The congress’s primary mission is to comprehensively review and objectively assess the achieved results, identify the causes, limitations, and shortcomings, and draw lessons and experiences from the organization and implementation of the 5th Congress of the City Civil Servants’ Union. It aims to set goals, targets, directions, tasks, and solutions for the period 2023-2028.

Among the attendees were Mr. Ngo Duy Hieu, Vice President of the Vietnam General Confederation of Labour, and President of the Vietnam Civil Servants’ Union; Pham Quang Thanh, Party Committee Member and President of the Hanoi City Federation of Labour; Doan Trung Tuan, Party Secretary of the Party Committee Block of City Agencies in Hanoi. The leadership of the Party Committee Block of City Agencies, along with delegates as Standing Committee Members and Executive Committee Members of the City Civil Servants’ Union, and 194 outstanding delegates representing nearly 9,000 members and workers of the city were also present.

On the official working day, the Congress examined the review report of the Executive Committee of the City Civil Servants’ Union for the 5th term, 2018-2023. The report contributed opinions to the draft political report of the HCFL and contributed to the amendment of the Vietnam Civil Servants’ Union Charter. The report also presented the election results for the Executive Committee of the City Civil Servants’ Union for the 6th term, 2023-2028.

According to the report of the Executive Committee of the City Civil Servants’ Union for the 5th term, 2018-2023, the union currently has 8,945 members (of which females account for 50.7%), active in 61 grassroots unions. The majority of officials, public servants, and civil servants are experienced individuals in their work, possessing high levels of political and professional expertise.

Congress Overview

During the previous term, the movement of officials, public servants, and civil servants and the activities of the City Civil Servants’ Union saw an elevation in quality, successfully achieving all 10 objectives and tasks set forth by the 5th Congress. At all levels, the Civil Servants’ Union proactively innovated its content and activities, focusing on grassroots and members; its role as a representative caring for and protecting the legitimate rights and interests of OPSCS became increasingly distinct. There was a concentrated effort to provide timely support to union members and officials, public servants, and civil servants facing difficulties due to the impact of the COVID-19 pandemic. The union displayed flexibility in guidance and organization during the prolonged and hazardous period of the pandemic, launching patriotic movements with specific focuses tailored to the characteristics of the officials, public servants, and civil servants Block.

Of particular note is the attention given to coordinating with the government to implement democratic regulations at the grassroots level. Every year, the City Civil Servants’ Union guides and trains the organization of conferences for 100% of officials and public servants and labor conferences for 100% of union members. There is resolute direction for the union to collaborate with the government in organizing conferences for officials, public servants, and labor conferences according to regulations, achieving a 100% participation rate. The City Civil Servants’ Union helped nearly 1,000 union members and their children facing difficulties during the Lunar New Year with a total amount exceeding VND 600 million. They visited and aided union members who are war invalids, martyrs’ relatives, and policy beneficiary families and presented gifts to Vietnamese Heroic Mothers on the occasion of the annual Veterans and Martyrs Day, with a total amount of VND 87.5 million. Support for bus tickets to return home for Tet was extended to 575 workers from the Hanoi Textile and Garment Union, totaling VND 115 million. Financial support for union members to build and repair houses under the “Union’s Warm Home” program amounted to VND 110 million.

Charitable social activities continue to gain momentum. Officials and civil servants remain the core force, leading the charge and contributing to the establishment of various funds initiated by the Central and City authorities, such as the “For the Poor” fund, “Repaying Favors, Answering Duties” fund, “For the Sea and Islands of Vietnam” fund, Social Fund, supporting compatriots affected by natural disasters, floods to overcome difficulties, with an amount close to 30 billion VND and numerous material donations. Annually, the Civil Servants’ Union maintains collaboration with the Central Hematology and Blood Transfusion Institute, the Youth Union Block organizes the “Voluntary Blood Donation Day” and guides grassroots unions to independently organize blood donation drives. Members are encouraged to register for blood donation through a mobile application, resulting in over 4,000 blood units.

In order to enhance awareness, responsibility, and the quality and efficiency of work in carrying out official duties, serving the people, organizations, and businesses; the City Civil Servants’ Union has directed grassroots unions to regularly disseminate information and propaganda about the Administrative Reform Program, the efforts to improve the PCI and PAPI indices of Hanoi city annually, especially the Comprehensive State Administrative Reform Program for the period 2021-2030. They actively mobilize the contingent of civil servants to advise the City’s leadership in reviewing all administrative procedures of departments and branches to reduce and streamline administrative procedures, enhance the application of information technology, digital transformation in management and operation, improve the quality of public services, promote online public services, and improve the investment and business environment, encouraging entrepreneurship, innovation, and creativity.

