Improvement and increase of PAR and SIPAS Indexes

The plan is implemented to improve the quality of public service; to assist Department’s leaders in understanding the requirements and desires of people, and then taking measures to improve the quality of public administrative services and improve the sense of responsibilities and service attitudes of cadres and civil servants. To continue to improve and increase..

The plan is implemented to improve the quality of public service; to assist Department’s leaders in understanding the requirements and desires of people, and then taking measures to improve the quality of public administrative services and improve the sense of responsibilities and service attitudes of cadres and civil servants. To continue to improve and increase indexes, including component indexes, PAX INDEX, SIPAS index from those that the Department had achieved in 2021. To highlight responsibilities of Heads of divisions, units, cadres, civil servants and public employees of the Department in implementing tasks and solutions to improve the quality of public service to serve the city’s socio-economic development target and the fields of culture, sports and family in the following years.

Regarding the administrative reform indexes: the Department is to concentrate on directing and monitoring the public administrative reform (PAR); apparatus reform and civil service reform.

To formulate and implement legislation documents; Administrative reform; public finance reform; Building and developing e-government and digital government, specifically: building a 3D digital database of special national monuments Van Mieu – Quoc Tu Giam to promote digital transformation, develop smart tourism; upgrade the digital library software system and digitize books, newspapers and magazines at the Hanoi Library; building a database system using data digitization technology in the management and preservation of cultural heritage.

Regarding the impact of PAR on people and organizations: to strive to achieve and exceed 100% of socio-economic development targets in the fields of culture, sports, and family; to propose solutions to maintain those criterias that have achieved the maximum scores, and improve the criteria that have not reached the maximum score in general and in component criteria.

About the SIPAS index: to provide full and timely information about the agency that’s responsible for reception and handling administrative procedures so that people and organizations are well informed. The method of providing information could be listed at the head office of the agency, on the web portal of the Department. To encourage the diversification of communication so that people and organizations know about the agency that’s responsible for reception and handling administrative procedures through Radio and Television stations, through social networks, and through current IT applications.To continue to improve the conditions of facilities, add more tools and equipment to serve the reception and handling at the dossier-receiving and result-delivering section, ensuring an sufficient number of  instruction signs and announcement which are required to be clear and easy to understand; ensuring seats for people and organizations who come for service; equipment to serve people must be well organized and easy to use; to overcome unsuitability, inconsistency at the reception space and in the working procedure;….

Regarding administrative procedures: To promote and renovate the propaganda on the method of receiving and returning results of administrative procedures. To improve the operational quality of the Department’s web portal. To handle 100% administrative procedures of levels 3, 4 which are under the Department’s authority on the One Stop shared application of the City’s three levels of authorities; to initiate measures to support and help people and organizations who use online public services. To seriously review and come up with solutions to simplify complicated administrative procedures, avoiding situations in which civil servants arbitrarily settle for additional documents outside of regulations; to produce more measures to guide and support people and organizations in making and declaring administrative procedures on the Application. To ensure the integrity of regulations, the precision in handling dossiers – Administrative procedures according to the one-stop-shop mechanism, especially in terms of dossier composition, fee and settlement time limit.

Regarding the results of public administrative service provision: To strictly implement the administrative procedure according to the mechanism of one-stop-shop, one-stop-shop interconnection; strictly control the resolution process. To promote the one stop shared application of the City’s three levels of authority to improve the publicity, transparency and control over the handling of administrative procedures of the Department. To strictly implement the public apology to people and organizations when there is an error in the settlement of administrative procedures, overdue for the settlement results of administrative procedures that are under the Department’s authority. To strengthen the monitoring and inspection of public affairs, focusing on performance of Head of state administrative agencies in administrative procedure reform; in handling administrative procedures for individuals and organizations; resolutely handle or propose to strictly handle violations according to regulations.

Regarding receiving and handling comments and suggestions: To assign cadres, civil servants and public employees to be ready to receive, answer and guide people and organizations with issues that they still have problems with; The handling results and answers to problem , reflections and recommendations must be responded to directly and quickly to people and organizations and publicly announced through the Department’s website portal and public media, posting at the workplace and other appropriate means. To fully publicize hotline phone numbers of leaders of agencies and units to receive feedback and recommendations of individuals and organizations on handling administrative procedures. To examine and effectively organize the implementation of the Regulation on receipt and handling of complaints and recommendations of individuals and organizations on administrative regulations.

In addition to the tasks that need to be improved in the plan, the Department requires divisions and units to continue to maintain and further promote the results achieved in the past.
