2020 is the last year to implement the Resolution of the 16th Hanoi City Party Committee Congress and the Socio-Economic Plan for the 2016-2020 period. It is a year with many important events of the country and the Capital, including the Party Congress at all levels and the 17th Hanoi Party Committee Congress. It is also the year when the COVID-19 epidemic broke out and spread around the world.

With the determination to tighten discipline, the spirit of creativity, the renewal of manner and working style, the drastic implementation of epidemic prevention and control in parallel with the execution of assigned political and professional tasks, the whole Sector has made great efforts and tried to complete the proposed work plan, achieved many significant and comprehensive results in all three areas: Culture, Sports and Family:

  1. The Department strictly deployed the contents and tasks of the COVID-19 epidemic prevention and control according to the direction of the Prime Minister, the City Party Committee, and the City People’s Committee. By the end of 2020, at the Department of Culture and Sports of Hanoi City, there are no cadres, civil servants, public employees, or workers infected with the SARS-CoV2 virus.
  2. Contents and tasks for the 2020 theme of Hanoi city: “Bringing into play the strength of the entire political system, striving to complete the objectives and tasks for the period 2015-2020 and successfully organizing the Party Committee Congress at all levels” were effectively implemented. The tasks assigned by the City Party Committee and City People’s Committee were strictly implemented, ensuring progress and quality. The Department of Culture and Sports completed ahead of schedule to organize the Congress of 32/32 Party cell, 01 Party of Hanoi Sports Training and Competition Center, and the Party Committee Congress of Hanoi Department of Culture and Sports for the period 2020 – 2025 according to the regulations of the Party’s Charter.
  3. The work of State management, inspection, and control has been strengthened; in the fields of Industry management in Hanoi city, there are basically no hot issues, not causing pressing in public opinion. 100% (89/89) administrative procedures under the jurisdiction of the Department were performed at level 3.4. The administrative procedures were handled on time. The administrative reform index of the Department increased by 04 ranks, rising to 8/22 at department level and branches of the city.
  4. The institutional construction and improvement have been proactively implemented. Advising the City People’s Committee: Building the City Party’s Program No. 06-CTr/TU for the 2020-2025 period on “Cultural development, quality improvement of the capital’s human resources, building elegant, civilized Hanoi people for the 2021-2025 period”; amending the Regulation on management, protection, and promotion of the value of historical – cultural relics and scenic spots in Hanoi city in line with the actual situation; reviewing and completing the Project of rearranging the art units in the direction of streamlining and efficiency. Advising the City People’s Committee to submit to the City People’s Council for promulgation resolutions on Naming and adjusting the length of a number of roads, streets, and public works in Hanoi city by 2020; Regulating the expenditure level and the use of funds for the implementation of archaeological exploration and excavation from the city budget.
  5. Having well fulfilled the role of the standing agency of the City Party Committee’s Steering Committee of Program No. 04-CTr/TU on “Socio-Cultural development, improving the quality of the capital’s human resources, building elegant, civilized Hanoi people for the period 2016-2020”. Advising the Steering Committee of the Program No. 04-CTr/TU of the City Party Committee to review the implementation of the Program. Coordinating with related departments and branches to complete the design form, proposing the City People’s Committee to allocate the budget and the quantity of building 239 village culture houses which are still lacking in the city area. The task of building elegant and civilized Hanoi people, focusing on propaganda and implementation of the 02 Code of Conduct has been implemented with many innovative and creative forms and models, especially in propaganda implementation of the Code of Conduct in Public Place; mobilizing and encouraging all classes of the people of the capital to promote “Respect for the law”, seriously implement the direction of the Central and the city on solutions and measures to prevent and control the COVID-19 epidemics in the city area.
  6. Cultural development has achieved many outstanding results:
  • The restoration and embellishment of monuments are interested in investing. Submitting to the Ministry of Culture, Sports and Tourism to rank 1 special national-level monument and one national-level monument; submitting and being ranked 44 city-level monuments by the City People’s Committee; in 2020, 179 monuments in the city area were restored and embellished. Advising and submitting to the City People’s Committee on the support of districts and towns to urgently repair and avoid degradation for 55 severely degraded monuments that are in danger of collapse, requesting support to prevent collapsing and preserving urgently. The relics directly managed by the Department (Special National Monument: Temple of Literature, Hoa Lo Prison, Ngoc Son Temple), actively researched solutions to innovate and improve effectiveness at the unit, overcome difficulties caused by the COVID-19 epidemic; welcoming and serving nearly 1.07 million visitors and tourists.
  • The work of building the grassroots cultural life, the movement “All people unite to build cultural life” is concerned and implemented with various practical activities. The assessment, comment and recognition of cultural titles ensured the correct order and regulations: The whole city had 88% of families recognized as “Cultural Family”; 62% of villages were recognized as “Cultural Village”; 72% of the residential groups are recognized as “Cultural Residential groups”. Coordinating and guiding districts and towns to organize 139/1,206 festivals in the city (due to the COVID-19 epidemic, the remaining festivals must be stopped). The festivals were held safely.
  • Successfully organizing activities to celebrate the big festivals of the country and the capital, in which there are 04 national-level festivals assigned by the Central government to Hanoi city as the host unit; 02 City-level festivals; activities in the Program “Promotion of Hanoi Culture – Tourism destination in 2020”; a series of activities to celebrate 1010 years of Thang Long – Hanoi; to welcome the success of the 17th Hanoi City Party Committee Congress. The propaganda and visual promotion were carried out early with new focus, designs and forms. Socialization in the organization of activities and events in the conditions of the country and the capital, enterprises affected by the COVID-19 epidemic is a prominent highlight of the culture and sports industry of the Capital in 2020.

