Accordingly, the Party committees, authorities, the Fatherland Front, socio-political organizations, localities, and units follow the key tasks outlined in Directive No. 41-CT/TW to organize the preliminary review and focus on several main contents: Thorough grasp, implementation organization; outstanding results achieved; limitations, difficulties and problems; experience; recommendations (if any).
Hanoi prepares a 5-year preliminary review of enhancing the Party’s leadership in the management and organization of festivals
Directive No. 41/CT/TW of the Secretariat (11th session) requires all committees, party organizations, governments, the Fatherland Front and mass organizations at all levels to focus on well-performing several key tasks including:
To strengthen the leadership of the Party Committees at all levels for the management and organization of festivals; to ensure the management and organization of festivals of each branch, locality and establishment following the provisions of law practically, efficiently, economically; to be consistent with fine customs, to promote the fine traditional cultural values of the nation, with high educational significance; to satisfy the cultural and spiritual needs of the people healthy.
To reduce the frequency and time of organization, especially large-scale festivals; to restrict the use of state budget, to promote socialization of resources in organizing festivals. To continue to study, supplement and complete the planning, organize festivals, religious activities and entertainment activities in a reasonable and healthy festival; to prevent and overcome the situation of taking advantage of monuments, places of worship, festivals for self-seeking, propagating superstitions and organizing illegal activities. To strictly implement the management of burning votive paper; to manage and use Vietnamese currency during festivals under the law; to overcome the situation of placing merit boxes and placing arbitrary money; public and transparent management and use of merit money for conservation, embellishment and promotion of the value of monuments and festival organization. Do not abuse live television to mobilize sponsorship for the festival.
To strengthen measures to preserve and protect monuments and landscapes; to ensure social security, order and safety, preventing and combating fire, explosion, and traffic safety; to overcome and to completely solve the traffic jam; to ensure food hygiene and safety, hygiene and environmental landscape at the festivals. To implement a civilized lifestyle in cultural activities, beliefs and festivals; to strictly manage service activities, publicly list service prices; to check and prevent commercial fraud on prices, service charges, fees, illegal circulation of cultural publications, etc.
The review of 05 years of implementation of Directive No. 41-CT/TW is implemented from the grassroots level, led and chaired by the party committee. Dependent and grassroots level units shall conduct a preliminary review, develop and complete the preliminary report to ensure the report outline and progress (affiliated units complete the report to submit before June 5, 2020; at the grassroots level, completion time will be decided by the immediate superior). City-level units shall organize preliminary conferences (can be integrated with other contents) to ensure progress (complete and send reports before June 15, 2020).
To review 05 years of implementation of Directive No. 41-CT/TW to comprehensively and deeply evaluate leadership, direction and implementation, clearly stating the results, difficulties, problems and limitations; and the cause; from then, to set out specific and practical tasks and solutions to continue to effectively implement the Directive in the city in the coming years.
The preliminary review of Directive No. 41-CT/TW associated with the assessment of the implementation results of Directive No. 06/CT-TTg dated February 20, 2017, of the Prime Minister on “correcting the management and organization of festivals, celebrations “; Decree No. 110/2018/ND-CP dated August 29, 2018, of the Government, providing “Management and organization of festivals”; the movement “All people unite to build cultural life”; the campaign “All people unite to build a new countryside and a civilized city”; program No. 04-CTr/TU of the City Party Committee (16th session) on “Socio-cultural development, improving the quality of the capital’s human resources, building elegant and civilized Hanoi people in the period 2016-2020”; Directive No. 03-CT/TU of the City Party Committee on “Strengthening the leadership of Party committees at all levels in the management and organization of festivals”, etc. and resolutions, directives, action plans local units. The Directive’s preliminary review must be conducted seriously, with quality, ensuring the on-time schedule, under the practical conditions of each locality and unit.
