Identifying village regulations and conventions plays an important role in building cultural life, contributing to preserving the good traditions of the nation, promoting democracy and solidarity in the community, promoting the movement “All people unite to build cultural life”, implementing Plan No. 425/KH-UBND dated November 12, 2020 of Thanh Oai District People’s Committee on amending and supplementing the Regulations and Conventions of villages, groups of people. Party Committees and People’s Committee of Tam Hung Commune have directed the development of plans and guided villages to organize the implementation.
The commune has established a drafting team to revise and supplement the convention; organize the collection of opinions from the people, households and socio-political organizations of the village on the draft convention; and at the same time propagate through the loudspeaker system. The drafting team synthesizes and modifies comments, completing the draft and organizing the meeting of household representatives to discuss and vote through the convention, submitting it to Thanh Oai District People’s Committee for recognition.
Hung Giao model cultural village is green – clean – beautiful.
Thanks to the good implementation of the convention, recently, the movement “All people united to build cultural life” in Tam Hung commune was implemented synchronously. In particular, the movement of building cultural titles received the response of a large number of people. Through the National Unity Day in the residential area, the Steering Committee of the commune has actively directed the residential areas to intensify the propaganda and mobilization of households to register for cultural family building and implement the movement of cultural family building associated with the movement for equal, progressive and happy family building. By many forms of mobilization and propaganda, each family has been self-aware and well implemented the Party’s policy, the State’s legal policy, actively working and producing to stabilize life. Every family member is aware that building a cultural family is the core foundation of building a better society and community. In 2021, Tam Hung commune had 3,562 households registered to build Cultural Family (97%), 3,458 households were recognized as Cultural Family (94%). In parallel with the construction of the Cultural Family, the construction of the Cultural Village is increasingly being responded to by all levels, sectors, political and social organizations and the people in the commune, thereby promoting the practical effect in life, becoming a standard of lifestyle and community cultural relations. The propaganda, dissemination, education and law implementation for all people have been conducted in many forms and have brought practical effects, contributing to maintaining political security and social order at the locality. In 2021, the whole commune had 7/7 registered villages and they were all recognized by Thanh Oai District People’s Committee to achieve the title of Cultural Village (reaching 100%). Hung Giao village alone was recognized by the District People’s Committee as a Model Cultural Village (in 2019). From a rural village, up to now, Hung Giao village has 100% concrete roads, village road signs, the life quality of the people has been increased, becoming a “worth living” countryside in Thanh Oai district. 7/7 villages of Tam Hung commune now have spacious cultural houses, sports playgrounds; along the inter-village roads are decorated with frescoes with the content of building cultural families, cultural villages, codes of conduct in public places, building new rural…to beautify the village landscape.
The implementation of civilized life in marriage and mourning in the commune is gradually settling down. The weddings are organized in accordance with the provisions of the law and local conventions. They are also organized formally in accordance with the economic conditions of each family, creating a happy, healthy and economical atmosphere. The funerals take place solemnly, ensuring environmental sanitation regulations. The outdated procedures in the funeral are basically eradicated, eating is decreased, no longer making meals for guests on the funeral day. The cremation in the commune reaches 70-90%, the villages do well are Te Qua, Dai Dinh, Hung Giao, Le Duong and Song Khe.
Currently, 100% of villages of Tam Hung commune have revised and supplemented the convention on the basis of inheriting the good cultural value of the old regulations and conventions, innovating according to the requirements of building cultural life in the new situation, not contrary to the law and approved by Thanh Oai District People’s Committee.