In fostering a vibrant patriotism movement within the City’s Civil Servants’ Union, the union members have been guided to act pragmatically and efficiently. The City’s Civil Servants’ Union has directed its grassroots units to closely collaborate with corresponding authorities, carefully selecting pivotal and focal tasks to launch competitive movements imbued with a proactive and innovative spirit. These endeavors are tailored to the distinct characteristics of each agency and unit, motivating civil servants to excellently fulfill their duties, contributing significantly to the fulfillment of the political tasks of each entity. The union’s grassroots units have initiated periodic competitions closely tied to the accomplishment of challenging tasks, emphasizing the core objectives of each unit or a movement geared towards caring for and improving working conditions. Additionally, they aim to enhance the spiritual well-being of union members authentically. Initiatives include slogans like “Complete your tasks, don’t just clock in hours,” “Study on Saturdays,” “Green offices and workspaces,” and competitions such as “Elegantly Decorate Your Workspace,” with each union team contributing one green plant to embellish the office headquarters. The creation of a happy workplace model is concretely manifested through the Happiness Index of Civil Servants. Various competitive movements cover a spectrum of themes, each delineated into specific criteria, facilitating assessments and evaluations. However, the common thread is centered around movements such as “Excellence in Labor,” “Innovation in the Capital,” and “Building a Cultural Office with an 8-Hour Workday of Quality and Efficiency.” These are interwoven with the campaign to build dedicated and responsible officials, civil servants, and laborers. The movements extend to encouraging these individuals to adhere to the city’s two Codes of Conduct and actively participate in the campaign “Capital Civil Servants Say No to Negativity.” In addition to regular competitive movements, there are short-term and peak-period competitions, rallying efforts to accomplish specific tasks and targets crucial to the sector and the city. Throughout the previous term, hundreds of teams and thousands of individuals have been commended and rewarded within these competitive movements and campaigns.

For the upcoming term, the 6th City Civil Servants’ Union Congress outlines its objectives: to enhance the quality of activities, strongly innovate the content and methods of union activities, focus on grassroots, address the phenomenon of bureaucratization, strengthen representation, take care of and protect the legal and legitimate rights and interests of union members and civil servants. The congress aims to intensify patriotic movements to implement the City’s socio-economic development tasks, promote administrative reforms, and build a qualified contingent of civil servants capable of meeting the requirements of the national digital transformation process and international integration. This is underlined by the principles of “Loyalty, Responsibility, Integrity, and Innovation,” effectively participating in state management, contributing to the construction of a clean and strong Party and government, and playing a part in the industrialization and modernization of the capital and the country.

In his directive address at the Congress, Mr. Doan Trung Tuan, Party Secretary of the Party Committee Block of City Agencies in Hanoi commended and enthusiastically praised the noteworthy achievements of the City Civil Servants’ Union in the past term. Simultaneously, he emphasized that in the 2023 – 2028 term, union levels must diligently implement the Party’s Directives and Resolutions, as well as those of the Union, to convey them effectively to the union members. The focal point should be Conclusion No. 01 dated May 18, 2021, of the Politburo regarding the continued implementation of Directive No. 05 on enhancing the study and adherence to the ideology, ethics, and style of Ho Chi Minh, coupled with the successful execution of the Central Resolution 4 (11th, 12th and 13th terms) on strengthening the construction and rectification of the Party, consolidating the revolutionary beliefs and ideals of party members and union members. This entails the cultivation of ethics, lifestyles, and the courage to think, act, and take responsibility, thus being worthy as the core force, leading in contributing to the construction and implementation of the Party’s directions, doctrines, and the state’s legal policies.

Moreover, there is an emphasis on researching and innovating the content and methods of union activities. Union activities should be oriented towards the grassroots, making union members the focal point and concentrating on genuinely caring for the lives and working conditions of workers, meeting the rightful needs and aspirations of Labourers. Alongside this, the Union must effectively organize patriotic movements unique to the cadre, civil servants, and employees sector, aligned with the fulfillment of the political tasks of the agency or unit. It also involves motivating the contingent of civil servants and officials to enhance the quality and effectiveness of providing advice in executing the city’s key programs, objectives, breakthrough stages, and focal tasks. Encouraging initiatives, ideas, and solutions in administrative reform, digital transformation, and the application of information technology in leadership, management, and operation have been proposed.

In his directive speech at the Congress, Mr. Pham Quang Thanh, Chairman of the Hanoi City Federation of Labour, acknowledged and highly praised the practical contributions of workers, union members, and laborers in fulfilling political tasks. He also commended the achievements of the City Civil Servants’ Union during the past term.

In addition, the Chairman pointed out certain existing limitations and challenges that the new Executive Committee of the Union and grassroots unions need to address. These include the formal implementation of democratic regulations at the grassroots level in some agencies, units, and businesses, and the difficulties faced in enhancing the cultural and spiritual life of union members and workers due to the prolonged COVID-19 pandemic. He also highlighted the uneven quality of activities carried out by grassroots unions.

Aligning with the direction, goals, objectives, and fundamental solutions proposed by the Executive Committee of the City Civil Servants’ Union for the 2023-2028 term, the Chairman emphasized several key points. These include continuing to effectively understand the thoughts, emotions, and aspirations of officials, civil servants, and workers, and enhancing the dissemination and legal education, especially the laws related to officials and civil servants.

This, in turn, contributes to the successful fulfillment of socio-economic development tasks and national security for the capital, considering the union organization as an environment for honing and cultivating the skills and resources of each agency and unit.
