On the morning of August 14, the Party Committee of the Hanoi Department of Culture and Sports organized a conference to thoroughly grasp the directives of the City Party Committee and deploy tasks for the last 5 months of 2023. The conference was attended by Ms. Tran Thi Van Anh, Permanent Deputy Secretary of the Party Committee and Deputy Director of the Department; Ms. Pham Thi My Hoa, Deputy Secretary of the Party Committee and Deputy Director of the Department; Mr. Pham Xuan Tai, Member of the Standing Committee and Deputy Director of the Department, along with other Party Executive Committee members, members of various Party branches, and officials and employees of the Department’s Office.

Overview of the Conference

In the first 7 months of 2023, the Department of Culture and Sports has fulfilled several assigned tasks outlined in the Resolutions, Programs, and Plans of the City Party Committee and the City People’s Committee. Notably, 15 out of 20 tasks assigned by Program 06/Ctr-TU and Plan 176/KH-UBND have been completed, focusing on cultural development, human resource quality improvement, and the building of elegant and civilized Hanoi citizens during the 2021-2025 period. Simultaneously, the Department is actively implementing all 10 tasks according to Program 02/Ctr-UBND and 09/09 tasks based on Plan 306/KH-UBND, as well as the 32 tasks outlined in Resolution 09-NQ/TU, Plan 217/KH-UBND, Plan 102-KH-UBND, in alignment with the functional tasks assigned. The Department has successfully organized a mid-term review conference for the implementation of Program 06-Ctr-TU, focusing on the development of culture, the enhancement of human resource quality, and the cultivation of refined citizens during the 2021-2025 phase, as directed by the City Party Committee.

Ms. Pham Thi My Hoa, Deputy Secretary of the Party Committee and Deputy Director of the Department, reports on the results of Party building work in the first 7 months and tasks for the last 5 months of 2023.

Immediately following the issuance of legal targets and plans by the City People’s Committee, the Department of Culture and Sports collaborated with the Department of Planning and Investment to allocate targets to 30 districts and counties. These targets encompass three key areas: (1) Recognition and maintenance of the “Cultural Family” title for households; (2) Recognition and maintenance of the “Cultural Village” title for hamlets; (3) Recognition and maintenance of the “Cultural Residential Group” title for residential groups. The department is committed to achieving high targets for visitor numbers and revenue at historical sites. As of June 15, the department’s historical sites have welcomed over 2 million visitors, exceeding the annual plan. The generated revenue reached 45.37 billion VND, achieving 126% of the annual revenue plan and marking a 30-fold increase compared to the same period last year.

All objectives, tasks, and specialized activities in the fields of culture, sports, and family have been executed according to the established plan. Party-building activities remain a focus, with continued emphasis on political and ideological education, the consolidation and completion of grassroots party organizations, the development of party members, and oversight and leadership of mass organizations. The Party Committee of the Department has formulated plan number 47-KH/DU, dated February 14, 2023, regarding the inspection and supervision plan for 2023. Decisions for inspection and supervision have been issued, and the results of inspections and supervision at subordinate party units have been publicized.

At the conference, the Party Committee of the Department of Culture and Sports implemented with precision Directive 24-CT/TU of the Standing Committee of the City Party Committee regarding the reinforcement of discipline, order, and responsibility in handling tasks within the political system of Hanoi. This directive, issued on August 7, 2023, aims to effect a fundamental shift from awareness to action at the Party Committee level and across the entire political system, reinforcing discipline, order, and responsibility in handling tasks to contribute to the successful implementation of the resolutions of the 17th Party Congress of the Hanoi Party Committee for the 2020-2025 term, particularly Resolution 15-NQ/TW dated May 5, 2022, by the Politburo on the direction and tasks for the development of the capital city Hanoi until 2030, with a vision towards 2045. The Standing Committee of the Hanoi Party Committee has mandated that Party Committees at all levels, government authorities, the Fatherland Front, and political-social organizations, from the city to grassroots levels, as well as the entire cadre, Party members, officials, and labor force in agencies and units under the City, focus on successfully carrying out several key tasks:

Firstly, intensify propaganda and education to enhance the awareness of the collective and individual officials, Party members, officials, employees, and workers within the political system of the City regarding their positions, roles, and responsibilities in adhering to discipline and public duties in fulfilling assigned tasks. Absolutely avoid evasion and shifting of responsibilities, and continuously improve the spirit, attitude, and sense of responsibility and efficiency in the assigned work. Ignite the love for Hanoi, a sense of will, aspiration, and dedication to building and developing the Capital as “Cultured – Civilized – Modern” through concrete, effective, and practical actions. Foster a leadership and management culture, uphold integrity in the execution of duties, linked with the study, and adherence to the ideology, ethics, and style of Ho Chi Minh.

