Attending the inspection were members of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People’s Committee Chu Ngoc Anh, Commander of the City’s Covid-19 Prevention and Control; Vice Chairman of Hanoi People’s Committee Chu Xuan Dung, Deputy Commander of the City’s Covid-19 Prevention and Control Command, is on duty at the City Command.
At the Covid-19 Prevention and Control Command of Hanoi City, the Deputy Prime Minister assessed: Hanoi city is always at a very high risk of spreading the pandemic, however, the city has made a very timely decision, at the right time when implementing Directive 16 of the Prime Minister.
Right and creative decision…
At the meeting with Hanoi’s Covid-19 prevention and control command, Deputy Prime Minister Vu Duc Dam emphasized: “Hanoi city up to this moment, has always been the area with the highest risk, keeping this is a great effort of the entire system and the people of the Capital”. That result is thanks to the right and creative decisions of the city; Hanoi’s frequent exchanges with the Central Government, specialized ministries and sectors, is a testament to the effective coordination mechanism between the central and local governments. “When asked by the leaders, I affirm that the decisions of Hanoi city and the Central Steering Committee for Covid-19 Prevention and Control are very supportive,” emphasized the Deputy Prime Minister.
Deputy Prime Minister Vu Duc Dam noted that the immediate situation is still complicated, the virus is spreading quickly and we are facing a very dangerous “enemy”. Therefore, the anti-pandemic work must be “quick” but must be “firm” so as not to change methods, to keep the strength of the frontline forces, and at the same time to create conditions for people to soon operate normally. At the same time, it is necessary to increase the efficiency of inspection work, especially listening to people’s complaints.
Paying special attention to the launch of a safe “green zone” model against the pandemic, Deputy Prime Minister Vu Duc Dam emphasized: Fighting the pandemic is like fighting the enemy. This is the will of the entire Party, people, and army… Protecting Hanoi – the political, economic and cultural center of the country is an extremely important political responsibility and task. Therefore, Hanoi city needs to clearly define responsibilities, control more thoroughly and always have a backup and proactive plan in all situations. Being speedy, fast, but firm, tracing everywhere, making sure it’s there, don’t miss it. Even when the red zone is small, it must be maintained and protected by the “green zone” by blocking mainly from the people. If you do a good job of launching green zones in each zone, each cluster, this will be the key to success in the fight against this pandemic.

Give initiative to the grass root levels
From the fact when talking with grass-root levels during the field inspection on the morning of August 4, Deputy Prime Minister Vu Duc Dam affirmed that testing is especially important, deciding the success or failure of the fight against the pandemic. The Deputy Prime Minister asked Hanoi city to review testing capacity from machines to process improvements to increase capacity, proactively deploying software to link test results of units; mobilize the entire force of private hospitals to participate… The immediate thing to do is to perform rapid testing without using medical staff, but instructing people to take samples themselves (pick their noses). This is a very simple job, if people can do it, the health force will focus on human resources for professional tasks of fighting the pandemic.
In fact, Deputy Prime Minister Vu Duc Dam highly appreciated Hanoi’s attention to shippers, markets, supermarkets, motels… and said that large central units and enterprises in the capital must strictly implement the distance according to the regulations of the city, so it will be highly effective in pandemic prevention and control.
According to the Deputy Prime Minister, Hanoi city needs to make use of all existing facilities to perform well in pandemic prevention. In addition, it is necessary to be responsible, creative, grasp the reality, combine with the professional guidance of the ministries and branches to apply flexibly and more suitable to each locality, to protect the safety of people, for the capital. The Deputy Prime Minister assessed that Hanoi city is well implementing Directive 16 and Hanoi city needs to make efforts and work with the highest spirit to protect the capital, then will play the role of “big brother” in providing aid to other localities.
Absorbing the direction of the Deputy Prime Minister, Chairman of the City People’s Committee Chu Ngoc Anh affirmed that specific tasks will be implemented by the City immediately in the spirit of the highest determination. Chairman of the City People’s Committee Chu Ngoc Anh said: the Secretary of the City Party Committee and Standing Committee of the City Party Committee always closely follow the pandemic prevention and control work, regularly directing and directly inspecting facilities to rectify the situation. The city’s pandemic prevention is better and proposes timely solutions in line with reality.
Regarding the vaccination campaign, the Chairman of the City People’s Committee affirmed that the city will deploy vaccination for the people of the capital immediately after receiving it. The city will set up a question-and-answer switchboard to record people’s responses and complaints with the highest determination to protect the anti-pandemic achievements in the capital.

Sharing with frontline forces
Earlier, in the early morning, Deputy Prime Minister Vu Duc Dam visited the 4-line vaccination site at the headquarters of FPT Corporation (Cau Giay district). Here, FPT Corporation cooperated with Cau Giay district to organize vaccination sites in the district with a closed process, ensuring distance. As expected, 5,000 doses of COVID-19 vaccine will be injected at the injection site at FPT Corporation’s headquarters. Vaccination is done within 1 week, starting from 31/7.
After that, Mr. Vu Duc Dam inspected the prevention and control of COVID-19 pandemic at the headquarters of the Ministry of Justice (located in Ba Dinh district). According to the Ministry of Justice, to implement the city’s regulations on distance and pandemic prevention and control, the Ministry has arranged for more than 10% of officials, civil servants and employees of the Ministry’s Office to work at the headquarters, the rest mainly work from home. Appreciating the Ministry of Justice’s pandemic prevention and control work, the Deputy Prime Minister requested central agencies and units located in Hanoi city to strictly comply with regulations on pandemic prevention and control.
In Hoang Liet ward (Hoang Mai district), Deputy Prime Minister Vu Duc Dam checked the blockade of building VP6, where there was 1 case of F0, 13 cases of F1 related to Thanh Nga Food Supply Company Limited, and at the same time inspected the city’s concentrated isolation area at buildings A1, A5, Phap Van – Tu Hiep area (with an isolation capacity of 4,000 people). The Deputy Prime Minister sent encouragement to people who are implementing medical isolation and suggested that they should fully comply with the instructions of the health sector on pandemic prevention.
Besides, the Deputy Prime Minister also showed sympathy with the difficulties and hardships of the medical team, doctors and the forces on duty at the isolation, the Deputy Prime Minister wished that the nurses, doctors, the police force, army effort will try harder; Note that localities assign scientific work to ensure the health of frontline forces on duty for a long time.
