Participants of the event were members of the Party Central Committee, including: Vice President Vo Thi Anh Xuan; Deputy Prime Minister Vu Duc Dam; Minister of Labor – Invalids and Social Affairs Dao Ngoc Dzung; Standing Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen; Deputy Secretary of the City Party Committee, Chairman of the Hanoi People’s Committee Chu Ngoc Anh… together with representatives of central ministries and departments and nearly 700 children who represent more than 25 million children in the whole country.

With the topic: “Joining hands in caring, educating and protecting children”, the Action Month for Children in 2022, jointly organized by the Ministry of Labor, War Invalids and Social Affairs, the Central Committee of the Ho Chi Minh Communist Youth Union, Central Council of Ho Chi Minh Young Pioneers’ Organization, the Ministry of Culture, Sports and Tourism, the Hanoi People’s Committee, and United Nations International Children’s Emergency Fund (UNICEF) in Vietnam.

Speaking at the ceremony, Prime Minister Pham Minh Chinh emphasized: We do not only have the Action Month for Children but must always act for children. During the lifetime, President Ho Chi Minh always paid his special attention and deep love to the young and children because they are the happiness of the family and the future of the country. Uncle Ho Chi Minh said: “Teaching children is as same as planting small trees. If small trees are well-planted, the trees will grow well later. Similarly, if children are taught well, they will become good people later.”

Grasping such thoughts of the Uncle Ho, over the years, the Party and State have always paid attention to and created most favorable conditions for children to develop comprehensively and have a safe and healthy living environment. Contents on children have been stated in many documents of the Party and the State, especially the Vietnamese Constitution from 1959 then on. Viet Nam is also the first country in Asia and the second one in the world which ratifies United Nations Convention on the Rights of the Child.

Education, protection and health care for children is the matter which special attention has been paid to by all levels, sectors, localities, social organizations, associations and residents. Many programs on this matter have profound humanistic meanings, contributing to the good implementation of the Party’s guidelines such as regular caring for poor children and those having extremely difficult living conditions.

Up to now, 100% of children of less than 6 years old are provided free with health insurance cards. Nearly 100% of children come to school at the right age; 95% of children under 1 year old are fully immunized with Covid-19 vaccines; and children of 5-12 years old are actively being immunized with Covid-19 vaccine. The spiritual life, entertainment, and social communication environment of children are getting abundant and diversified and receiving special attention of all levels, sectors and the whole society. The assistance programs for orphaned children due to the Covid-19 pandemic has received actively support of agencies, units, individuals and international organizations.

On behalf of the leaders of the Party and State, Prime Minister Pham Minh Chinh highly appreciated efforts of all levels, sectors, organizations and localities and acknowledge contributions of organizations, enterprises and individuals which have provided support for children in general. The Prime Minister also expressed his appreciation and looks forward to receiving continued active contributions and support from local and international agencies, organizations and individuals, especially the UNICEF.

Emphasizing 3 main pillars affecting children’s life, namely Family – School – Society, the Prime Minister suggested that families should be a happy “green house” for children with the responsibility of parents. Because actually many children have been unhappy in their own homes and due to their family members. Families should pay attention to meals and psychology of children after the Covid-19 epidemic, avoiding pressure on children and their study.

Schools should be the places where “Coming to school everyday is a joy”. At schools, teachers will be considered as second parents with whom they may share and fulfilling life aspirations. At schools, the children are not under pressure to study and take exams, have a healthy environment, do not feel sad by teachers and friends but are consoled when they are sad. I already said that it was necessary to improve the toilet system at schools so that the children may enjoy a clean and hygienic environment. School should pay attention to the psychology and safety of children, specially after the Covid-19 epidemic because they have experienced a long time of online study with limited contact with their friends.

 For the society, the Prime Minister mentioned the phrase “responsibility and love”. It is the responsibility provided by countries, agencies, ministries, sectors, organizations and individuals for the children. For the country, it is necessary to have a strategy for the development of children in Viet Nam, including solutions for improving children health, educating the values of Vietnamese people such as patriotism, inquisitiveness, responsibility, discipline, sincerity, compassion… It is required to fully and strictly implement regulations mentioned in the Law on Children and Resolution No. 121 2020/QH14 of the National Assembly and contents and tasks on children caring, educating and protecting in the socio-economic development plan.

Emphasizing the message “Listen to children with your heart, protect children with actions”, the Prime Minister suggested that each ministry, sector and locality should have a high sense of responsibility to ensure that children are provided with a healthy and safe environment for physical and mental development. The Ministry of Education and Training should study to develop appropriate learning programs with strengthened teaching on life skills and survival skills for children… The Ministry of Construction and local authorities should pay attention to schools, playgrounds, swimming pools, toilets for children … The Ministry of Labor – Invalids and Social Affairs should pay attention to policies on supporting schools and children affected by the Covid-19 pandemic. The Ministry of Health will study to provide guidance on nutrition and meals for children, urgently complete the vaccination against Covid-19 for children, especially for the group of 5 to under 12 years old, complete targets set by the Government.

The Prime Minister also emphasized on the involvement of local authorities and associations, especially the Women’s Union to have policies for protecting and supporting children, especially those living in ethnic minorities, remote areas, border areas, islands, orphans, those having unfavorable living conditions… Enterprises, organizations and individuals which do business on goods and services related to children should consider the safety and healthy development as the top priority.

In order to create a “green environment” for children for physical and mental development, the Prime Minister appealed that each individual in the community should act for children with sense of responsibility and compassion. At the same time, wrongdoings should be strongly criticized and strictly handled.

“We must work together so that children are the first ones who may enjoy achievements from the national socio-economic development. We should make all efforts to achieve the target of comprehensive physical and mental development of children. President Ho Chi Minh said: “For benefits from 10 years of planting trees – For benefits from a hundred years of cultivating people”, families, schools and the society should always perform their responsibilities towards their children. Each child will be a sprout who spreads love, compassion, stuff, intelligence and patriotism so that Viet Nam country may get more and more prosperous” emphasized by the Prime Minister.

At the ceremony, Prime Minister Pham Minh Chinh and leaders gave sponsors to 20 orphaned children due to the Covid-19 pandemic under the program “Joining hands for love”, delivered gifts to 40 ones who have special circumstances and online learning equipment to 20 ones./.
