The seminar was organized to reflect the historical and cultural values of the Binh Da communal house relic (Noi temple), to help Binh Minh commune and Thanh Oai district complete the scientific dossier and submit it to the competent authorities to consider upgrading from a national-level relic to a special national relic.

According to archived documents, Binh Da communal house (Noi temple) is in the central land of Quyen village, Binh Minh commune. Binh Da Communal house (Noi Temple) is about10,000m2. The Binh Da communal house (Noi temple) was restored and rebuilt several times due to being burned by the enemy. In 1918, it was restored on a large scale. On the 1000th anniversary of Thang Long – Hanoi (2010), the Government invested in restoring the communal house (Noi temple) with a complete scale. The Binh Da Communal house (Noi temple) was built in the style of Dinh letter. Outside is a lotus pond, when summer comes, lotus flowers shall bloom, spreading fragrance throughout the region, the principal part of communal house consists of the harem, the sacrifice, front gate, left and right monuments …. The most special thing in the harem is the delicately carved relief of Lac Long Quan and the mandarins watching the boat racing festival on the background of precious wood made gold carvings, which has been recognized as a National Treasure (in 2015).

Binh Da festival is held annually at the Communal House (Noi temple) and the Ngoai Communal House to commemorate and pay tribute to the two Village’s Tutelary gods. The Binh Da festival starts from 26 February to 06 March of the lunar calendar. The first days are main sacrifice activities, procession of horses, praying for blessings. The main festival starts from the 4th to 6th of the third lunar month, including the procession and sacrifice ceremony at the communal house (Noi temple). Binh Da festival also has the custom of dropping holy bread into the Ngoc well, which is unique with the wish that a year of good crops and people have a prosperous life. The Binh Da Festival is the first festival in the capital city to be honored as the National Intangible Cultural Heritage.

At the Seminar, there were eight opinions of delegates discussing and highly appreciating the historical and cultural values of Binh Da communal house (Noi temple) and Binh Da festival. This is a valuable information source to help Binh Minh commune jointly research and complete dossier of typical values of the relics of the Binh Da communal house (Noi temple) for Thanh Oai district to complete documents submit it to the competent authorities to consider upgrading from a national-level relic to a special national relic.
