Accordingly, the City People’s Committee requires a thorough understanding of the awareness among leaders at all levels from the city to grassroots levels about the meaning and nature of the PAPI Index, its benefits to governance of governments at all levels. On the basis of analyzing the results of the scores of the content indexes and the content of the components, the agencies and units clearly identified strengths, weaknesses, limitations, and existing in each field by specific measurement. Therefore, effective and breakthrough solutions to continue to improve and innovate the way to serve the people in 2022 and the following years are proposed.

Departments and agencies at Departments’ level are assigned by the City to assume the prime responsibility for advising on content indicators, the content of components that have decreased scores compared to 2020, or in the lowest group in the country (group 4), make a detailed analysis report, specifying the factors that are the cause of the drop or low score, and adding specific, quantifiable solutions to the 2022 tasks.

The People’s Committees of districts, towns and urban districts shall strengthen propaganda to the people, residential areas and residential groups about the results of socio-economic development of the city and the locality; disseminating State policies, regulations of the City and localities, contents related to rights and obligations directly to the people, providing information on the operation of the government apparatus, functions, tasks of agencies, specialized divisions, leadership positions, and local managers.

The regulations on publicity and transparency; accountability to the people; good implementation of administrative reform, focusing on solving administrative procedures in communes, wards and townships… Are fully and responsibly implemented. The City coordinates and responds with high responsibility with functional branches, relevant units and organizations to improve the quality of public services serving the people (such as medical examination and treatment, health insurance, primary education, basic infrastructure, judicial services…); coordinate in effectively implementing environmental protection and e-governance activities; ensure political security, social order and safety in the city.

Previously, on May 10, 2022, the United Nations Development Program in Vietnam (UNDP) announced the Provincial Governance and Public Administration Performance Index (PAPI) for 2021. The result is that Hanoi scored 44.45 points, ranking 9th out of 63 provinces and cities, ranked 39 places higher compared to 2020.

According to the plan, by 2025, at least 80% of the city’s administrative procedures are eligible to provide online will reach level 3 and level 4; 100% of administrative procedures are determined to be eligible according to legal regulations and technical conditions to be provided on the online public portal at level 4.

The City would also regularly survey and collect opinions of people and organizations’ satisfaction with the service of administrative agencies providing online public services; strengthen dialogue with people and organizations through direct or online forms through mass media and websites of agencies and units.

The City People’s Committee’s Office is assigned to be a standing agency, advising and assisting the City People’s Committee with the task of guiding and coordinating with agencies and units to implement relevant contents.
