In the assistance, summary and management of the State
As the standing body of the Steering Committee for the Program 04/CTr/TU of the City’s Party Committee, the Hanoi Department of Culture and Sports has well implemented tasks of preparing contents for the meeting between the Secretary of the City’s Party Committee and the Program’s Steering Committee; Advising by documents, reports, plans for the Program, etc.
In the first three months of 2018, the Department of Culture and Sports also advised and submitted to the City’s People’s Committee the Planning for outdoor advertising in Hanoi city by 2020 and orientation to 2050; The tasks of the Master planning are to preserve and promote the national special relics Van Mieu – Quoc Tu Giam by 2030 and orientation to 2050; The plan for directing the implementation of the Code of behavior of officials and employees under agencies in Hanoi city in the 2018-2020 period; The Code of behavior in schools, Hanoi hospitals and Regulations on organization and business of street catering services.
The Department also continues to build the planning for theaters and cinemas system in Hanoi city to 2030; the Planning of the monument system in Hanoi city to 2020 and orientation to 2030.
The first months of the year are festive seasons, so the Hanoi Department of Culture and Sports always goes deep into guiding, coordinating, urging and inspecting the organization and management of festivals in 2018 in the districts, towns under the City; Particularly, the inspection of the management of 6 festivals: Soc Temple, Hai Ba Trung – Me Linh Temple, Co Loa Temple, Dau Pagoda, Huong Pagoda and Ha Pagoda.
The Hanoi Department of Culture and Sports has completed the process to consider the title of People’s Artists, Eminent craftsmen, 2018 Eminent artists to submit to the City for consideration. At the same time, the Department has also submitted to the City for rewards and organized awarding ceremony for athletes, coaches who won medals at the 2017 International and National Games and the Southeast Asian Games for the disabled (ASEAN Paragames 9).
Also in the first three months of 2018, the Hanoi Department of Culture and Sports has inspected, checked, made records and issued the decision to impose administrative fine of 34 violations in the cultural field with a total of fine: VND 274,500,000, removed 3250 violated banners, posters.
Professional career activities
In the field of culture and art: the Hanoi Department of Culture and Sports has organized activities of decoration, propaganda, visual encouragement and many cultural and artistic activities to celebrate the official holidays of the country and the Capital. In which, focusing on New Year’s activities in 2018; Celebrating the 88th anniversary of the foundation of the Communist Party of Vietnam and celebrating the 2018 Mau Tuat year. The Department also coordinated with agencies and units to organize 35 international and domestic cultural exchanges and cooperation events in walking street at Hoan Kiem Lake and surrounding streets, typically the Japan cultural exchange activities on the occasion of the 45th anniversary of the establishment of diplomatic relations between Vietnam and Japan with the Cherry Blossom Festival held in the area of Ly Thai To monument attracting attention of the people in Hanoi Capital.
Recently, the Hanoi Department of Culture and Sports has guided and coordinated with the People’s Committee of Me Linh district and Ba Vi district to organize traditional festivals and the Ceremony of receiving certificate for the national intangible cultural heritage for Hai Ba Trung temple festival and Tan Vien Son Thanh Festival. The Department has also completed inter-branch inspection activities to preserve, restore, protect and promote the value of relics in 15 districts. At the same time, the Department is carrying out the preparation work such as building the outline, estimating the cost of adjusting display contents, adjusting the overall design of the Hanoi Museum, coordinating with contractors to review and resolve outstanding works; urging and consulting and completing the design plan of store for preservation of objects, outdoor space planning at the Hanoi Museum.
In the Field of Sports
Hanoi Department of Culture and Sports has guided, urged and co-ordinated with districts, towns to organize physical training and sport activities to celebrate the Party and Mau Tuat year 2018; Organizing activities, the mass sports event: the Open Hanoi Dragon Boat Festival in 2018; Advising and submitting to the City People’s Committee a draft of the Plan to organize the Open Hanoi Dragon Boat Festival in 2019 and the following years; Guiding, urging and coordinating with districts and towns to organize the launching of the “Olympic running day for the people’s health” and the launching of the 45th Hanoimoi Newspaper Open Running Tournament for Peace in communes, wards, towns and the City level; Coordinating with the Department of Education and Training to organize 6/9 sports in Hanoi for students in the 2017-2018 school year.
