Implementing the Directive No. 35/CT-TW, dated 30/5/2019 of the Ministry of Politics (session XII) on the Party Congress at all levels to the XIII National Congress of the Party and Plan No. 155/KH-TU dated July 8, 2019, of the Hanoi City Party Committee on the organization of the Party Congress at all levels to the XVII Congress of the Party Committee of Hanoi City, Party Committee of the Hanoi Department of Culture and Sports has prepared the best conditions, ready for a successful Congress.
The preparation and organization of the Party Congress of the Hanoi Department of Culture and Sports for the term 2020-2025 are carried out under the motto of inheritance, stability, innovation, creation and development; promote democracy along with maintaining principles, tightening discipline; attach importance to quality, efficiency, and uphold the responsibility of the Party Committees and Party organizations, first of all, to be the leader, ensure safety, practicality, no show-off form, and resolutely fight waste and negativity. Through the Congress of the Party Committee, to continue to improve the leadership capacity and combat strength of the Party organizations and party members, consolidate the people’s confidence in the Party.
The political report of the Party Committee of the Department has correctly, honestly, objectively and comprehensively evaluated the situation and results of the implementation of the Resolution of the Party Congress of the Department of Culture and Sports for the term 2015-2020, especially the key task, the task of building and regulating the Party, fighting against corruption, waste and negative actions; clearly indicate strengths, weaknesses, causes, especially subjective causes and draw deep lessons in leadership, direction and implementation. At the same time, the directions, objectives, tasks and solutions for the next term must be closely related to the actual situation with high feasibility to organize the effective implementation.
The personnel work for the term 2020-2025 ensures the principle that the Party unifies the leadership of cadres work and manages the cadres, including the Party Committee and the Standing Committee of the Party Committee, in particular, attaching special importance to quality, quantity and reasonable structure, typical of intelligence, quality, prestige, truly pure, strong, having high leadership and fighting power, and meeting the leadership requirements in the new situation.
32/32 Party cells under the Party Committee of the Department have completed the organization of the Party Cell Congress for the term 2020-2022 according to the schedule and plan; ensure compliance with the regulations of the Party and the instructions of the Party Committee of the City Party Committee, the Party Committee of the City agencies Block, the Party Committee of the Department of Culture and Sports; The personnel expected to join the Party Committee, Secretary and Deputy Secretary of the Party Cell have been approved by the Party Committee of the Department.
The advisory division has completed the draft framework of the Human Resource Scheme participating in the Executive Committee, the Standing Committee, the Secretary, the Deputy Secretary, the Inspection Committee of the Party Committee, the Head of the Inspection Committee of the Party Committee, the Vice Head the Inspection Committee of the Party Committee for the term 2020 – 2025; report to the Human Resource Subcommittee for consideration and decision. Synthesize comments of members of the Party Executive Committee, branches under the Department, amend, supplement and complete the draft political report of the Party Committee of the Department of Culture and Sports for the term 2020-2025.
In just a few days, the Party Congress of the Hanoi Department of Culture and Sports will take place for the term 2020 – 2025. Up to this point, the preparation of the congress document and the organization of discussion, construction and comments contribution on the Congress document, the construction of personnel plans at the Party Committee has been completed. The work of decoration, propaganda and visual promotion for the Congress was implemented in a safe and timely manner. All are ready for an important political event, with the determination to successfully organize the Congress on June 8 and 9, 2020 at the Cultural House of the Hanoi Sports Training and Competition Center.
