As soon as the city issued the two Codes of Conduct (CoC), Thuong Tin district has extensively propagated the compliance program associated with Program 04-CT/TU “Developing socio-cultural aspects, improving quality of human resources in the Capital, forming elegant and civilized quality of Hanoi people” and Program No. 10 – Ctr/HU dated July 15, 2016, of Thuong Tin District Party Committee on” Developing socio-cultural aspects, improving quality of human resources in the district, forming elegant and civilized quality of Thuong Tin people” in the period 2016-2020. The propaganda has been carried out from district to grassroots level in many ways: through meetings of residential groups, branches, unions; through radio system, leaflets; visual propaganda; combination with cultural and sports activities; posting at offices, agencies, cultural houses, residential group meeting houses; through the contest on the theme of CoC, and so on., for cadres and people to clearly understand and apply in practice.
After nearly 3 years of complying with the CoC, Thuong Tin district has effectively built and maintained many pilot models, namely “One-door division that carries out administrative procedures in a civilized, friendly and professional manner” at the People’s Committee of Minh Cuong commune; model “Building a school with good words, good works, and beautiful scenery” at Nguyen Trai A Secondary School (in Thuong Tin town), and model “a Green, clean, and beautiful environment without social evil in villages and residential groups” in Hong Van commune.
“One-door division that carries out administrative procedures in a civilized, friendly and professional manner” at the People’s Committee of Minh Cuong commune
Implemented from July 2019, the model “One-stop department that carries out administrative procedures in a civilized, friendly and professional manner” at the People’s Committee of Minh Cuong commune has so far got many positive comments from many individuals and organizations coming to the Committee. Intending to incorporate the CoC for cadres, civil servants, public employees and workers in the agencies and authorities in Hanoi city into each activity, raising awareness of each people, further reforming administrative procedures to the satisfaction of people, the People’s Committee of Minh Cuong commune issued specific regulations for cadres and civil servants working in One-stop department. To be specific: strictly observing working time, dressing in polite style, having serious, warm, modest, polite, and gentle attitude towards, and respect others, in communication; not saying bad words or smoking at office or agency; not drinking alcohol; wearing and carrying name tags, badges and title cards in accordance with regulations; handling works and satisfying people’s reasonable requests following regulations and procedures.
All procedures are quickly carried out by cadres and civil servants so that every reasonable request of individuals or organizations are satisfied. In particular, the three types of procedures related to birth certificates, death certificates and marriage certificates are promptly carried out and delivered to applicant’s address, thereby consolidating the close relationship between cadres and people, and facilitating cadres in understanding people’s thoughts and aspirations. Implementing this model, cadres of Minh Cuong commune have demonstrated a beautiful image of the cadres who devote to people.

The model “Building a school with good words, good works, and beautiful scenery” at Nguyen Trai A Secondary School (in Thuong Tin town) has also achieved positive results. The school has promoted the propaganda and implementation of the following contents: actively abiding by the school’s rules and regulations; having exemplary morality and lifestyle; not saying bad words, swearing words, or offending the honor and dignity of others; not fighting or causing disorder; promptly reporting to teachers when detecting any bad behaviors; actively participating in building and preserving a green, clean, beautiful space and a friendly and civilized learning environment at school; actively planting, tending and protecting ornamental plants and flowers in the school campus; maintaining good hygiene in classrooms as well as common spaces; decorating classroom; leading exemplary moral life by teachers; obeying rules and regulations by students (not saying bad words, swearing words, fighting or causing disorder). Behavior and attitude between students and students and between students and teachers have become more standard.
In Hong Van commune, the model “Green, clean, and beautiful environment without social evil in villages and residential groups” has also brought about significant changes in the environmental landscape with clean and beautiful roads. Trash bins were installed on the two sides of each road, keeping the road clean, and contributing to environmental protection. Flowers were grown on both sides of roads by the Women’s Union members, making the village’s picture more colorful and vibrant. The implementation of the CoC in public places in Hanoi city has been seriously implemented by the Communal People’s Committee. The CoC has been disseminated at village meetings or collective activities, thereby raising the awareness and responsibility of each citizen in building a civilized and modern city, contributing to preserving and developing the good cultural traditions of the capital and the country and forming elegant and civilized quality in Hanoians. The implementation of the model is associated with the consideration and recognition of the titles “Cultural Family” and “Cultural Village”. The model has so far been actively responded by the villagers in Hong Van commune, who always strictly abide by the CoC, respect the common space of the community, have a high sense of decorating and protecting the landscape and the environment, and behave to each other in a friendly, courteous, and proper manner.
The models are practical solutions to integrate the two CoC to the actual life, contributing to building an increasingly elegant and civilized Thuong Tin district in particular and Hanoi city in general.
