On the morning of September 30, the inspection delegation led by Deputy Director of the Hanoi Department of Culture and Sports Tran Thi Van Anh came to work and inspect the implementation of 02 codes of conduct in Son Tay township.
Accompanying were representatives of the Vietnam Fatherland Front Committee of Hanoi city; Leaders of units under the Department of Culture and Sports, including: Division of Culture and Family Lifestyle Building, Department Office, Department Inspector, City Cultural Center, Exhibition Information Center.
The delegation had a reality inspection at the People’s Committee of Thanh My Commune, the headquarters of the People’s Committee of Son Tay township. Specifically, the inspected objects included: Division of receiving documents and returning the results of administrative procedures; campus, areas under the People’s Committees; decoration and visual propaganda of the area inside and outside the People’s Committees; the posting, printing and distribution of code of conduct documents.

Through the report and the actual records of the inspection, from 2017 to now, the People’s Committee of Son Tay township has implemented and issued 59 documents on the implementation of 02 Codes of Conduct; In the first 9 months of 2022 alone, 8 documents directing the implementation were issued. Accordingly, the People’s Committee of Son Tay township has implemented many synchronous solutions to realize the plan’s objectives, specifically: Strengthening propaganda of 2 codes of conduct on the mass media. Building news and articles on the township’s web portal and broadcasting propaganda on the radio system of communes and wards. 5/15 communes and wards have added documents on codes of conduct to libraries, law bookcases, bookcases of cultural houses, villages, residential groups, village conventions and rules. Every year, the People’s Committee of Son Tay township develops an emulation – commendation plan for the implementation of the emulation movement “Officials, civil servants, public staff and employees emulate the implementation of the workplace culture and public culture”.
In order to promote propaganda of the 2 Codes of Conduct, Son Tay township has built many models and at the same time replicated typical examples such as: Model of one-stop shop, interconnected one-stop shop; Model of mobile vehicles for propaganda of cultural behavior and environmental sanitation; Green, neat and tidy workplace model; Model of building friendly schools saying nice words, doing good deeds, and constructing beautiful landscape; Model of villages, residential groups without social evils; Propaganda model for small traders to communicate friendly when trading goods; Model of guiding people to obey traffic laws,…

In the first 9 months of 2022, the township has implemented 03 models: One-stop shop model to handle civilized, friendly and professional administrative procedures at the township’s One-Stop-shop division of the township and 15 communes, wards. Model of green, neat and tidy workplace (at township offices and People’s Committees of communes and wards). 15 out of 15 communes and wards are continuing to implement the model of the codes of conduct at historical and cultural relics – safe and attractive destinations.
Through actual inspection at the People’s Committee of Thanh My Commune and the People’s Committee of Son Tay Township, it was found that the 1-door division is fully equipped with necessary equipment to serve the people and businesses that come to transact; Friendly officials, proper attire. The working area is clean and tidy… The inspection delegation proposed to add more trees in the divisions; replace old and faded boards with new ones…; supplementing, listing more boards of conduct code in conspicuous places…
In the afternoon of the same day, the delegation visited and worked at Duyen Thai Commune People’s Committee (Thuong Tin District) and Thuong Tin District People’s Committee. Through inspection, from 2017 to now, Thuong Tin District People’s Committee has issued many documents directing and deploying to divisions, agencies, mass organizations of the district, People’s Committees of communes and towns to implement the 02 codes of conduct to be implemented extensively and spread among cadres, civil servants, public staff and employees in divisions and non-business units of the district as well as the people in the area. In the 9 months of 2022, the district seriously has implemented and issued 05 plans and many guiding documents to organize the implementation. The district has implemented propaganda in many forms such as visual propaganda, through the district’s electronic portal, the radio system from the district to the grassroots, on the fanpage “Thuong Tin dat danh huong” of the district…; building and replicating 06 models of propagating the implementation of the Codes of Conduct among cadres, civil servants, public staff and workers in the agencies, of which the typical model is the one-stop shop to handle civilized administrative procedures in a friendly and professional manner in communes and townships.

As for the Codes of Conduct in public places, Thuong Tin district has propagated and mobilized people in the area to sign a commitment to well implement the 02 Codes of Conduct at the headquarters of agencies, units and public places. The district has built 02 model points: Model of building friendly schools saying nice word, doing good deeds and constructing beautiful landscape, which is deployed at Nguyen Trai A Secondary High School; Model of villages and residential groups with green, clean and beautiful environment and without social evils, which is implemented in villages in Hong Van commune. In the future, it will be rolled out to the whole district.
Every year, Thuong Tin District People’s Committee also establishes public service inspection teams, inspecting administrative reform work, integrating inspection of the implementation of 02 Codes of Conduct of the City People’s Committee with inspection of administrative reform work and duty performance. In the first nine months of 2022, the District has set up a delegation of unannounced inspection for administrative reform and official duty performance in association with the implementation of the 02 Codes of Conduct of 20 communes and towns in the district.

Through actual recording, the inspection delegation highly appreciated the direction of the District Party Committee, People’s Council and People’s Committee of Thuong Tin District in the implementation of the two Codes of Conduct. At the 1-door division, the officials are friendly, wearing uniforms and cards in accordance with regulations; the facilities ensure to serve people and businesses. However, because the headquarters is old and degraded, the workplace in some agencies and units is narrow, so the position to display the codes of conduct (at Duyen Thai Commune People’s Committee) is not suitable. At the People’s Committee of Thuong Tin district, the delegation highly appreciated the green space at the headquarters. However, because the headquarters is old and the offices are narrow, the arrangement of documents in the rooms is not neat.
At the inspection sessions, the delegation suggested that, in the coming time, the People’s Committees of Son Tay township and Thuong Tin district as well as the People’s Committees of communes and towns in the area need to study and rearrange for the convenience of officials and people so that people coming to work can easily see and read, suitable to the conditions of each agency and unit. It is also recommended to keep conducting implementation commitments of cadres, civil servants, public staff and employees, step up the inspection and supervision of implementation as well as the evaluation and commendation work… For the code of conduct in public places in the city, localities need to focus on strengthening propaganda to cadres, Party members and people, classifying objects for propaganda. Depending on the objects to adjust the public code of conduct, direct agencies and units to continue listing and paying attention to key places where problems are likely to occur such as markets, commercial centers, cinemas, vehicle stations, etc. Integrating propaganda content of code of conduct in public places flexibly through the implementation content of the campaign to build “Industrial culture lifestyle” associated with building agencies and units, businesses in order to meet culture standards, build a progressive cultural environment and ensure social order and safety.
