After 5 years of its implementation, the project “Strengthening the management, conservation and promotion of the value of historical and cultural relics associated with tourism development in Gia Lam district in the period 2016 – 2020”, has brought gave Gia Lam many changes and achieved certain results.

With the potential and advantages of an ancient land located at the northeastern gateway of the Capital, as the intersection between the two cultures of Thang Long and Kinh Bac, in Gia Lam district, there are 320 relics with 169 relics ranked at all levels; 01 Phu Dong Temple relic site as the special national relic consisting of 10 sites, 64 national-level relics, 82 city-level relics; 16 points attached to the event of the resistance revolution. Over the years, along with the impact of the weather; many monuments in the district have been seriously degraded, in danger of collapsing, endangering people, tourists and relics.

 Gia Lam district continues to develop and implement the project “Preserving and promoting the value of cultural heritage associated with tourism development in the period of 2021-2025”.

Facing that situation, Gia Lam has developed and issued the project “Strengthening the management, conservation and promotion of the value of historical and cultural relics associated with tourism development in Gia Lam district in the period 2016 – 2020”. After 5 years of implementation, many outstanding results have been obtained such as:

Consolidating the Relic Management Board, issuing regulations on operation for 23 commune-level relic management boards and 103 village and residential relic management sub-committees; 100% of the committees and sub-committees developing the Regulation on operation and implementation basically promote the responsibility and management participation of the government and the community in the management, conservation and promotion of the monument. The management of land at the monuments is concentrated. The whole district has 218 religious land positions that need to be granted land use right certificates; has granted 197 positions, reaching 90% of the total number of relics to be granted. Statistics show that the whole district has 95 religious land positions, 78 positions have completed documents and submitted to the Department of Natural Resources and Environment for granting land use right certificates. The work of ranking, affixing signs of relics and events of the resistance revolution are interested. Coordinating with specialized departments and divisions under the Department of Culture and Sports to prepare dossiers and submit them to competent authorities for consideration and city-level ranking for 14 monuments, having organized the welcome of 09 relics; propose to add 25 monuments to the city’s inventory of monuments; coordinate in making dossiers and attaching signs to 03 commemorative points of the revolutionary resistance war events; Coordinating in making applications and being issued a decision by the Ministry of Culture, Sports and Tourism on recognition of 02 craft villages and 01 festival as a national-level intangible cultural heritage; 03 artifacts as national treasures; successfully holding the 10th anniversary of Giong Festival which was registered by UNESCO as the Representative Intangible Cultural Heritage of Humanity.

In addition, the district has made an inventory of artifacts at 187 relics in the area, reaching 58.7% of the total number of relics of the district. The relics that are conducted inventory in kind are those that have been ranked at all levels and are being proposed for ranking, performed transcribing, translating epitaphs and Han Nom documents at 50 monuments. The records of inventory of artefacts at the monuments are made and kept scientifically, made into 04 sets for archiving and management at the archive office of the District People’s Committee; Department of Culture and Information; People’s Committees of communes and townships; Sub-committee on the management of village relics and residential groups. Inventory data is prepared to serve the digitization of historical and cultural relic management data in the next phase.

The district People’s Committee has directed and guided the communes and towns to make a table to introduce the relics and relics of the gods worshipped at the local monuments in many forms: epitaph, introduction board, printing contents on the merit cards. The content of the introduction is carefully implemented, quoted on scientific documents, ranked records of the monument, and consulted with the people. Up to now, 100% of the monuments ranked at all levels have introduction boards. The district has applied technology 4.0 to digitize all tangible and intangible cultural heritages of Bat Trang commune to serve the development of smart tourism in Bat Trang, Phu Dong.

 Gia Lam focuses on promoting heritage in association with the development of cultural tourism, traditional craft village tourism and eco-tourism, agricultural experience.

 As for the investment in renovating and embellishing monuments, with a large number of relics, many relics are degraded due to the impact of time and climate conditions. From 2016 up to now, Gia Lam district has carried out investment preparation and investment in 61 degraded relics. By the end of 2020, the district has repaired, embellished, handed over and put into use 22 relics; its construction is underway and about to be constructed 20 monuments and preparing to invest in 19 monuments. Total investment capital for renovation and embellishment is VND 1,095.8 billion (of which, the budget source is VND 716.8 billion, the socialization capital is VND 379 billion); carried out according to the following principles and order of priority: 1: Degree of degradation of the monument; 2: Ranked level; 3: Relics are Communal House – Temple – Small Temple – Shrine, family church, etc. (religious works); 4: Relics are pagodas in difficult areas and difficult to socialize (religious works). The district also carried out the planning of the total site, approved the overall project scale for the relic, invested in renovating and embellishing main items and degraded items with the budget source; ancillary items such as yards, gardens, auxiliary works, walls, etc. which shall be assigned to the locality for implementation with the capital of socialization, divided by stages, according to the capacity of each locality.

To maintain and promote the achieved results, Gia Lam district continues to develop and implement the project “Preserving and promoting the value of cultural heritage associated with tourism development in the period 2021-2025”. In addition to the conservation of both tangible and intangible cultural heritages, Gia Lam district will focus on promoting heritage in association with the development of 03 key tourist areas of the district combined between cultural tourism, traditional craft village tourism and ecotourism, agricultural experience with a total investment of VND 2900 billion to gradually shift the economic structure of the district: Services – Industry, Construction – Agriculture, fisheries; contribute to the task of transforming the district into a district administrative unit before 2025.