Secondly, vigorous innovation in leadership methods including guidance, management, and operation are required to ensure both comprehensiveness and focus, integrating standardization, individualization, specifying authority, and responsibilities for the collective and individuals in task assignment and execution, at each stage of the workflow. Urgent matters must be promptly addressed, while significant, difficult, complex, and sensitive issues demand thorough and insightful collective discussions before decisions are made. Other tasks need to be handled while meeting requirements for progress and quality. Making the right choices, particularly concentrating directive efforts on challenging issues and addressing existing limitations and constraints, requires proactive forecasting, close monitoring of the situation, and a solid understanding of the foundation, especially potential complexities within specific areas and territories, to prevent passivity and suddenness.

Thirdly, conduct a comprehensive review of the functions, tasks, and organizational structure of various levels, sectors, and units. According to the principle, all aspects of the Party’s work, state management, activities of the Fatherland Front, and political-social organizations, from the city to grassroots levels, must be uniformly and consistently managed, avoiding overlap, redundancy, or omissions of tasks, in line with the practicalities and current regulations of the Central Government and the City. Clearly define the responsibilities and authority of the collective and the individual, especially the heads and work-related relationships.

Fourthly, resolutely and promptly replace and transfer officials, public servants, and employees, especially those in leadership positions, who fail to meet task requirements, exhibit weak capabilities, fail to strictly follow superiors’ directives and management, violate discipline and order, and fail to handle tasks responsibly as per the spirit of the Directive. Pay attention to the education, construction, development, and enhancement of the quality, arrangement, and deployment of the City’s officials, public servants, and employees, according to regulations, leveraging their capabilities and strengths in their work. Regularly rotate positions every five years, switch roles between specialist positions, department heads, deputy heads of departments, and deputy directors of departments, units, and agencies, and avoid positions related to businesses, administrative procedures, and citizens following the Government’s Decree 59/2019/NĐ-CP, dated July 1, 2019, detailing several articles and measures for implementing the Anti-Corruption Law. Enhance the quality of monthly evaluations of officials, public servants, employees, and laborers.

Fifthly, reinforce discipline, order, and professional ethics; intensify inspections, supervision, and audits, especially surprise checks on the execution of administrative procedures, adherence to working hours, spirit, and service attitude toward the people, and the conduct of officials, public servants, employees at the agencies. Timely detection and strict handling of corrupt, troublesome, negative, and other violating behaviors are essential. Promote the application of information technology, and digital transformation in task execution; determine to enhance the satisfaction level of citizens, organizations, and businesses with the City government, considering this as a metric for evaluating the effectiveness and quality of the activities of agencies and units; tightly link the task completion of agencies and units with the responsibility of the heads regarding the unit’s performance.

Conduct a thorough review of all local tasks and jobs, statistics, and identify any delayed or prolonged issues. Construct and refine a system of regulations, interlinked procedures, and internal regulations ensuring effectiveness, feasibility, avoiding formalities, and clearly assigning tasks to individuals with clear progress, responsibilities, and effectiveness.

Sixthly, launch a movement to enhance the sense of responsibility in implementing regulations, rules, administrative discipline, and professional ethics among officials, public servants, and employees in agencies and units. Translate the results of implementing this Directive into one of the crucial criteria for examining, evaluating, and classifying Party organizations, Party members, officials, and public servants annually, especially the heads of agencies, units, and localities. Simultaneously, excel in the work of emulation, commendation, encouragement, and recognition of exemplary collectives and individuals, and replicate good models, and practices.

In addition to the six tasks, the Directive also includes an appendix suggesting the identification of certain violations of discipline, order, and responsibility in handling tasks within the City’s political system. This includes 12 indications of disciplinary violations, 9 indications of evasion, pushing, and lack of responsibility in task execution, and 4 indications related to the implementation of protective mechanisms, encouragement of those who dare to fight, and promotion of proactive, innovative officials.

On this occasion, the Party Committee of the Department of Culture and Sports has provided information on the new points in the draft amendment to the Capital Law, particularly those provisions stipulating special policies to protect and develop culture. This includes defining the scope of support and raising the support level beyond the current regulations for certain subjects; introducing preferential policies for development in certain sectors within the cultural industry (as regulated in Article 24), all while adhering strictly to the fundamental aspects related to adjusting the Capital’s Planning.
