Not only green-clean-beautiful, Co Loa also upholds an elegant lifestyle with gentle words and polite gestures
Resolution of the 5th Central Committee (session VIII) on building a progressive Vietnamese culture imbued with national identity and Directive No. 24/1998/CT/TTg of the Prime Minister with the policy of “encouraging construction and implementation of village conventions and regulations on civilized lifestyle in villages and hamlets”. Therefore, in Co Loa commune, Dong Anh district, the conventions have long been considered the nucleus of all emulation movements, including cultural construction and development. After more than 20 years of implementation of the movement “All people unite to build a cultural life” (TDĐKXDDDVVH) Co Loa has articulate the local regulations into village conventions. Since then, Co Loa commune has become an exemplary unit of building new rural areas and advanced new rural areas of Hanoi, where civilized lifestyle has been well applied. While implementing village conventions, Co Loa has clearly assigned the responsibilities of organizations and individuals; specified each content and field so that the convention can be well implemented.

As a result, for more than 20 years, the people’s awareness of complying with the law has become better and they consider the conventions as “soft” commitments that the community has made and complied together. The building of a cultural lifestyle is going into a deeper dimension. People’s relationships are mostly friendly and solid, conflicts are few. The village conventions have had the effect of maintaining standard village behavior, preserving and promoting good values among the people. Notable was the implementation of civilized mourning in Co Loa commune. People have been well conducted 4 criteria, including: Elimination of outdated customs; short and simple funeral organization; do not eat and drink rampantly; conduct cremation. Up to now, the rate of cremation in Co Loa commune has reached over 95%. All 15 villages of the commune have village conventions and effectively applied them. All of the 15 village conventions consist of 4 chapters and 13 articles, emphasizing on the construction of a cultural lifestyle in the region. The criteria on environmental sanitation, health, education, civilized weddings, funerals, festivals are all specific and detailed….From the implementation of village conventions, the movement of TDĐKXDĐSVH in Co Loa commune has achieved many outstanding achievements: Nearly 94% of families achieved Cultural Families. 15/15 villages achieved and maintained the title of Cultural Village. All 15 villages have flower roads, and every year they win the district’s prize. Thanks to the village conventions and regulations, Co Loa commune has successfully mobilized the People to donate hundreds of millions of dong to repair and upgrade roads, cultural institutions, plant trees to create environmental landscapes.
