Promulgating a Circular stipulating codes, standards for professional titles and salary classification of officials specialized in physical training and sports

This Circular applies to officials specialized in physical training and sports working in public non-business units and related organizations and individuals. This Circular applies to officials specialized in physical training and sports working in public non-business units and related organizations and individuals. Specifically, there are 04 adjusted professional titles of officials specialized in physical training and sports, including: Senior Trainer (grade I) – Code: V.10.01.01; Principal Trainer (Grade II) – Code: V.10.01.02; Trainer (grade III) – Code: V.10.01.03; Training guider (grade IV) – Code: V.10.01.04

For each professional title, the Circular clearly defines the tasks, standards on training and qualifications as well as standards of competence, expertise, and professionalism. There are specific requirements for officials to take the exam or consider for promotion.

The Circular stipulating codes, standards for professional titles and salary classification of officials specializing in physical training and sports takes effect from 10/12/2022.

In addition, the Circular also stipulates general standards of professional ethics of sports officials, such as: Enthusiasm, profession, responsibility and assurance of time and quality requirements with the assigned work; Be frank, honest, objective, scientific work, active participation; polite, modest and proper attitude when working with the People; respect colleagues; consciously fight wrong and negative acts; Have a spirit of solidarity, positivity, initiative and good coordination with colleagues in performing assigned tasks; Have a sense of learning and training to improve quality, qualifications and capacity, expertise and professionalism.

Regarding salary classification: the professional titles of officials specializing in physical training and sports specified in this Circular may apply the professional salary table for officials in the State non-business units. (Table 3) promulgated together with Decree No. 204/2004/ND-CP dated 14/12/2004 of the Government on salary regime for cadres, civil servants, officials, and armed forces, specifically as follows:

– Senior Trainer (grade I) may apply the salary coefficient of the position A3 and group 1 (A3.1), the salary coefficient from 6.2 to 8.0;

– Principal Trainer (grade II) may apply the salary coefficient of the position A2 and group 1 (A2.1), the salary coefficient from 4.4 to 6.78.

– Trainer (grade III) may apply the salary coefficient of the position A1, the salary coefficient from 2.34 to 4.98;

– Training guider (grade III) may apply the salary coefficient of the position B, the salary coefficient from 1.86 to 4.06.

This Circular also specifies the salary classification of professional titles after the probationary period expiration and regulations issued by the competent authority to issue decisions on appointment of professional titles of officials specialized in physical training and sports.

This Circular takes effect from 10/12/2022. When the circular comes into effect, it will simultaneously cancel the Circular No. 13/2014/TTLT-BVHTTDL-BNV dated 17/10/2014 of the Minister of Culture, Sports, and Tourism. The Ministry of Home Affairs shall prescribe codes and standards for professional titles of public employees specialized in physical training and sports; Joint Circular No. 02/2015/TTLT-BNV-BVHTTDL dated 16/06/2015 of the Minister of Culture, Sports and Tourism and the Minister of Home Affairs guiding the appointment and salary classification for officials specialized in physical training and sports./.
