Aligning closely with the objectives and tasks outlined in Program No. 06-CTr/TU on “Cultural development, enhancing human resource quality, building elegant and civilized Hanoians during the 2021-2025 period” and Resolution No. 09-NQ/TU on “Cultural industry development in Hanoi from 2021-2025, with a vision toward 2030, and up to 2045,” the Thach That District Party Committee and People’s Committee have issued 87 documents for leadership and guidance in organizing and implementing these initiatives. The Standing Committee of the District People’s Council has conducted three sessions to explain public investment, exploit, manage, and utilize cultural structures at the grassroots level, and address environmental sanitation efforts. The Inspection Committee of the Thach That District Party Committee has organized four supervisory sessions for seven Party organizations regarding the implementation of civilized living standards for weddings, funerals, and progressive cultural practices.

Based on the specific breakdown of the seven groups and 19 criteria outlined in Program No. 06-CTr/TU of the City Party Committee, the Thach That District Party Committee has issued Program No. 05-CTr/HU, defining seven groups with 20 criteria. As of now, 12 out of 20 criteria have been achieved, surpassing the city’s set benchmarks. Specifically, in the group related to building cultural life at the grassroots level, the rate of families recognized as “Cultural Families” is 88.8%, the rate of hamlets (villages) recognized as “Cultural Villages” is 88.8%, and the rate of residential areas recognized as “Cultural Residential Areas” is 80%. For the preservation and promotion group, 100% of the seriously downgraded relics in the district have undergone restoration and embellishment. To date, 20 historical sites have been restored, and there have been no serious cases of downgraded relics. The district has also actively participated in constructing, developing, and positioning the UNESCO-endorsed brand “Creative City,” harnessing the strength of the political system to execute movements such as “National Unity for Building Cultural Life” and “National Unity for Constructing New Countryside and Sophisticated Urban Areas.”

There is a traditional wrestling festival in Bung village.

There is Water Puppetry – a unique folk art form.

In the upcoming period, Thach That district will enhance and invest in upgrading cultural structures, focusing on reviewing the planning and allocating land funds for constructing communal cultural and sports centers, cultural houses, village sports areas, and neighborhood cultural centers. The district will prioritize the restoration, embellishment, and promotion of cultural values, organizing the establishment and submitting comprehensive conservation planning projects, and renovating nationally significant relics like Tay Phuong Pagoda and Uncle Ho’s Memorial House. Efforts will be accelerated to compile documentation for ranking national intangible cultural heritages and cultural heritage without physical form.

Simultaneously, the district will intensify the promotion and dissemination of cultural heritage and historical-cultural sites linked with the development of spiritual and ecological tourism. Collaboration with city departments and sectors will be fostered to organize large-scale cultural and sports events. This includes a focus on exploiting and promoting the distinctive cultural values of the locality, creating cultural products such as traditional wrestling competitions and festivals in the Tay Phuong Pagoda region. There will also be the design of tourism products related to local crafts, leveraging the unique cultural and culinary values of Thach That homeland. Thach That district is committed to constructing “elegant and civilized Thach That residents” linked to the preservation and promotion of the cultural values of the Doai region.