With high achievement in sports, the Department has prepared for the 8th Vietnam National Games in 2018 such as completing the Hanoi athlete profiles to attend the Games; Preparing the draft plan to host the Games; coordinating with the Project Management Unit of the City socio-cultural projects in the preparation of facilities for the Games. In the first quarter of 2018, the Department has also successfully organized many sports tournaments such as: Ciputra Hanoi International Badminton Festival – the 10th Yonex Sunrise Vietnam International Challenge 2018; the 8th Vietnam HDBank International Open Chess Championship Cup. Also in the first three months of 2018, Hanoi Sports won a total of 120 medals of all kinds, including 113 domestic medals, 7 international medals; In particular, Hanoi athletes won some gold medals in the continental and the world tournament such as: 01 gold medal at the G1 Malaysia World Open Taekwondo Championships; 01 gold medal at the Jujitsu World Championship; 02 gold medals at the Asian Archery Championships; 01 gold medal at Asian Indoor Athletics Championships; Hanoi football players join the U23National team and successfully won the silver medal at the U23 Asian Championship, etc.
In the work of Party – Union
The Hanoi Department of Culture and Sports has successfully organized the Arts – Union Sports Festival of the Department to welcome the 5th Trade Union Congress of Hanoi City. The Youth Trade Union of the Department also cares about the living life for union members, especially in the Mau Tuat – Lunar New Year 2018. At the same time, the Department’s Communist Youth Union will continue to maintain the Youth Storming Team to dismantle illegal advertising boards on the central routes of the City; Coordinating the organization of exchange activities with the union such as: Youth Festival welcoming the 87th anniversary of Ho Chi Minh Communist Youth Union; Arts exchanges program and meeting typical youth volunteers to join the army in 2018, etc.
Finally, in the first three months of 2018, Hanoi Department of Culture and Sports has implemented well the tasks and plans. The management work is always deeply considered and well controls the areas not causing hot issues, raising ire with the people. Especially, in the work of organizing and managing festivals in 2018, the Department has well prepared, well coordinated between different levels, branches, People’s Committees of districts, towns, etc. so that festivals took place in civilization, order and safety; Some festival famous destinations: Soc Temple Festival, Huong Pagoda Festival, etc. were well organized, basically overcame the limitations and shortcomings of previous years.
In addition, there are still shortcomings and limitations such as: Violated advertising activities by banners on public art performances at the streets have not been resolved thoroughly.

Key tasks of the second quarter and the next few months of 2018
– The Department will focus on implementing the contents and tasks in the plan “The Year to improve the efficiency and effectiveness of the political system 2018”; Strengthen the supervision of the implementation of the Program 04-CTr/TU of the City’s Party Committee: The Work Program No. 15/CTr – UBND dated January 15, 2018 and the Plan No. 43/KH-UBND dated February 18, 2016 of the City People’s Committee.
– Implementing the Planning of Outdoor Advertising after the approval of the City People’s Committee. Completing and submitting to the City People’s Committee the Planning of the Monument system; The Planning of theater and cinema system.
– Continuing the administrative reform, strictly implementing administrative rules and disciplines, enhancing the application of Information Technology; Reviewing, simplifying, implementing the online public service procedures at level 3.4 to meet the requirements, progress of the City People’s Committee.
– Grasping thoroughly and strictly implementing the guidelines of the Central and City on the reduction of staffing and renovation of the organizational system, management, raising the quality and efficiency of operation of public service delivery units.
– Advising the City People’s Committee to effectively implement the plan of implementation of the Code of Behavior for officials and employees of the agencies under Hanoi city in the 2018-2020 period.
– Continuing to coordinate and supervise the organization and management of festivals in the City in 2018 in the districts, towns under the City.
– Organizing cultural, art, physical training and sports activities to celebrate official festivals of the country and the Capital such as the 43rd anniversary of the Liberation Day; the 70th anniversary of President Ho Chi Minh’s calling for patriotic emulation; 10th anniversary of expanding the administrative boundaries of the Capital, etc. Advising the City People’s Committee on the organization of activities, cultural, sports events in 2018 and the following years.
– Continuing to implement some contents of the exhibition of the Hanoi Museum Project under the direction of the City People’s Committee.
– Preparing materials & facilities for the organization and athletes’ to participate in the VIII Vietnam National Games in Hanoi.
– Socializing the investment in the development of cultural and sports activities: Organizing activities, events, managing and exploiting material facilities, cultural and sports institutions; Socializing the investment in the development of mass sports and high-achievement sports.
– Strengthening the State management, inspection, check, post-inspection and handling of violations, especially in the areas of potential violations and repeated violations such as advertising activities, business in cultural services, art performance, festivals organization and management.
