implement the direction of the Standing Committee of the Secretariat.
The Secretary of the Hanoi Party Committee suggested that, immediately after the conference, the Party Committee of the City People’s Committee, the Party Committee of the City People’s Council, the City Party Committee of the Vietnamese Fatherland Front, and the Party Committees of the City Party Committee should actively coordinate with other central departments and ministries to implement the Resolution. At the same time, the Secretary asked organizations and agencies to urgently complete and advise the City Party Committee to issue an action plan to implement Resolution 15 with high determination to soon bring the Resolution to life.
The Secretary of the City Party Committee also thanked and wished to receive more deep affection and attention of the leaders of the Party, State, Government and National Assembly, the close coordination of the departments, ministries and branches, the Central Government and localities in the region and the whole country in the implementation of the development goals of Hanoi Capital set out in Resolution 15.
