On the afternoon of August 15, a delegation conducted a survey on the implementation of the Modern Administrative Procedure Reception and Result Resolution Model at various levels, along with the execution of delegated administrative procedure resolution within Hanoi City. During the working session, the representative of the People’s Committee of Ba Dinh District reported that, in terms of deploying the project model for the Reception and Result Resolution Division for modern administrative procedures at all levels, the district has completed the uniform branding standards across its jurisdiction.

Survey on the Scheme implementation at the One-Stop Division of Ba Dinh District People’s Committee

The One-Stop Division in the district and its 14 wards have been equipped with full facilities to serve the reception and result resolution of administrative procedures for the public. All personnel working in the One-Stop Division hold a university degree or higher. Annually, the District People’s Committee efficiently organizes training and development activities, contributing to enhancing the capabilities, communication skills, and behavioral attitudes of its officials, civil servants, and employees, especially those directly involved in receiving and resolving administrative procedures at the One-Stop Division.

Administrative procedure resolution at the One-Stop Division, Ba Dinh District People’s Committee

Regarding the delegation of authority for administrative procedure resolution, in compliance with Decision No. 4610/QD-UBND of the City People’s Committee, the District People’s Committee has issued six decisions delegating authority for the resolution of 41 administrative procedures to specialized departments. Additionally, it has delegated authority for six administrative procedures in the fields of labor, war invalids, and social affairs to the People’s Committees of various wards.

The District People’s Committee has directed the specialized departments and the People’s Committees of wards to comprehensively list all the delegated administrative procedures at the One-Stop Division, creating QR codes for each administrative procedure for easy reference. This ensures proper reception and resolution in accordance with regulations.

In a broad assessment, the delegated resolution of administrative procedures has been carried out in accordance with the regulations governing the implementation of the one-stop, interconnected administrative procedure system.

Feedback during the survey session also pinpointed several difficulties and challenges encountered in the implementation process, focusing on legal bases and delegated authorities. Concerns were raised about the lack of synchronization and stability in the information technology system, emphasizing the need for in-depth training for officers directly involved in the process. Acknowledging the suggestions made during the survey, Mr. Nguyen Ba Vinh, Head of the Administrative Procedure Control Division, Office of the City People’s Committee, directly addressed some of the concerns. For persistent issues, the survey delegation will consolidate and report to the City People’s Committee for resolution.

Survey Delegation at the People’s Committee of Vinh Phuc Ward

On the same afternoon of August 15, the survey delegation descended to gather firsthand information at the People’s Committee of Vinh Phuc Ward (Ba Dinh District) regarding the results, challenges, proposals, and recommendations of the locality.

Earlier, Vice Chairman of the People’s Committee of Hanoi City, Le Hong Son, signed Decision No. 3951/QD-UBND on August 7, 2023, establishing a Survey Team to assess and oversee the implementation of the Modern Administrative Procedure Reception and Result Resolution Model at various levels, along with the delegated resolution of administrative procedures within the city. The survey team, led by Mr. Cu Ngoc Trang, Deputy Chief of the City People’s Committee Office, is divided into two groups, directly observing activities in 30 districts and towns throughout the city. The survey aims to assess the implementation of the project, delegate administrative procedures, evaluate the results, compile challenges and recommendations, and provide timely advice and reports to the City People’s Committee.
