The document states: Before the complicated developments of the pandemic, the City Party Committee held a briefing with the City People’s Committee, the City Steering Committee, city departments, agencies and People’s Committees of districts. town; the City Steering Committee organized many delegations to directly work at the facility to assess the situation promptly, urgently directing measures to zone, isolate and conduct tests for related subjects. In a short time, some basic outbreaks have been controlled.
The city has issued 7 public notices, 2 directives and many documents directing to strengthen measures to prevent and control the Covid-19 pandemic; applied the mode of fast and accurate update information, to serve as a basis for supporting tracing, zoning, monitoring the source of infection, assessing and predicting the source of infection; and then conducting the preferred solution for coordination in each specific case; with the motto “4 on-the-spot resources”, “3-layer pandemic prevention model”, “narrow blockade, strict management”, making full use of “48 golden hours” in the pandemic prevention and control. Up to now, some outbreaks in the area have been promptly controlled.
The city also highly appreciates and acknowledges the participation of the entire political system, the government at all levels from the city to the grassroots, the system of press agencies of the Central and the city to accompanying for communication and notify timely accurate information. Also, we sincerely thank the Capital people for their consensus to basically implement the pandemic prevention and control levels under the direction of the city. However, there is still a small part that is still subjective, negligent and has not strictly implemented the pandemic prevention and control measures as directed.
Currently, the risk of infection is still very high in many areas. In particular, in the coming days, in order to well prepare for the election of deputies to the 15th National Assembly and People’s Councils at all levels for the 2021-2026 term, the Chairman of the City People’s Committee requested that the entire system of government continue to focus highly on the dual goals, i.e. ensuring the safety and peace of the People, and ensuring the safety and success of the election day of the 15th National Assembly and People’s Council deputies at all levels for the 2021-2026 term so that election day is truly a festival of the whole people.
All units check absolutely not to infect in the government system at all levels; strictly inspect personnel, pandemic prevention procedures, and special support plans at Election Teams, ensuring absolute safety for election service personnel at the grassroots. Units develop plans in pandemic situations; conduct actual practice at the department, proactively, flexibly and creatively divide election teams to ensure the most effective.
The Capital Command, the Steering Committees of districts and towns have strengthened strict control in concentrated isolation areas, with any violations, handling responsibility for the heads and related individuals if cross-contamination occurs in concentrated isolation areas and civil isolation areas.
For industrial parks and industrial clusters: The Hanoi Management Board of Industrial Parks and Export Processing Zones, the Department of Industry and Trade, coordinate with the People’s Committees of districts, towns to regularly and irregularly inspect the areas, ensure a firm grasp of the mobility of the workforce and experts who regularly work in the area; directing the organization of rehearsals of situations according to the degree of pandemic spread.
The People’s Committees of districts, towns and cities direct the local police to coordinate with the community’s Covid-19 team to closely manage the list of local residence in the area, those frequently moving and working in neighboring provinces, especially the provinces currently having endemic outbreaks.
The Department of Health has thoroughly notified the entire public and private health system, pharmacies to tighten the process for receiving, screening, treating, managing patient caregivers and the hospital workforce, ensuring absolute safety for frontline forces in the pandemic prevention and control; actively advise to the service facilities, restaurants, bus stations, commercial centers.
The Department of Health cooperates with the Capital Command, the City Public Security, and the Department of Finance to advise and report to the City People’s Committee on strengthening policies for anti-pandemic forces in the city.
