Continuing to step up propaganda at festivals and relics on preventive measures against Covid-19 disease.
Taking a full grasp of the Prime Minister’s instruction on the execution of the duo objectives: be prepared to protect and prevent the disease, while keep accelerating the socio-economic development, and improve the capacity and efficiency in management and organization of festivals in 2021, the Ministry of Culture, Sports and Tourism requests the Municipal and Provincial People’s Committees under the central government that direct the relevant agencies and branches to implement the following contents:
Strictly observe the state administration over festivals as stated at the Government’s Ordinance No. 110/2018/NĐ-CP dated 29 August, 2018 stipulating on the festivals management and organization.
Formulate ways and means to ensure security, traffic safety, explosion and burn protection and prevention, food safety, sanitation conditions for visitors and the public.
Review, inventory and classify festivals: either traditional, cultural, trade and profession or foreign based festivals.
Propagating, mobilizing and raising the awareness and responsibilities of all levels, branches, the public and tourists to strictly adhere to the State stipulations on festival holding. In case of Covid-19 outbreak and risks of infections within community arising, based on the practical situation, necessary guidances to seriously take measures should be made to temporarily stop organizing festivals in accordance with the Article 8 provided in the Government’s Ordinance No. 110/2018/NĐ-CP dated 29 August, 2018 on management and organization of festivals.
Additionally, inspection and supervision before, during and after the holding of the festival should be made so as to be able to check and deal with the violations in a timely manner.
