The dispatch clearly states that in implementing the Prime Minister’s instructions in the Directive No. 05/CT-TTg dated January 28, 2021, on some urgent measures for Covid-19 pandemic prevention and control, thoroughly grasping the direction of the City Party Committee Secretary at the meeting of the City Steering Committee for Covid-19 prevention and control on January 28, 2021, and with the necessity of responding in a faster and more drastic but calm non-panic manner, the Chairman of Hanoi City People’s Committee requests Directors of Departments, divisions and branches, the Chairmen of People’s Committees of districts, towns, communes, and wards to focus on implementing the following contents:

  1. Continuing to well prepare for any scenarios of Covid-19 pandemic prevention and control as usual according to the direction of the Party and State leaders, ensuring the absolute safety for the 13th National Congress of the Party.
  2. Continuing to enhance the strict inspection and supervision of the compliance with regulations on entry, medical supervision and quarantine, and pandemic prevention and control. Tightening the quarantine work, avoiding the pandemic spread within the quarantine area or to the community.
  3. Continuing to propagandize and instruct the community to fully comply with recommendations on pandemic prevention and control in the new situation, well implementing the message “5K”: Mask – Disinfection – Distance – No gathering – Medical declaration. Minimizing gatherings and festivals, proactively detecting and notifying competent authorities of any illegal entries and violations of pandemic prevention and control regulations.
  4. Department of Health:

– Coordinating with districts and towns in regularly updating information on the pandemic situation in the world, especially in provinces/cities where the pandemic appears; proactively monitoring people coming from pandemic areas; verifying and speeding up the tracing of people exposed to the infected people for quickly localizing, taking samples, testing samples, and applying quarantine measures.

– Closely coordinating with the Department of Preventive Medicine – Ministry of Health, Hai Duong province, Quang Ninh province and other provinces/cities in promptly informing the pandemic situation to proactively investigate and trace the people exposed to the infected people, test, and quarantine as prescribed.

– Reviewing all resources used for pandemic prevention and control work, enhancing the capacity of testing and diagnosing pathogens to ensure the testing on a large scale.

– Strengthening the inspection of pandemic prevention and control at hospitals, requiring hospitals to strictly comply with Covid-19 prevention and control regulations.

– Coordinating with People’s Committees of districts and towns in urgently reviewing all people coming to Hanoi from pandemic areas of Quang Ninh province and Chi Linh city in Hai Duong province from January 14, 2021, up to now for testing by February 1, 2021.

  1. City Public Security: Continuing to direct forces throughout the industry to actively coordinate with relevant units in strengthening the strict inspection of entries, and timely preventing and handling any illegal entries.
  2. Hanoi Capital High Command: Assuming the prime responsibility for, and coordinating with the Department of Health and districts and towns in, well organizing the concentrated quarantine at the sites managed by the Capital High Command in accordance with regulations; continuing to review and expand civil concentrated quarantine sites to be ready to receive people in close contact (F1) in case of a pandemic outbreak.
  3. Department of Information and Communications: Directing the City’s news agencies to continue to strengthen the propaganda so that people may show their awareness, spirit, responsibility, and strictly take measures to prevent and control the Covid-19 pandemic as recommended by the Ministry of Health, the National Steering Committee for Covid-19 prevention and control and Hanoi City; strongly propagandizing the implementation of Ministry of Health’s message “5K”; Propagandizing and guiding people to install Bluezone applications for the purpose of monitoring and tracing.
  4. Department of Transport: Strengthening the inspection and supervision of Covid-19 pandemic prevention and control at terminals, bus stations, wharves, and public means of transport; requesting vehicle operators to fully record information of passengers traveling on interprovincial routes, especially passengers going to and coming from provinces/cities with a pandemic outbreak in the community.
  5. Department of Culture and Sports: Ensuring absolute safety control in pandemic prevention; and control work; based on the pandemic developments, assuming the prime responsibility for, and coordinating with the Department of Health and concerned agencies in, advising the appropriate organization of festivals.
  6. Department of Industry and Trade: Enhancing the inspection of pandemic prevention and control at trade centers, supermarkets, markets, convenience stores (wearing masks, ensuring appropriate distance, etc.)
  7. City’s Cultural – Social Work Investment Project Management Unit: Checking and reviewing Me Linh field hospital to hand over to the Capital High Command for management and operation. Department of Health is responsible for ensuring human resources and implementing professional activities.

  1. People’s Committees of districts and towns:

– Restarting the entire political system, social unions, and monitoring teams to quickly and drastically respond to pandemic prevention and control work.

– Districts and towns shall closely coordinate and promptly inform any possible cases of pandemic infection for proactively investigating, tracing, testing, and quarantining as prescribed regulations.

– Continuing to strengthen the communication and propaganda to raise awareness, spirit and responsibility of people in strictly implementing Covid-19 pandemic prevention and control measures as recommended by the Ministry of Health. Guiding companies, businesses, agencies, enterprises, and units in the area to minimize any unnecessary events.

– Launching mass movements, mobilizing local mass organizations’ fronts to propagate to each residential group, residential area, and household with the motto “Approaching each household”. Each person should detect and denounce any cases of failure to comply with Covid-19 pandemic prevention and control regulations as prescribed by the Ministry of Health and the City. Any illegal entry in the area will be strictly handled.

– Directing functional forces and regulatory agencies to enhance the inspection and strictly handling of any person who does not wear masks while on the road or in public places such as relics, tourist attractions, parks, flower gardens, walking streets, squares, train stations, bus stations, markets, supermarkets, shopping malls, cultural and sports events in public places/stadiums. Minimizing gatherings, keeping appropriate distance in public places.

– Well managing quarantine sites, and quarantined immigrants at concentrated quarantine sites, chargeable accommodation establishments, accommodation areas, and flight fleet isolation quarantine sites.

– When detecting any suspected cases or related cases, it is necessary to direct units to urgently investigate, trace, and localize the pandemic area for prompt handling in accordance with regulations, avoiding any pandemic spread.

– The head of the local authority is fully responsible for Covide-19 pandemic prevention and control in the area; ensures sufficient resources for pandemic prevention and control according to the four on-the-spot motto; proactively decides to organize the implementation of pandemic prevention and control under its authority.

– Strictly carrying out the handover of quarantined people to their locality and conducting 14-day health monitoring at the accommodation place.

– Developing a plan to ensure the safety in pandemic prevention and control during the Lunar New Year Festival and the Spring Festival 2021.
