Building the civilized lifestyle in the public places aims to achieve the goal of building the elegant and civilized Hanoi people – an important part of Program 04-CTr / TU dated April 26, 2016 of Hanoi City Party Committee. To achieve that goal, the City People’s Committee has worked out many solutions, including the issuance of Code of Conduct at public places and preparation of implementation plans. In fact, the work requires persistence and awareness of participation with the high responsibility of all levels, sectors and people of the Capital.

Many “troubles”

On March 10, 2017, Hanoi City People’s Committee issued Decision No. 1665 / QD-UBND on the issuance of Code of Conduct in public places in the city. Regarding the results of implementing the Code in 2017, according to the Hanoi Department of Culture – Sports, “The Code of Conduct in public places initially adjusts the speech, attitudes and behavior of individuals and organizations in the public places, form ethical standards in accordance with the common cultural values, contributing to the preservation of the elegance of the Hanoi people, while creating harmony with the development of modern life.”

It can be seen that this is just the initial result, not the substainable civilized lifestyle in the places, at which we aim. In fact, there are still many bad behaviors in public places, such as in the festive season this year. In the Bulgaria Rose Festival with Friends 2018, although it does not cause the pressing problems like in 2017 and has been recognized to be satisfied by many visitors regarding flower quality, themes and associated services, there are still “troubles” related to the bad behaviors of many participants.

In the exhibition spaces, although the notice boards of “no picking flowers, no breaking branches”, “no stepping on lawn” are arranged in many places and there is the standing security staffs to remind, many people still violates. As a result, many of the roses are stained, broken to be replaced, many sections in tree rows used as barricades are collapsed and litter can be found everywhere.

Similar problems can be found in other places. At many sites of relics, there are still offensive acts, which have the great impacts on the efforts of building the cultural festivals and cultural behaviors in public places made by the city’s people and government. For example, in the relic of Bia Ba Temple (La Khe Ward, Ha Dong District), the service team was always on duty to often withdraw – burn incenses and gather the merit money … but did not still clean up thoroughly. In the area of Co Loa Temple (Dong Anh), on the day of the festival this year, there were the offensive spirit possession ritual. In Huong pagoda (My Duc), Bia Ba temple (Ha Dong) there are still the rented worship services, and gamble …

The behavioral culture in public places is an urgent problem, without any fundamental changes because the phenomena of “vermicelli to be scolded, porridge to be wigged”, littering, using high-power loudspeaker in public places … has not been thoroughly overcome yet. At the beginning of the year, the owner of a restaurant on the Dinh Liet street (Hoan Kiem), who were accused of wigging the old customers, are criticized by his offensive selling attitude. In the walking space of Hoan Kiem Lake, garbage is everywhere after end of every cultural and art event…

Making efforts to improve cultural behavior in public places and make the Hanoi people elegant and civilized, in recent years, the City People’s Committee has implemented many measures to build the way of civilized and standard behavior. One of the outstanding solutions is the issuance and implementation of the Code of Conduct in many forms, such as: organizing conferences to propagandize and post the Code of Conduct at crowded places and deliver leaflets to households; piloting the borrowing of proper clothing for people wanting to enter worshiping places; strengthening supervision and handling violations of the Code of Conduct at public places…

According to the director of Hanoi Department of Culture -Sports To Van Dong, after a year of implementation, the Code of Conduct has initially come to the life, the concept of IDC has become familiar and a “guide” for the communities to standardize their lifestyle, speech and behavior.
According to To Van Dong, the results have not met the expectation for many reasons. Hanoi is the convergence place of people from many provinces, cities and regions throughout the country, so the level of culture and awareness is uneven and the propaganda, dissemination and building of cultural standards are difficult. The Code of Conduct regulates the standards of common behavior, the effectiveness of its application depends on the perception and habits of each individual. To change the way of life and behavior requires the persistence and the sense of responsibility of the whole community.

According to Assoc. Prof. Dr. Nguyen Thi Huong, former Deputy Director of School of Culture and Development, Ho Chi Minh National Academy of Politics: The Code of Conduct system in public places is well-organized and easy to be educated in the community. However, in the process of implementation, many solutions need to be implemented synchronously to shape and spread the style of cultural behavior. For example, schools develop extra-curricular programs to educate students through specific images, cases and stories. Cultural houses organize the behavioral education classes for local residents. Theaters, libraries, shopping centers … build their own rules accordingly…

At the same time, it is necessary to set up a mechanism for inspecting and urging the implementation of the Code in the localities, handling violations by many ways, such as clarifying the feedbacks of customers to handle the business units with the improper speech or attitudes to customers (penalty or decisions on suspending their business…

“If we can do that, I believe the implementation of public administration will be more effective in the future. Unsuitable behaviors will soon be repelled,” confirmed Ms. Nguyen Thi Huong.
