Based on the criteria for building cultural villages and residential groups according to Hanoi City’s regulations, from 2018, Thanh Oai District has planned to build a model of “ideal cultural villages”. The district has selected 4 typical villages and residential groups to be considered models that are Minh Kha Village (Binh Minh Commune), Hung Giao Village (Tam Hung Commune), Thi Nguyen Village (Cao Duong Commune), and Kim Bai Residential Group. (Kim Bai Town).

The cultural village models have turned Thanh Oai into a model district of Hanoi city in the movement “All people unite to build a cultural life”. To build “model cultural villages”, Thanh Oai District has set a higher criterion than the normal “cultural villages”, such as 100% of village roads are covered with concrete, paved or tiled; 100% of villages have cultural houses and places for gathering citizens of residential groups, etc.

With the concretization of goals, Minh Kha Village (Binh Minh Commune) has deployed the numbering of houses and buildings, and installation of signposts for alleys, and installation of trash bins to keep the village roads clean. As with Hung Giao Village (Tam Hung Commune), since it was chosen as the “model cultural village”, weddings in the village have been held at the cultural house according to a new lifestyle; 100% of funerals are held in the form of cremation, etc.

In the process of building “model cultural villages”, Thanh Oai District has established a steering committee and assigned tasks to the committee members to regularly check, urge, and guide the implementation based on the criteria with road maps and specific steps.

The People’s Committee of Thanh Oai District has assigned officials to be in charge of close monitoring of villages, ensuring good propaganda and hosting of campaigns to raise awareness among people. Village officials issue resolutions to implement, cooperate with district officials to list the standards that have been achieved and those have not, and set out specific work items. During the implementation process, the District People’s Committee set up a survey team for each locality to be charged with checking the implementation progress and taking note of difficulties and problems to find solutions.

In addition, to support the movement, Thanh Oai District allocates public land for the villages to exploit as places for cultural activities, provides VND 250 million to each village and residential group with an amount of VND 250 million to invest in infrastructure, etc.

With positive results, Thanh Oai District has 2 out of 4 villages recognized as “model cultural village” that are Minh Kha Village (Binh Minh Commune) and Hung Giao Village (Tam Hung Commune). The other two, Thi Nguyen Village (Cao Duong Commune) and Kim Bai Residential Group (Kim Bai Town) continue to strive to be recognized as “model cultural villages” in 2020.

“The results of building model villages/neighborhoods set models for other localities to visit and study, and serve as the basis for the district to replicate the model across the area in a new period”- Thanh Oai District People’s Committee Chairman Bui Van Sang affirmed.