– Hanoi theatres organized nearly 800 art performances; won 28 medals when participating in professional art festivals and contests nationwide in 2020; organized 03 mass art festivals, 06 mass art training classes at the grassroots level; 1,022 film screenings; 125 performing arts programs of agencies and businesses that are licensed to perform in the city. Coordinating, guiding to organize 93 events in the Walking streets and neighboring area.

  • Well-organizing to serve readers at the Hanoi Library. Granting more than 13,000 cards, serving more than 1.15 million readers. The project of the exhibition at the Hanoi Museum is focused on speeding up: Completing the project adjustment, adjusting the total investment and the bidding documents for the exhibition; completing design documents for the exhibition at Hanoi Museum. Fulfilling documents, procedures for performing work parts for detailed design and exhibition staging.
  1. Family work was organized through activities from the grassroots activities: Celebrating the International Day of Happiness; Vietnamese Family Day 2020; activities in response to “National Action Month on Domestic Violence Prevention and Control”. Review 15 years of implementation of the Directive No. 49-CT/TW of the Secretariat on “Building a family in the period of national industrialization and modernization”. Guiding grassroots level to replicate the model of the domestic violence prevention and control clubs.
  2. Physical training and Sports:
  1. a) Mass physical education and sports:

– The city organized 23 mass sports activities and tournaments, awarded 800 medals to the city-level tournaments and tournaments jointly organized by the Culture and Sports sector. Districts and towns held 680 sports competitions. Communes and wards organized 2,500 mass sports competitions. Agencies, enterprises, and schools held 1,650 competitions. 190 units in communes, wards and towns were recognized as excellent or good regarding physical education and sports.

– Holding sport events with the participation of a lot of people, such as: Traditional Dragon Boat Tournament, VTV Cup Television Cycling Tournament, etc.; holding Hanoi International Heritage Marathon in collaboration with other units.

– Sending a team to compete in 06 national mass sports tournaments with the result of ranking the First with 02 prizes. Conducting 30 swimming teaching courses of the city in 25 districts and towns; teaching more than 4,500 children how to swim and directing the organization of summer swimming courses at district and town levels; completing the swimming teaching program for more than 35,000 local children. By the end of 2020, 732 business facilities in the city that are eligible to operate in the sports field were licensed to operate as a place for people to improve their health (in which, 142 facilities were issued with license and 116 facilities were re-issued with license in 2020). Besides, there are 4,856 grassroots sports clubs in residential areas and 1,582 grassroots sports clubs in agencies, businesses and organizations.

  • Coordinating to guide sports associations and federations on the organization of annual meetings of professional social organizations in the field of physical education and sports.

– All mass physical education and sports movements in the city in 2020 have achieved the set targets. The rate of people who regularly practice sports is 42%. The rate of sports families is 30%.

  1. b) High-performance sports

Hanoi Sports won 2,153 medals of all kinds, including 2,134 domestic medals (838 gold medals, 636 silver medals, and 660 bronze medals), 19 international medals (6 gold medals, 7 silver medals, and 4 bronze medals). What is more, this is the first time Archery in Vietnam in general and Hanoi in particular has an athlete (Nguyen Thi Anh Nguyet) who is eligible for attending Olympic Game. The typical subjects with high achievements in 2020 include: Wushu, Fencing, Wrestling, etc. Many advantageous sports in Hanoi plays the core role of the National Team such as Wushu, Fencing, Wrestling, Sepak Takraw, Shooting, Women Football, Athletics, etc.

Successfully and safely hosting 07 national sports tournaments with the participation of 1500 athletes. Completing scientific assessment, health examination, and biochemical examination for total 2,306 athletes from 3 lines. Developing management software for sports coaches and athletes, initially digitalizing the management of high-performance sports.

The preparation of 31st SEA Games and 11th ASEAN Para Games 2021 in Vietnam has been implemented by the Department, in collaboration with departments and divisions of the City and the Vietnam Sports Administration, focusing on: (1) Reviewing works and projects that need to be built, renovated, repaired, and upgraded in service of the 31st SEA Games and 11th ASEAN Para Games; (2) formulating a Plan for organizing the 31st SEA Games and 11th ASEAN Para Games; (3) formulating a Plan for preparing athletes and coaches for the 31st SEA Games and 11th ASEAN Para Games; (4) advising the City People’s Committee to organize the compliance with conclusions at the first meeting of SEA Games Organizing Committee; (6) developing the Plan for Inception Program with 31st SEA Games; (7) Promulgating the Propaganda Plan to host the 31st SEA Games in Hanoi and Summary of typical events of Hanoi Sports in 2020 …
