The participants in the conference included the members of the Standing Committee of the City Party Committee; Vice Chairman of People’s Council and People’s Committee; Leaders of Party commissions of the City Party Committee; directors of departments and branches; heads of agencies and units under directly the city; Secretary, Chairmen of People’s Councils, Chairmen of People’s Committees of districts and towns; Chief of Organization Board of Party Committee, Head of Department of Internal Affairs of districts, towns…

Breakthrough in staff assessment

At the beginning of the conference, the head of the Organization Board Vu Duc Bao, said that the conference consists of two groups of contents: one for the implementation of the Regulations on Monthly Assessment Criteria Framework for staffs, civil servants, officials and contracted workers in the political system of Hanoi City issued in conjunction with the Decision No. 3814-QD / TU dated May 16, 2018 of the Standing Commission of the City Party Committee, one for the implementation of the new regulations of the Central Party Committee and the Hanoi City Party Committee on staffing.

Directly speaking at the new regulations on staff assessment by the Hanoi City Party Committee, Mr. Vu Duc Bao said that at the 7th meeting (XII), the Central Committee emphasized that one of the tasks on which needs to be focused to improving the quality of staffs at all levels is the staff assessment. Evaluating this point from the reality in localities, the Standing Commission of the Hanoi City Party Committee affirmed that the staff assessment has not reflected truly the reality, evaluated all positions and the actual results of each cadre, civil servant and employees.

Therefore, under the guidance of the Standing Commission of the City Party Committee, the Organization Board of the City Party Committee has advised to develop Monthly Assessment Criteria Framework for staffs, civil servants, officials and contracted workers in the political system of the Hanoi City. During the construction process, the Board has consulted the models of some places where monthly staff assesment has been carried out, and consulted with 76 agencies and units..

On that basis, on May 16, 2018, Secretary Hoang Trung Hai on behalf of the Standing Commission of the City Party Committee has signed the Decision No. 3814-QD / TU issuing tje Monthly Assessment Criteria Framework for staffs, civil servants, officials and contracted workers in the political system of the Hanoi City. The regulation consists of three chapters and 16 articles, clearly stating the purposes and requirements and basis for assessment, subjects of application, principles, competence, criteria for assessment and ranking; process of assessment, ranking and reward … In particular, the Regulation emphasizes the principle in which each level and person directly leading and assigning the work shall make comments, evaluation and ranking based on its/his assigned tasks and the performance results. The assessment and classification process as prescribed includes 4 steps, the assessment and ranking results must be publicized before the 5th of the following month…

Head of the Organization Board Vu Duc Bao issued the Regulation on monthly staff assessment and ranking

Particularly, the Hanoi City Party Committee sets the 100-point scale as a basis for assessing and ranking staffs, civil servants, officials and contracted workers, including 20 points for sense of discipline and moral qualities; 70 points for performance results of assigned tasks and 10 bonus points. Accordingly, staffs, civil servants, officials and contracted workers will be ranked Grade A (excellent completion of tasks) if reaching 90-100 points; Grade B (good completion of tasks) if reaching 70-90 points; Grade C (completed tasks) if reaching from 50 to less than 70 points; Grade D (failing to complete the tasks) if reaching below 50 points. The number of Grade-A staffs do not exceed 30% of total staffs, civil servants, officials and contracted workers subject to ranking. In the event of a collective or unit with exceptionally excellent and outstanding achievements, the number of individuals ranking Grade A should not exceed 40% of the total number of staffs, civil servants, officials and contracted workers in the collective or unit.

The regulations also include forms of assessment criteria for , staffs, civil servants, officials and contracted workers of the blocks of departments and branches or equivalent; Party organizations, unions and local governments of districts, towns, and communes, wards and townships. Hanoi City Party Committee commits to carry out the assessment for staffs, civil servants, officials and contracted workers throughout the political system of the city from July 1, 2018.

Subsequently, Deputy Head of Organization Board of the City Party Committee Nguyen Thi Minh Hanh has thoroughly grasped the basic contents of the Central Executive Committee’s Regulation on 98-QD / TW dated October 7, 1977 on rotation of staffs; Decision No. 105-QD / TW dated 19/12/2017 of the Politburo on the decentralization of staff management and appointment and nomination of candidates; Decision No. 132-QD / TW dated March 8, 2018 of the Politburo on the annual review and assessment and ranking of the quality of collectives and individuals in the political system.…

Reviewing closely to the localities and units

Speaking at the conference, Ms. Ngo Thi Thanh Hang emphasized that the contents thoroughly announced at the conference are the new regulations of the Central Party Committee, directly related to the staff organization in order to carry out the policy of administrative reform within the Party, strengthen the management of cadres and party members, especially leaders and managers at all levels. On that basis, Ms. Ngo Thi Thanh Hang requested the agencies and units to thoroughly disseminate to every party member, especially the Party Committee’s Secretary, officials in charge of staff organization so that they understand and properly implement the regulations and procedures according to the central guidelines, from assessment, planning, training, retraining, rotation, appointment and nomination of candidates …. thereby properly implementing the prevention of violations, and implementing the contents of the Central Resolution 4 (XI, XII) on building and rectifying the Party.

Regarding the monthly staff assessment, Standing Deputy Secretary Ngo Thi Thanh Hang emphasized that it is the new content of the City Party Committee based on the experience of the units in the city, at the same time, aims to implement one of the eight tasks and solutions of Resolution No. 26 of the 7th National Congress of the Party Central Committee (XII). She suggested that localities, agencies and units shoul base on the standard framework of the city so that in June, the plan-making, disssemination and deployment for staffs, civil servants, officials and contracted workers. In particular, it is required that the plans must be made in accordance with the particular situation of each locality or unit.

“”The good performance of the monthly staff assessment is a prerequisite for the People’s Councils at all levels to take the vote of confidence in the mid-term of the titles elected and approved by the People’s Council, as well as for the party committees at all levels to take the vote of confidence for the titles elected by them”, emphasized Standing Deputy Secretary of the City Party Committee.

 

Regarding the plan No. 70-KH / TU, dated January 25, 2018, of the Hanoi Party Committee on the implementation of Resolution No. 18-NQ / TW of the sixth Central Congress (XII), Ngo Thi Thanh Hang requested that from now to the end of the year, it is urgent to complete three tasks: unifying in the whole regarding the head of the Central Propaganda and Training Commission cum the director of the Political Training Centers of the districts and towns; transforming the model of City Party Committe staff training area in Do Son (Hai Phong) into the business model; rearranging the organizational structure and renovating the operation mechanism of the City Healthcare Protection Board.

At the end of the conference, Deputy Secretary Ngo Thi Thanh Hang also introduced some basic contents of Resolution No. 26-NQ / TW dated May 19, 2018, Resolution of the 7th Central Congress (XII) on “focusing on building the qualified, competent and prestigious staffs at all levels, especially at strategic level, to meet the requirements of tasks”; Resolution No. 27-NQ / TW on reform of wage policy…
