Additionally, 10 cultural houses were either newly constructed or renovated, and outdoor sports equipment was procured for various communes, with a total investment exceeding VND 57 billion. The district provided guidance in formulating an overall plan for the nationally special relics, Tay Phuong Pagoda, the Ho Chi Minh Memorial House in Can Kiem, and the establishment of the Phung Khac Khoan Flower Garden.
During the recent period, the implementation of Program 05 by the Thach That District Party Committee, focusing on “Cultural Development, Enhancing the Quality of Human Resources, and Cultivating Elegant and Civilized Citizens in the 2021-2025 Phase,” has yielded numerous positive outcomes.
Central Party Committee Member and Permanent Secretary of the Hanoi City Party Committee, Nguyen Thi Tuyen, along with delegates, visited the exhibition showcasing landscape specimens at the Craft Village, Handicraft, and OCOP Product Exhibition in Thach That District in 2023.

Furthermore, 10 cultural houses were either newly built or renovated, and outdoor sports equipment was procured for various communes, with a total investment exceeding VND 57 billion. The district provided guidance in formulating an overall plan for the nationally special relics, Tay Phuong Pagoda, the Ho Chi Minh Memorial House in Can Kiem, and the establishment of the Phung Khac Khoan Flower Garden. The execution of six projects for restoring and enhancing historical sites received a total investment of VND 179 billion. The district successfully organized the Tay Phuong Pagoda Festival, attracting tens of thousands of visitors for sightseeing and worship. It also oversaw the organization of 13 district-level sports tournaments, with over 45% of the population engaging in regular training, and more than 40% of households participating in sports activities. At the communal and town levels, 30 sports tournaments were successfully hosted, contributing to 52 medals in various categories at the City Games. Participating in the 32nd Southeast Asian Games, Thach That District secured 5 gold medals, 2 silver medals, and 1 athlete achieving a gold medal in Asian Athletics. The district also successfully organized an exhibition showcasing craft village products, handicrafts, OCOP products, and landscape specimens in 2023, with the participation of nearly 300 entities showcasing over 600 products.

Elevating the quality of the workforce has been a focal point for the district. In the academic year 2022-2023, the Education and Training sector saw 15 teachers receiving City-level awards, 1 student securing a National-level award, and a notable increase of 50 awards at the City level compared to the previous academic year. Additionally, three schools were newly recognized as meeting the standards. The district provided vocational training for nearly 2,500 laborers, achieving 59% of the plan, and facilitated employment for nearly 1,900 workers.
Propagation efforts for cultivating elegant and civilized Hanoi residents have shown positive transformations. In the first six months of 2023, Thach That district witnessed 95% of weddings adhering to cultured lifestyles. Moreover, over 61% of funerals opted for cremation, marking a 6.3% increase compared to the same period last year. The implementation of the “Preserving Villages, Brightening Neighborhoods: Green, Clean, Beautiful, Safe in 2023” competition mobilized over VND 3.4 billion for execution. This initiative included planting over 3,300 green trees, more than 3,250 flower pots, various types of ornamental plants, creating over 1,400 square meters of mural wall paintings, and introducing nearly 1,200 new covered trash bins.
The “Preserving Villages, Brightening Neighborhoods: Green, Clean, Beautiful, Safe in 2023” competition fostered a competitive atmosphere, achieving tangible results in rural areas.
Building upon the achieved results and addressing existing limitations, in the final months of 2023, Thach That District is steadfastly focusing on the three core tasks and seven target groups of Program 05. The district is meticulously reviewing, supplementing, developing plans, and action programs, and effectively implementing the program’s content. Emphasis is placed on directing robust information dissemination and visually engaging propaganda efforts. There is a concerted push to promote the refinement and civility of Hanoi residents, enhancing the quality of cultural models, and creating a powerful ripple effect in adhering to the two Codes of Conduct issued by the Hanoi People’s Committee. Guidance is provided for developing plans to evaluate the titles of “Cultural Family,” “Cultural Village,” and “Cultural Neighborhood” to meet the 2023 targets. Ensuring a cultured lifestyle in weddings, funerals, festivals, and longevity celebrations is actively pursued. The effectiveness of the cultural system, rituals, and conventions in building cultural life at the grassroots level is maximized. Continued direction is given to the effective implementation of vocational training and employment resolution. Schools are directed to assess existing conditions regarding teaching equipment, develop plans, and submit equipment purchase lists to the district People’s Committee to ensure optimal conditions for the implementation of the textbook program innovation. Measures to enhance the training standards of teachers are actively pursued.
