Promulgating the Final Plan for the implementation of the Law on Cultural Heritage

The plan aims to synthesize and comprehensively assess the actual implementation of the Law on Cultural Heritage 2001 and the Law 2009 amending and supplementing a number of articles of the Law on Cultural Heritage (hereinafter collectively referred to as the Law on Cultural Heritage) of local ministries and branches; summarize and evaluate the results achieved and the advantages, difficulties, obstacles and inadequacies that need to be removed during the implementation of the Law on Cultural Heritage; propose issues that need to be amended or supplemented or new contents not yet included in the regulations and solutions to increase the effectiveness and efficiency of the Law on Cultural Heritage.

Accordingly, the Ministry requires the review to be carried out seriously, objectively and comprehensively, which gathers opinions of agencies, organizations, managers, scientists and ensure the correct content, purposes, requirements and schedule. The summary content should accurately reflect the reality of the implementation of the Law on Cultural Heritage across the country; analyze and evaluate the advantages, difficulties, limitations, contradictions, inadequacies; propose and recommend contents that need to be amended and supplemented to complete the legal corridor, create favorable conditions for the protection and promotion of cultural heritage values.

The summary content is to summarize and comprehensively evaluate the actual situation of implementing the Law on Cultural Heritage 2001 and the Law amending and supplementing a number of articles of the Law on Cultural Heritage 2009 of ministries and local authorities until 2021, focusing on basic contents such as detailed regulations, guidance on law enforcement, the decentralization of cultural heritage management; performance results in all areas; shortcomings, limitations and causes; propose amendments and supplements to inadequate and unmentioned contents, etc.

The Ministry assigned the Cultural Heritage Department to assume the prime responsibility for, and coordinate with relevant units in, organizing the implementation of the Final Plan for the implementation of the Law on Cultural Heritage and detailed regulations. The conference is expected to take place in December 2021.
