Heads of agencies, divisions and units of the Department arrange for cadres, civil servants, officials, and employees to work at home, perform rotation directly (for positions, real divisions, if necessary), enhance work exchange by phone, use information technology, software applications, Zalo, Messenger, Viber, Team view, etc, to work in groups (if necessary) to ensure good completion of the Missions are assigned according to the direction.

Heads of agencies, divisions and units are responsible for their cadres, civil servants, officials, and employees who violate the regulations on prevention and control of the epidemic, or do not declare, do not comply strictly with regulations on prevention and control of the epidemics at agencies, units and localities.

Heritage units of the Department must seriously implement the guidelines of the City People’s Committee and the Department of Culture and Information of Hanoi regarding the order not to organize activities to serve visitors at the monuments and museums; and have a plan to ensure security, safety, fire and explosion prevention as prescribed.

Art units must stop all performing activities including playing, singing, and dancing… directly in front of the audience; stop the practice of art block, change from focusing at the theater to self-practicing at home; organize comments and reviews on art programs and scripts through online forms and IT applications; and pause to meet regular activities at art units.

School of Sports Science and Technology must strictly implement the guiding documents of the City People’s Committee and the Department of Education and Training about the prevention and control of COVID-19 pandemic.

Center for Training and Competition of Sports and Physical Training must temporarily stop the training of coaches/athletes (at all points) to ensure the prevention and control of COVID-19 pandemic until April 15, 2020.

Review the arrangement of health care rooms at the locations of the Center and the training sites hired by the Center according to standards and regulations of the health sector; arrange private clinics for coaches/athletes having signs of flu; provide doctors, nurses, medical staff, equipment and protection in accordance with regulations of the health sector. Arrange places for quick disinfection of hand sanitizer, masks, and hand sanitizer gel. at appropriate points for coaches/athletes as recommended by the health sector.

Officials, doctors and nurses shall work with coaches, and management boards to check body temperature of coaches/athletes every day and mask wearing and rectify promptly for violating athletes.

Have a plan to arrange kitchen catering ensuring not to gather crowded people (no more than 10 people); ensure the distance between dining tables, ensure nutrition during the time of epidemic prevention; review points of the kitchen not serving recently, ask the Head of Department and the coach to report the plan to ensure the kitchen is served by the Center.

Coordinate with Head of Department, coaches to adjust training lesson plans for athletes; assign self-training exercises to athletes to maintain the individual’s training, maintain health and fitness… Coordinate with the Head of the Department, coaches, the Management Board… in the supervision and management of the athletes; not gather, go outside agencies or units; control of entrance and exit of the agency according to regulations.

Catch up promptly reporting to local health authorities about coaches/athletes having interaction with people positive with COVID-19; exposure of interact (F1, F2, F3…) to be tested as prescribed; comprehensively inspect individual accommodation (renting, out of accommodation) and training of coaches/athletes proposed to report to the Board of Directors.

Develop overall plans for disinfection spraying at all points of the Center in accordance with guidelines and procedures of the health sector; advise on the implementation of procurement of medical equipment and fish; environmental sanitate for epidemic prevention. Control people coming in and out of the agency (with a monitoring book); do not allow athletes to go out of the agency (only allowed to have the opinion of the Central Board of Directors)…

The Hanoi Department of Culture and Sports requires the heads of departments and units to seriously implement the contents as instructed. and regularly report to the Board of Directors.
