Over the past years, the State management of monuments and festivals in Bac Tu Liem district has changed positively. Relics Management Boards of wards and subcommittees for management of neighborhood monuments have been regularly consolidated. The district’s professional departments regularly coordinate to survey and evaluate the current state of degradation of monuments in the areas to propose plans to promptly renovate and combat degradation. Adjacent constructions are well managed, do not affect the space and landscape of monuments. In the process of renovating and embellishing monuments, there is always discussion and unanimity of the people according to the correct process so that no complaints or disagreements occur. The settlement of violations of monuments left by history has been concerned and violations of monuments were discovered and solved in time. The festivals are held in accordance with the regulations; many types of traditional cultures and arts such as games of folk character are interesting and restored, creating a healthy and useful cultural environment, meeting the religious needs of all classes of people and creating cohesion among members of the community.

For the state management in this field to be effective and realistic, in 2017, the People’s Committee of Bac Tu Liem district issued Decision No. 6746/QD-UBND dated September 25, 2017, on the Regulation on management of historical-cultural relics and landscapes in Bac Tu Liem district. In 2019, to establish the Management Board of the Chem temple-special national monument, Thuy Phuong Ward, and develop the operation regulation of the management board of the Chem temple-special national monument and consult the specialized agencies of the city. The district also cooperated with the Hanoi Department of Culture and Sports to organize surveys and make legal scientific documents to propose to the Ministry of Culture, Sports and Tourism to submit to the Prime Minister to recognize the bell of the Ngo dynasty at the Nhat Tao temple, Dong Ngac ward as the national treasure; coordinate with the professional agencies of the city to prepare legal scientific documents to propose competent authorities to rate the historical and cultural relics of the Dai Ton Tam Chi Church of Do Family, Xuan Dinh Ward. In 2016, the Chem Temple traditional festival was recognized by the Ministry of Culture, Sports and Tourism as a national intangible cultural heritage.

In 2017, Chem Temple, Thuy Phuong ward was ranked as a special national monument by the Prime Minister. In 2018, the traditional Dam Swimming Festival, Tay Tuu ward was also recognized by the Ministry of Culture, Sports and Tourism as a National Intangible Cultural Heritage.

At present, there are 24 relics ranked in the district, which have included protected areas I and II into the land plots of households who are living in the long term. This makes it difficult for the management, conservation and promotion of the value of the relic as well as affects the lives of people, leading to a prolonged petition status. To meet the wishes of the people, as well as serve the management, protection and promotion of the value of monuments in the area, the district is cooperating with functional departments to consider and adjust the Protected Areas I and II of relics zoned for protection into the land plots of households who are living in the long term. Regarding the management of festivals, in the past 5 years, 100% of traditional festivals in the district were held in accordance with the law. The festivals before the organization all develop detailed plans and programs, set up the Steering Committee, the Festival Organizing Committee with all the components to direct, manage and operate in accordance with the scale and the nature of the festivals.

Recently, implementing the directions of the Prime Minister, the Ministry of Culture, Sports and Tourism and Hanoi People’s Committee on COVID-19 prevention in festival activities in 2020, the District Office of Culture and Information advised the District People’s Committee to issue guidance documents on the suspension of festivals according to regulations. Up to now, the district has established 2 inspection teams to inspect the management and organization of festivals to inspect and supervise the implementation of the direction of the Ministry of Culture, Sports and Tourism and the People’s Committee of Hanoi on the suspension of festivals and activities to prevent acute respiratory infections caused by the new strain of the Coronavirus in the monuments and festivals.
