In 2020, with the attention and direction of the Party Committee, People’s Council, People’s Committee, the Steering Committee, the movement “All people unite to build a cultural life” in communes and townships have developed a model of “Cultural family” according to the regulations. Households and individuals in each family raise their sense of responsibility in building a harmonious family; inherited and promoted traditional family culture and moral values. 98% of households in the district have registered to build a cultural family model, a civilized lifestyle, actively participated in responding to patriotic emulation movements, cultural and artistic movements, physical training and sports, and grassroots unions have deployed to replicate the model of “ exemplary grandparents, parents and good children” in residential areas.
In addition to building a model of “Cultural family”, the Party committees, authorities and people are interested in promoting sustainable household economic development through investment and support in other models of economic development from the state’s preferential capital, people have united to help each other in economic development, accelerating economic restructuring to increase income for households. As a result, in 2020, the whole district has 45,358 households achieving the title of cultural family out of a total of 50,450 households that have been evaluated, reaching 90%. Units with a high number of households winning the title of Cultural family include Lien Mac commune (96.4%), Tu Lap commune (95.9%), Van Yen commune (96.4%), Kim Hoa commune (98.2%), Chi Dong township (93%), Quang Minh (94.1%), Tu Lap commune (95.9%).
In addition, the Steering Committee of the movement “All people unite to build a cultural life” of the district directed the Steering Committee of the movement of communes and towns to coordinate with the Fatherland Front Committee to successfully organize the conference of people’s deputies. The movement “All people unite to build a cultural life” in 2020 is integrated to implement at the grassroots, organize training, deploy the registration of building cultural titles according to regulations. As a result, 99 of 99 villages (hamlets) and residential groups registered to build the titles of Cultural Village (Hamlet) and Cultural Residential Group in 2020, reaching 100%.
Me Linh district also promotes communication, thoroughly grasp the regulations on the process of tolerance and commenting on cultural titles. In which, focusing on communicating, building advanced models and examples on implementing a civilized lifestyle in weddings, funerals and festivals, in implementing a code of conduct in public places associated with the task of building “Cultural Village”, “Cultural Residential Group” in association with the campaign “All people unite to build a cultural life and civilized city”, building elegant and civilized Hanoians… Through its communication, it has contributed to raising awareness, self-discipline, voluntariness and self-management in the residential community on the basis of promoting traditional cultural values and the results achieved in the past years.
The District Steering Committee shall coordinate with the City’s Steering Committee, relevant departments and agencies in the city to take the initiative, strengthen urging, inspect and review the implementation of the movement in communes, townships, and localities, agencies, units and enterprises to ensure the effective implementation of the movement in the locality and improve the quality of the recognized titles. As a result, there are 74 villages (hamlets) and residential groups recognized as cultural titles in 2020, specifically: there are 56 of 68 cultural villages (hamlets), reaching 82.3%; 18 of 18 cultural residential groups, reaching 100%.

The work of building agencies, units and enterprises to meet cultural standards continues to be concerned and directed by the District People’s Committee and the Steering Committee of the movement “All people unite to build a cultural life” in the district. The district Labor Confederation held a conference, launched the movement to agencies, units, companies, enterprises, grassroots trade union organizations in the district through the conference on implementing trade union work. 2020 with a focus on building and implementing movements such as: “Good workers”, “Creative initiatives”, “Good people, good deeds”, “Be good at domestic work – Take care of housework”, building “Green – Clean – Beautiful” agencies, units and businesses; building industrial cultural lifestyles associated with building cultural agencies, units and enterprises; etc.
Organizing communication activities and effectively deploying the content of the movement “Officers, civil servants, public employees and employees emulate the implementation of office culture” by the Prime Minister, the Chairman of the Emulation & Commendation Council launched by the Central Government. Heads of agencies, units, and Boards of Directors of enterprises and companies in the district are interested in launching emulation to build a democratic working environment, modern & friendly culture, green, clean, beautiful and safe offices; civilized and scientific offices. For cadres, civil servants, public employees, workers emulate well implementation of ethical standards, lifestyle and ethics on official duties, well perform professional skills, effectively use working time, improve capacity, ensure professionalism, always ready, actively coordinate in performing tasks, ensure discipline, administrative discipline, making an important contribution to building an industrial cultural lifestyle among employees, ensuring employees’ policies and regimes, working conditions and the income of workers is increasing day by day.
In 2020, there are 92 of 109 agencies, units and enterprises registered to build cultural titles, of which 78 agencies, units and enterprises are recognized as meeting the cultural criteria in 2020 and recognized cultural enterprises, agencies, units, for the first time in 2 years (2019-2020) for 10 agencies, units and enterprises (including 06 school units, 02 commune agencies, 02 enterprises).
For building the title of “Communes meet the new rural culture standard and the towns achieve the title of “Town meeting the standards of urban civilization”, in 2020, the district Steering Committee of the movement “All people unite to build a cultural life” has established an inspection team to appraise the application for recognition of the criteria for the title of “Commune meeting new rural cultural standards in 2020” for 11 communes (of which 6 units have maintained, 5 applications have been accepted); 02 towns in the district have not yet met the criteria for recognition of the title “Town meeting urban civilization standards”.
In 2021, intending to strive for 90% of households to be recognized as the cultural family; 85.5% of villages and hamlets achieved the title of the cultural village; 40% of residential groups achieved the title of cultural residential groups; maintained the title of commune meeting new rural cultural standards; agencies, units and enterprises meeting cultural standards, Me Linh district continues to communicate and thoroughly understand, contributing to improving the quality of cultural titles in terms of quantity and quality.
