Participating in the contest are teams coming from the communes, towns in Ha Noi area. The competing teams one by one have to go through 3 elements: Greetings, understandings including 10 test questions and one eventuality question of how to deal with the unexpected happenings in the course of propagandizing and campaigning to observe the Code of Conducts in public areas.

The contest is a substantive activity by which the propagational work has been staged so as to bring the Code of Conducts in public areas into reality, making the provisions and paragraphs stated in the documents more easily to understand, digestand implement with great pervasivenesses, so that each citizen will be able to take full grasp of its contents.
Xuan La ward (Tay Ho district) has made the Code of Conducts in the form of collaterals fit for use in its locality.
The contest has really become an in-depth political life among the public. More important is that after the cometition, each cadre, civil servant and officer will understand more deeply the contents of the Code of Conducts, creating radical changes from thinking to action in adhering to the disciplines, rules in dealing with others, thus making contrubution to enhancement of good cultural traditions of civilized and graceful Hanoians.
