Congress of People’s Deputies is an opportunity to advance democracy and increase awareness of the citizens in civic duty to develop cultural life.
Congress of People’s Deputies of To Hieu commune
Right from the beginning of 2022, the Fatherland Front Committee of Thuong Tin district worked with the district People’s Committee to develop Joint Plan No 08/KH-UBND-UBMTTQ on January 22, 2022 to organize The 2022 People’s Deputies Congress. The topic was about “Discipline, Responsibility, Safety, Development” which is related to enhancing the quality of the campaign “All people unite to build new rural areas and civilized cities”.
Residential areas and neighborhood groups in the district have conducted People’s Deputies Congress in 2 formats, namely direct meetings and sending opinion ballots to execute Plan No. 08/KH-UBND-UBMTTQ. Synthesis revealed that there were 10,033 delegates in attendance at the village meeting, with 595 contributing opinions. In several communes, like Hien Giang, Khanh Ha, Nghiem Xuyen, Thang Loi, Van Diem, and Van Tu, a large proportion of households attended meetings. To collect opinions, there were 26 villages (RAs) and residential groups. The discussions centered on how to implement civilized and progressive mourning, create residential culture, prevent social evils, epidemics, implement environmental sanitation, transport waste, and clear violations of the traffic safety corridor, etc.
The Congress’s opinions sought to enhance the quality of developing a cultural life, a new rural area, and a civilized city.
After completing the People’s Deputies Congress at the village level, the leaders of the Commune People’s Committee reported the outcomes of putting The People’s Deputies Congress in 2021 into actions at the commune meeting, summarizing the results of the organization in the village and residential groups; the results of one year of implementation of the Code of Conduct in public places in the locality and the goals of the 2022 Action Program on building cultural life at the rural area. There were 162 opinions expressed throughout the commune meetings, with an average of more than 5 opinions per congress. The comments voiced democracy and explored ways to help residential areas enhance the quality of the campaign “All people unite to develop new rural and civilized cities”, improve the quality of commenting on cultural families and cultural villages, increase the quality of implementation of the Code of Conduct in public places; and discussed measures to implement, objectives set for campaigns as well as criteria in the cultural field, requesting competent authorities to strictly handle cases of violations of the traffic safety corridor.
The People’s Deputies Congresses were held in accordance with regulations, ensuring the prevention and control of the COVID-19 epidemic, democracy, responsibility, and a constructive spirit. The contents agreed in the Conference will be included in the Resolution for the people to implement together. Through the organization of the People’s Deputies Conference in order to improve the effectiveness of the government’s mass mobilization, democracy promotion, and mobilization of the people’s potential and intelligence to improve the quality of building a basic cultural life, contributing to building Thuong Tin district more and more civilized, beautiful and prosperous.
