Hanoi restricts crowded events, requires strict implementation of “5K” message, and wearing masks in public places.
Although the situation of the Covid-19 pandemic has been well controlled, the risk of a resurgence of the pandemic is always present, especially from illegal entry and exit sources, the official said. In particular, there has been a state of negligence, subjectivity, improper and inadequate implementation of pandemic prevention and control measures as prescribed.
Implementing Official Dispatch No. 541/CD-TTg dated April 23, 2021, by the Prime Minister on strengthening the implementation of Covid-19 pandemic prevention and control, Notice No. 81/TB-VPCP dated April 26, 2021, by the Government Office on the Prime Minister’s conclusion at the Government’s Standing Meeting on Covid-19 prevention and control, Document No. 1343/BVHTTDL-VHCS dated April 26, 2021, by the Ministry of Culture, Sports and Tourism, Document No. 112-CV/TU dated April 27, 2021, by the Hanoi Party Committee; especially after the holidays of April 30 and May 1, people in Hanoi city going on holiday in the southwestern provinces and other localities returning to the city to work and study have potential risks of coronavirus; to effectively implement measures to prevent and control the pandemic, to prevent the spread of the disease in the city, the Chairman of the City People’s Committee requested:
Departments, divisions and branches of the city; the People’s Committees of districts, towns continue to increase their vigilance with the risk of the pandemic, attaching the responsibility of the head to the drastic, synchronous and effective implementation of the pandemic prevention and control measures set out with the proposed motto “active prevention, early detection, quick isolation, effective treatment, definitive handling, quickly stabilizing the situation”. Implement pandemic prevention and control work under the motto “four on the spot”, ensuring pandemic prevention and control for the election of deputies to the 15th National Assembly and People’s Councils at all levels for the 2021-2026 term. In particular, the directors of departments, agencies and sectors are responsible for pandemic prevention and control within the scope of their management. Chairpersons of People’s Committees of districts, towns take full responsibility for the prevention and control of the Covid-19 pandemic in the area; report to the Party Committee at the same level for unifying direction. Departments and branches of the city; the People’s Committees of districts, towns, based on their functions and tasks, drastically direct the implementation and organize the inspection and supervision of the strict implementation of the following specific measures:
Strictly implementing medical declaration by QR code, applying information technology under the guidance of the Ministry of Health; strictly complying with the “5K” requirements by the Ministry of Health, especially wearing masks in public places, at events with large gatherings, and on public transport.
Agencies, units, organizations and enterprises, etc. regularly self-assess their implementation of pandemic prevention and control requirements and measures, and update self-assessment results on the pandemic prevention map system.
Regularly inspecting and urging the implementation of pandemic prevention and control measures within and in their respective management areas, especially at medical facilities, schools, tourist facilities, production facilities, markets, etc. supermarket, airport, bus station…; strictly handling organizations and individuals violating pandemic prevention and control; at the same time, proactively updating and completing the plans ready to respond to all situations of the pandemic.
If a case is detected, it must focus on directing and immediately applying measures to zoning, tracing and isolating; determined not to let the pandemic spread on a large scale. The application of measures of isolation, blockade and social distancing must be practical and effective; ensure safety, but does not exceed the necessary scale and let production and business stagnate; minimizes adverse impacts on production and business activities and people’s lives.
Along with that, continuing to limit unnecessary gatherings of events and activities; in case of holding events, it must strictly implement safety measures to prevent and control the Covid-19 pandemic, especially must adhere to wearing masks, disinfecting… under regulations
Continuing to deploy the second phase of Covid-19 vaccination to ensure the right subjects, injection procedures, safety in vaccination, effectiveness and on time.

Requiring strict handling of cases of non-medical declaration after the holiday

The Director of the Department of Health is responsible to the City People’s Committee and the Steering Committee for Covid-19 prevention and control for professional direction, proactively advising and proposing interdisciplinary issues, beyond his authority; urging branches and levels to implement the directives of the Central Committee, the City Party Committee, the City People’s Committee and the City Steering Committee for Covid-19 pandemic prevention and control; regularly summarizing the situation and report to the City People’s Committee on implementation results.
The city police continue to direct forces throughout the industry to actively coordinate with relevant units to strengthen strict inspection of people entering the country; investigate, verify, and strictly handle cases of illegal entry, organizations and individuals that allow people to enter illegally, accommodation establishments, hotels that accept illegal entry, businesses enterprises that accept workers as illegal immigrants and cases of violations of the prevention and control of the Covid-19 pandemic.
At the same time, coordinating with relevant units to ensure security and order at the isolation facilities; presiding over and directing the police of districts, towns and communes, wards and townships to strengthen the review and request for temporary residence, temporary absence, et. in the area after the holiday, April 30 and May 1, mandatory medical declaration, strictly handling individuals who do not make medical declarations or make dishonest medical declarations.
Departments including Health, Labor – Invalids and Social Affairs, Foreign Affairs; City Public Security; Capital Command; People’s Committees of districts, towns, based on their assigned functions and tasks, continue to strictly manage entry, isolation, medical monitoring after isolation, also prepares necessary elements to be ready for expanding the entry subjects in accordance with the epidemic situation in the spirit of development but must ensure safety, strictly manage and supervise establishments that isolate people on entry, prevent cross-contamination and spread of diseases to the community.
The Department of Culture and Sports, Department of Tourism; People’s Committees of districts, towns direct the management boards of monuments and museums; festival organizers; Heads of cultural and sports institutions, tourism business units, tourist zones to develop and organize the implementation of plans to ensure security and safety in the prevention and control of Covid-19 for participants in cultural and sports activities, moviegoers, visitors to museums, monuments – scenic spots, festival participants, tourists; only organize the reception of guests when ensuring measures to prevent and control the pandemic according to the guidance of the Health sector.
The Department of Education and Training shall assume the prime responsibility for, and coordinate with the Department of Health in, directing and guiding the inspection of pandemic prevention and control in schools; prepare online teaching plans when necessary to ensure pandemic prevention and control under the direction of the Ministry of Education and Training and the city.
