Conference “Hanoi with 50 years of implementing the President Ho Chi Minh’s testament and preliminary review of 3 years of implementing Directive 05-CT/TW issued by the Politburo”.
As assessed by Hanoi City Party Committee and in implementing Directive 05 issued by the Politburo, the inclusion of topics on Ho Chi Minh’s ideology, morality and lifestyle in regular activities at the party cell, of which the breakthrough was specified, has created a strong change in awareness and action of each staff, party member, and people.
In particular, Hanoi city authority combines the implementation of Central Resolution 4 on building the Party with the implementation of Directive No. 05; focuses on correcting the working style of staff; builds the image of staff and party members who are simple, dedicated, honest, and close to people, and listen to people’s opinion. For the two consecutive years 2018 and 2019, Hanoi city authority followed the working theme of “Improving the operating effectiveness and efficiency of the political system”. Therefore, Directive 05 has been implemented consistently with professional activities.
The Standing Committee of the City Party issued the Regulations on monthly assessment criteria framework for staff, civil servants, public employees and contractual workers in the city political system. These days, despite some difficulties, localities have been determined to make the clear changes in the political system, thereby fundamentally renovating staff assessment, eliminating the thinking of putting all staff on the same par, and inspiring staff in public service execution. In the implementation process, the city authority causes difficult and new things such as monthly staff assessment, code of conduct, and so on, to be done in a relative but determined manner. Once things have been done, any problems arising will be overcome accordingly.
Besides, the City authority issued the Code of Conduct for staff, civil servants, public employees and workers in affiliate agencies and the Code of Conduct in public places in Hanoi Capital; issued and has effectively implemented Resolution No. 15-NQ/TU dated July 4, 2017, made by the Standing Committee of Hanoi City Party on “Building clean and strong Party organizations on the grassroots level, consolidating the weak Party organizations on the grassroots level; resolved complicated issues on political security, social order and safety in communes, wards and towns in Hanoi city” and Directive No. 15-CT/TU dated December 16, 2016, on “Strengthening the leadership of the Party Committees at all levels over the reception of citizens and the settlement of complaints and denunciations in Hanoi city”.
Studying and following Uncle Ho’s advice, Hanoi capital has become more and more prosperous and modern.
The directives and resolutions have so far been implemented at each unit and by each staff and party member; thereby creating a new atmosphere, enhancing responsibility and working spirit to better take care of the Party organization at the grassroots level, considering people’s legitimate desires and thoroughly meeting their demands. Notably, the pressing and outstanding issues of People, especially in land management, construction order, mineral exploitation, certification, etc. have been effectively addressed by party levels, authorities, agencies, and units.
After 4 years of implementing Directive No. 05, staff, party members, union members and team members of many agencies and units in Hanoi city have raised their awareness, regularly cultivated and trained themselves, complied with discipline and rules, improved their working styles and manner and attitudes toward people, showing the image of exemplary and standard staff before people. Thanks to their efforts, staff and members of Hanoi Party Committee feel excited and proud when the General Secretary cum President Nguyen Phu Trong commented: “Hanoi Party Committee is one of the leading Party Committees in implementing Central Resolution No. 4 (at 11th session), in association with strengthening the studying and following Ho Chi Minh’s moral example…”.
To gain these good achievements, in addition to following and implementing the Party’s guidelines, policies and viewpoints, Hanoi City Party Committee has done a good job, in all respects, of building the Party throughout the Party Committee, regarding the organization of apparatus and personnel, ideological works, political works, examination, and mass mobilization. Especially, ideological works, political works, examination, and mass mobilization have been promptly and extensively implemented in smooth coordination with other works, leading to high efficiency, contributing to consolidating the solidarity of the whole Hanoi City Party Committee. Accordingly, staff, party members, and people shall raise their awareness, cultivate, practice, comply with discipline and rules, pay attention to their working style, attitude toward others, sense of thrift, prevention and fight against corruption and waste, contributing to the successful implementation of the political tasks of the unit, locality, and the capital.
