In the direction and administration, up to now, the Party Committee of the Department has issued 49 documents leading, directing and administering the organization of the congress of the Party’s Party cells for the term 2020-2022, including 01 plan, 02 official letters, 19 notices, 02 resolutions, and 31 decisions, assigning specifically each comrade of the Standing Party Committee and Party Committee member to direct and monitor the preparation and organization of the Party Cell Congresses.
Cells have prepared carefully the contents to serve the organization of the Party’s Congress: 32/32 Party cells under the Party Committee have completed the organization of the Party Cell Congresses for the term 2020-2022 to ensure set progress and plans – before March 15, 2020, in which there are Party cells proactively implemented the preparation and completion of the organization before the plan.
The Congresses of the Party Cells took place to ensure the full implementation of the contents of the congresses in accordance with the provisions of the Party’s Charter and the direction of the Department’s Party Committees. The Party Cell Congresses really became an important political event in all the Party cells and the entire Party Committee. All Party Cells’ congresses have the attendance of the Standing Committees of the Party Committees, members of the Executive Committees of the Party Committees in charge of the Party cells directing the congresses and the Department’s Office to attend and supervise the organization of the Congresses.
The personnel participating in the Party Committee, Secretary and Deputy Secretary of the 31 Party cells took place in accordance with the Personnel Project approved by the Party Committee of the Department without exceptions. Up to now, 31/31 Party cells have completed the documents after the Congresses, submitted them to and issued 31 decisions to approve by the Party Committee, Secretary and Deputy Secretary.
The 32-party cell Congress elected 136 official delegates and 32 alternate delegates to attend the Party Congress of Hanoi Department of Culture and Sports for the term 2020-2025.

The above results are firstly due to the unified, clear and flexible direction and administration of the Party Committee of the Department. The Party Committee has promptly issued documents directing, providing full and specific instructions for the Party cells in the organization of the congress. Comrades of Secretary, Deputy Secretary, Standing Party Committee, Party Committee members have directed and guided the inspection, supervision and very closely urging the assigned Party cells to be in charge; promptly handled and settled difficulties and problems, especially personnel problems for the Party cells in the process of preparing for the congresses. The departments assisting the Party Committee and other Party cells coordinated in the process of preparing and organizing the congress.
Along with that, there is the proactive spirit of the Party committees, secretaries, deputy secretaries and party members in the preparation and organization of the congress, especially comrades, who according to the regulations of the Party are not participating in the new party committee level, but still promoting very well the spirit of exemplary and responsibility in preparing personnel and organizing the congresses.
In addition to the achieved results, in the process of organizing the congress of Party cells under the Party’s Party Committee for the term 2020-2022, there are also many limitations, such as 01/32 not preparing personnel to participate in the Party Committees for 2020-2022 such as Circus Art Theater Party Cell of Hanoi. The Party Committee of the Department has assigned the task to the Party Committee members in charge of operating the cell’s activities since the congresses.
On May 12, 2020, the Party Congress of the Division of Hanoi Gymnastics and Sports Competition Center for the term 2020-2025 took place successfully with serious reviews of the Party Committee of the department in the previous term with practical comments from Party members, as well as the specific development direction of the Party Committee of the Central Division in the new term. The success of the Party Congress of the Department of Sports Training and Competition Center contributes significantly to the overall success of the Party Congress of Hanoi Department of Culture and Sports for the term 2020-2025, which is expected to take place on June 9.
