Setting good examples at the grassroots level
At the beginning of the meeting, Mr. Chu Ngoc Anh, the Chairman of the City People’s Committee affirmed that, over the past time, the Party Committee and the Government have demonstrated the consensus, taken initiatives, and joined hands to fight against the pandemic; constantly adapted solutions to the reality in a flexible, creative, and effective manner, prepared higher scenarios with the top priority given to “Absolute protection of human health and safety”. Hanoi has conducted rapid tests to timely detect the disease cases (F0), carefully traced so as not to miss any relevant cases, supplied sufficient food and essential items to people, and taken care of social security subjects, people in need, people facing difficulties, etc.
The Chairman of the City People’s Committee affirmed that, given the 4th outbreak of the Covid-19 pandemic, the City timely decided to apply social distancing from July 24, in combination with 2 key measures to prevent the pandemic: urgently conducting large-scale testing to sort out F0 cases and quickly organizing a large-scale vaccination campaign for all classes of people.
“In fact, the number of “green zones” has been constantly increasing, and the number of new cases has decreased deeply during the distancing time. This is thanks to the tireless efforts of the authorities at all levels and all people, especially the great contribution and dedication of frontline force: medical force, police, army, militia, security guards, the youth, the elderly, etc. who are always resilient and brave in the fight against Covid-19 for the safety of the community” – affirmed the Chairman of the City People’s Committee.
Citing good models at the grassroots level such as “3 things to be prepared in advance”, “3-layer blockade” in Dong Anh; “green zone” in Mai Dong (Hoang Mai); closed prevention of pandemic in Bach Dang, Hai Ba Trung; delivery of food at home in Chuong Duong (Hoan Kiem); free mini supermarket in Duc Thang, Bac Tu Liem, etc., the Chairman of the City People’s Committee Chu Ngoc Anh emphasized that “The models with strong pervasive energy have inspired us as well as the entire community to be determined to repel the pandemic as soon as possible and protect the capital.”

According to Mr. Nguyen Van Phong, the Deputy Secretary of the City Party Committee, authorities at all levels have agreed to call for the participation of the whole political system, especially at the grassroots level. In reality, there have been many good grassroots models in Hanoi city. Being chaired by grassroots officials, under any circumstances, the pandemic prevention and control works are always creative and suitable to reality, with the support and participation of people. “At any times, promoting the role of the grassroots political system and the people’s role is the key to success,” – said the Deputy Secretary of the City Party Committee Nguyen Van Phong. He emphasized that the pandemic is still very complicated, so we absolutely must not be negligent and subjective.
The Deputy Secretary of the City Party Committee Nguyen Van Phong informed and the Standing Committee of the City Party Committee directed the grassroots branches and committees of the party to review and issue resolutions on pandemic prevention and control at agencies, units, and localities in the new situation. Party members are assigned to take a direct part in the fight against the pandemic and act as the political focal point of people.
Preventing and controlling the pandemic, serving the people in a dedicated and wholehearted manner
In responding to General Secretary Nguyen Phu Trong’s call for all people to unite in the fight against the Covid-19 pandemic and the special emulation movement “The whole country shows the solidarity in preventing, controlling, and repelling the COVID-19 pandemic” launched by the Prime Minister and the Chairman of the Central Emulation & Commendation Council, the Chairman of the City People’s Committee Mr. Chu Ngoc Anh, on behalf of the city’s leadership, officially launched the special emulation movement “The whole country shows the solidarity in preventing, controlling, and repelling the COVID-19 pandemic” in the City.

To well implement the emulation movement, Mr. Chu Ngoc Anh set out 8 key tasks. Departments, boards, branches, districts, towns, agencies, units in the City, and communes, wards, and townships should uphold the spirit of initiative, creativity, dare to think, dare to do; strengthen the responsibility of party committees and authorities at all levels in association with personal responsibility, especially the head; take part in emulation movement in a fierce, practical, effective, and timely manner; detect, praise, reward and promptly replicate typical examples of good people and good deeds in the pandemic prevention and control.
“It is essential to utilize the strength of all people in the prevention and control of the Covid-19 pandemic; propagandize and encourage people to voluntarily strictly comply with regulations on pandemic prevention and control, especially during the social distancing time; and mobilize as many grassroots forces as possible not only to promote the great unity of all people but also to reduce the burden on the frontline forces”, emphasized the Chairman of the City People’s Committee.
The whole political system from city to the grassroots level, cadres and party members of grassroots Party organizations under the entire political system of the City and all people unite and join hands to repel the pandemic.
The frontline forces continue their works in the most determined, dedicated, and wholehearted manner; speed up the Covid-19 vaccination for people in the whole city, ensuring safety and effectiveness; improve treatment capacity; focus on fast-tracking, sorting out F0 cases and thoroughly isolating relevant cases; quickly extinguish new outbreaks so that the virus cannot spread to the community.
The city also holds emulation programs with respect to ensuring social security matters, caring for people’s health and life, and maintaining and upholding national defense, security, social order and safety in the city. The Chairman of the City People’s Committee called on businesses and entrepreneurs of all economic sectors to promote their patriotism and national pride, show their will, bravery, intelligence, spirit, strength, and effort to overcome difficulties; to participate in preventing and controlling the pandemic, maintaining and stabilizing their production and business activities, providing jobs to ensure income and life of employees; to actively support and provide material and necessary equipment for pandemic prevention and control.
Mr. Chu Ngoc Anh also requested the Vietnam Fatherland Front Committee of Hanoi city and its member organizations to coordinate with the Party committees, authorities, branches, and localities in preventing and controlling the Covid-19 pandemic; strengthening propaganda and education so that union members and people actively participate in, and supervising the implementation of, the pandemic prevention and control, continuing to promote the tradition of “the leaves protect tattered ones” by helping others overcome difficulties. the Propaganda and Education Department of the City Party Committee is also requested to direct the media agencies to promote the communication and propaganda with regard to the emulation movement “The whole country shows the solidarity in preventing, controlling, and repelling the COVID-19 pandemic” in the City.
The Chairman of the City People’s Committee said that, despite the difficulty, there have been a lot of simple and insignificant but meaningful and noble deeds. “Every citizen can join the fight against the pandemic, even by just complying with regulations”.
“With the spirit of solidarity and consensus, and in promoting the tradition of the Heroic Capital which always takes the lead in patriotic emulation movements, we strongly believe that we will definitely win the Covid-19 pandemic. The capital in particular and the whole country, in general, will return to the new normal situation as soon as possible so that people can live a peaceful and happy life”- said Mr. Chu Ngoc Anh, the Chairman of the City People’s Committee.
