According to Mr. Le Hai Binh, the former General Secretary of Hanoi Viovinam Federation cum the Director of the Central Propaganda and Education Department, under the leadership of martial arts master Pham Quang Long, the former Chairman, Hanoi Vovinam Federation has gained certain achievements for the past many years, especially regarding the development of the Vovinam movement in Hanoi city and in some neighboring provinces and cities.

However, gaining the Party and State’s trust over the past time, former General Secretary Le Hai Binh has just been assigned a new task. He is currently an alternate member of the Party Central Committee, Director of the Department of Foreign Information and International Cooperation – the Central Propaganda and Education Department. Therefore, Mr. Binh and Chairman Pham Quang Long both resigned.
“The new task takes me time and energy, so I am not able to fully devote myself to the position of General Secretary of the Federation, especially in the last half term with certain achievements as well as shortcomings. Hanoi authority issued a resolution to develop the capital to be a civilized and cultural one, regarding, among others, the sports aspect. Considering the things to do shortly, I have to resign from the position of General Secretary. No matter what position I, like martial art master Pham Quang Long, always dedicate myself to the development of Vietnamese Vovinam in general as well as Hanoi Vovinam in particular, given the challenge on time and budget – Mr. Binh said.
Hanoi Vovinam Federation congress is held to consolidate its entire leadership apparatus.
After Mr. Pham Quang Long and Mr. Le Hai Binh resigned from their positions, the Federation Executive Committee discussed and decided to organize the Extraordinary Congress. All the members of the Executive Committee agreed to nominate Mr. Bach Ngoc Chien, the Vice Chairman of EQuest Group to the position of Chairman of the Federation and Mr. Chu Tuan Viet, the Head of Department, Ministry of Foreign Affairs to the position of General Secretary.
At the Extraordinary Congress held on the morning of April 25, the Congress totally agreed upon the resignation of the former Chairman and the former General Secretary. At the same time, Congress elected Mr. Bach Ngoc Chien and Mr. Chu Tuan Viet to the two above-mentioned positions, and further elected some additional members of the Executive Committee of the Federation.
After taking office, Mr. Bach Ngoc Chien, the current Chairman of the Federation thanked martial art master Pham Quang Long and martial art master Le Hai Binh for their great contributions to the development of the Federation and affirmed that the Federation will promote its tradition and achievements to continue widely developing the Vovinam movement in Hanoi and other provinces, contributing to the general development of Vovinam in the whole country.
According to the report of Hanoi Vovinam Federation, in the first 3 years of the 3rd term, the Federation had gained many achievements during its operation. Besides, the Federation, in collaboration with Hanoi Department of Culture and Sports, regularly organizes city tournaments and competitions within the framework of the City Sports and Physical Training Congress, and in collaboration with the Department of Education and Training, organize high school students’ tournaments. The results of these tournaments and competitions have shown the growth of the movement in Hanoi capital, which is the basis for the Federation to select city-level team athletes to participate in the national championships.
Vovinam training movement in districts of Hanoi capital has been developed very strongly, especially at schools. Up to now, there have been more than 50 Vovinam clubs with systematic operation in the city with more than 2,000 members. In addition to the widespread development of the club system, the members also expanded the club’s scale to high schools and universities/colleges, even preschools. In particular, FPT school system has included Vovinam in the main course, taken up by 8,000 students.
In addition to actively improving the qualifications and quality of professional staff, the Federation has also periodically organized belt promotion tests, thereby creating additional resources of athletes, coaches, and annually organized intermediate-level belt promotion tests for coaches in Hanoi and Northern provinces.
Not only focusing on developing Vovinam movement in Hanoi capital, but Hanoi Vovinam Federation also regularly supports the movement development in the northern provinces, for example, sending coaches and providing training equipment to provinces such as Ha Giang, Hai Duong, Son La, Lang Son, Bac Ninh, Vinh Phuc, Phu Tho, Nam Dinh, Ninh Binh, etc.
Regarding social activities, Hanoi Vovinam Federation also focuses on promoting and enhancing the image of the sect. The Federation holds some typical events such as the death anniversary of Founder Nguyen Loc every year on a large scale to educate the spirit of martial arts “When drinking water, remember its source”, also to strengthen the spirit of solidarity and mutual understanding among clubs in the capital and neighboring provinces. The Federation directs clubs to actively participate in humanitarian and charitable social activities such as Blood donation, Running “for children with serious diseases” annually organized by the Canadian Embassy, Youth volunteers, or other cultural and sports programs of the capital to educate the patriotism and revolutionary spirit. Besides, the Federation also organizes tours to some historical sites in provinces, and annual training courses for excellent coaches and athletes.
