Take responsibility to the end
Up to now, the preparation for the election of members of the 15th National Assembly and the People’s Councils of Hanoi City at all levels for the 2021-2026 term has been carried out in accordance with the process of steps, ensuring compliance with the law. The posting of the list of voters has been completed since April 14. The third consultation conference has agreed to approve a list of 36 qualified candidates for the 15th National Assembly, 160 qualified candidates for the 16th City People’s Council, etc.

To obtain this result, the Hanoi Party Committee actively implemented Directive No. 45-CT/TU dated June 20, 2020 of the Politburo on leadership in the election of deputies to the 15th National Assembly and the election of the National Assembly appointing People’s Council deputies at all levels for the 2016-2021 term by issuing Directive No. 35-CT/TU on election leadership; established the Steering Committee for the election of Hanoi city, headed by the Secretary of the City Party Committee.
In addition, the Standing Committee of the City Party Committee has established 15 working groups to direct the election; each delegation is in charge of 2 districts and towns. The Member of the Party Central Committee, Standing Deputy Secretary of the City Party Committee, Deputy Head of the Steering Committee, Vice Chairman of the Election Commission of Hanoi City, Ms. Nguyen Thi Tuyen said that each delegation, first of all, the head of the delegation must take full responsibility for the whole process to the end before the Standing Committee of the City Party Committee on the success of the election for each commune, ward and township where it is assigned.

Strictly following the direction of the City Party Committee, Party committees at all levels, especially 30 districts, town committees have actively implemented this work and considered it as a top important political task.
Standing Deputy Secretary of the District Party Committee, Chairman of the People’s Council of Hai Ba Trung District, Mr. Tran Quyet Thang informed that the District Party Committee and Standing Board of the District Party Committee had issued and directed to issue 58 documents directing and guiding the election. The Party Committee of 18/18 wards also issued a resolution on leadership and direction of the election in the area. For Me Linh district, 10 delegations directing the election of the Standing Board of the District Party Committee worked directly with the units to promptly remove difficulties and obstacles.
Standing Deputy Secretary of the District Party Committee, Chairman of the Me Linh District People’s Council, Mr. Nguyen Anh Tuan said that several localities in the district have a situation of petitions and complaints, the district is coordinating with the city’s agencies to focus on settlement, ensuring not to affect the election.
According to Standing Deputy Secretary of the Party Committee of Hai Boi Commune (Dong Anh District), Mr. Nguyen Huu Thu, the close guidance by the Hanoi Party Committee and Dong Anh District Party Committee has helped grassroots cadres more confident and determined to organize successfully held local elections.
Do not neglect and be subjective
Not stopping at this initial result, the Standing Board of the Hanoi Party Committee has just sent a dispatch requesting the city party committees at all levels to continue strengthening leadership and directing election. According to Deputy Secretary of the City Party Committee, Deputy Head of the Steering Committee for the election of Hanoi City, Mr. Nguyen Van Phong, the election is a particularly important task in 2021, so that Party committees at all levels must not be neglected, subjective, must carefully calculate, have a backup plan for each relevant content; firmly grasp the area, the situation of public opinion among officials, party members and the people; develop a scenario to prevent and control the Covid-19 pandemic on the day of the election, etc.
This term, under Resolution No. 97/2019/QH14 of the National Assembly on piloting the organization of an urban government model in Hanoi city, wards of districts and towns that do not hold People’s Councils. Under the direction of the City Party Committee, on the one hand, the Party Committees of districts and towns continue to do well in the ideological work, arrange and arrange appropriate cadres, and focus on directing and implementing the election on the wards.
Clearly defining its position as the political and administrative center of the capital and the whole country, Ba Dinh District Party Committee is actively implementing election preparation. Standing Deputy Secretary of the District Party Committee, Chairman of the District People’s Council, Mr. Nguyen Cong Thanh said that the district will focus on doing better forecasting; step up communication, decoration and preparation of facilities to ensure the election to be taken place safely.
According to Secretary of the Party Committee of the 20th residential group, Giang Bien ward (Long Bien district), Mr. Nguyen Van Khuc, the branch will closely follow its tasks and work progress to lead the election in the area, focusing on grasp the situation, thought developments of officials, party members and people; communicate and mobilize voters to fully exercise their rights and obligations.
The sense of responsibility and political determination from the City Party Committee is being spread down to the city party committees at all levels. This is the basis for believing that the election dated May 23 will take place jubilantly and with complete success.
