Discovering, fostering and replicating typical examples, initiatives, creations, experiences, measures, good practices in administrative reform implementation; Timely praising and rewarding collectives and individuals with excellent achievements in the emulation movement to promote administrative reform. The emulation movement to promote administrative reform in the district must be implemented seriously, effectively and practically.
