Thuong Tin should focus on developing clusters of craft villages

In 2017, the socio-economic situation of the district had continued to develop with some targets reaching and exceeding the plan. Notably, 4 following communes of the district were recognized by the city as meeting new rural standard: Tu Nhien, To Hieu, Tan Minh, Nghiem Xuyen, increasing the total number of qualified communes up to 19/28 communes. Attention has been paid to the health and education aspects of the district. Social security and policies for people with meritorious services have been timely and properly implemented. In 2017, the number of poor households in the district reduced by 661. In the administrative reform, Thuong Tin district completed the scheme of job placement, capability framework for each title of agencies and units of the District People’s Committee, and arranged and streamlined the apparatus according to the assigned plan.

In 2018, Thuong Tin district made some specific targets such as: increase in service-trading production value by 15.2% compared with that in 2017; increase in industrial production-construction value by 13.5% compared with that in 2017; increase in agricultural production value by 3% compared with that in 2017; state budget revenue as decentralized of VND 478.4 billion, local budget revenue and expenditure of VND 1,248 billion; decrease in the number of poor households by 300; health insurance coverage ratio of 85.3%; increase in number of new national standard schools by 7; ability of 100% of rural households to have access to hygienic water, etc.

To conclude the meeting, the Chairman Nguyen Duc Chung highly appreciated the results of socio-economic development achieved by Thuong Tin district in 2017, as well as results of socio-economic development in the first 4 months of 2018. Some targets were efficiently met such as: state budget revenue reached VND 383,033 million, equivalent to 116.25%; new rural areas have been built; number of standard schools and social security issue have been ensured; cultural aspect has been paid great attention; and claims and complaints have been promptly dealt with.

Although Thuong Tin district has a large area with 29 communes and towns and is one of the southern gateway districts of the city, the chairman of the city people’s committee said that the district’s infrastructure has not been synchronously developed, not utilizing the potential of the district. Being the district’s major economic aspect, handicraft villages have not been developed effectively.

The chairman Nguyen Duc Chung basically agreed upon 2018’s orientation, tasks, and proposals of the district. The district is required to closely follow the direction of the city to synchronously apply solutions so as to implement well the socio-economic development tasks in 2018. In addition, it is necessary to review the targets set out of in the 23rd District Party Congress, associated with the applied solutions, and compared with the achieved results, thereby supplementing the targets for the successful implementation of assigned socio-economic targets.

Assuming that the district should focus on directing, propagandizing and mobilizing the implementation of site clearance compensation in some key projects. Specifically, the Chairman asked the district to make site clearance compensation for the construction of resettlement area in the form of Build-Transfer in Phap Van-Cau Gie road because although this is the gateway route of the capital, the project there is delayed. In addition, attention must be paid on making site clearance compensation for Heineken brewery residents and completing it by July 2018.

The Chairman agreed with the district’s proposal, assigned the Department of Transportation, Authority for Planning and Investment, and Department of Finance to document in order to expand a half of section of National Highway 1A running through Thuong Tin district and implement expansion projects for industrial parks in the district.

Being the southern gateway to the city, the security situation has been still complicated. The Chairman requested the district to prevent the trafficking of wild animals, prohibited items, and overseas trafficking; to prevent the illegal sand mining in the boundary areas between Hung Yen, Thuong Tin, and Phu Xuyen; and to ensure the traffic order and safety for railway crossings.

Regarding recommendations and proposals of the district, the Chairman assigned the Department of Planning and Architecture to promptly complete the 1/500-scale detailed planning of Thuong Tin Town Center Area so that the district could implement some key projects. For 02 big projects that would make a significant change for the district, as proposed by the district, the Chairman of Hanoi City People’s Committee Nguyen Duc Chung assigned the Authority for Planning and Investment to inspect, evaluate, and submit to the city authority for approval as soon as possible. Additionally, the Chairman also allowed the district to commence the construction of General Hospital in the 3rd quarter; assigned the Department of Agriculture and Rural Development to build more clean vegetable planting areas, high quality rice production areas, and specialized aquaculture areas, etc. for the districts. Regarding the traffic projects, the Chairman said that the city will soon start Cau Chiec project in the 3rd quarter; at the same time, assigned the Department of Transport to promote the implementation of frontage road projects in the district to reduce traffic jam by using tunnels under the highways.

The Chairman also agreed to supplement the funds from the city budget to support the district in building more lighting systems to ensure traffic safety; assigned the Department of Agriculture and Rural Development of the same district to investigate the proposal for renovation and upgrading of Nhue river dyke route; agreed to spend city budget to supplement, repair as well as build 3-5 schools to ensure the number of standard schools as planned. The Chairman asked the Authority for Planning and Investment to include the construction of waste treatment station in Trat Cau handicraft village which specializes in manufacturing blanket, drape, pillow, and mattress in the list to be invested in.

In terms of agricultural production, considering that 9 industrial clusters of handicraft villages bring big revenue to the district, the Chairman Nguyen Duc Chung requested the district to focus on developing clusters of handicraft villages, encouraging the establishment of individual business households, building hi-tech farming households, developing specialized farming areas, and continuing to build new rural program and complete the new rural district by 2020.

Regarding the administrative reform, the district should urgently coordinate with the Department of Home Affairs; reorganize the Health Center, Clinic; review procedures; increase public service procedures to level 3.4. Regarding the environmental protection, the Chairman asked the district to adjust the waste collection target from 89% to 95%-100%, and actively conduct propaganda in the handicraft village with respect to waste collection and environmental sanitation.

The Chairman also requested the district to pay attention to social security; build and renovate houses for the poor; strive to reduce the number of poor households corresponding to the city’s target; and well implement policies for the poor, etc. In the party building field, it is necessary to promptly carry out mid-term review, focusing on 8 working schemes of the Party Committee.
