On 1 November, the delegation which conducts inspection and gives marks for the contest “Keeping the alleys green and clean, decorating the streets beautifully” for welcoming the 31st Southeast Asian Games (SEA Game) came to visit to inspect and work at districts such as Hoan Kiem, Hoang Mai, Gia Lam, Thanh Tri, Thuong Tin and Me Linh.
In Hoan Kiem district, the delegation conducted field inspection at Hang Ngang and Hang Dao roads. Mrs. Le Thi My Secretary of the Party Committee of Hang Dao Ward said that being located in the old quarter with business and services as its main activities, Hang Dao ward has actively implemented plans and given announcement on them. At the same time, it has regularly implemented dissemination on and handled violations on urban order, traffic safety and environmental sanitation in the area; propagandized and requested residential groups and residents to actively decorate and take care of plants in front of their houses and on the balconies of their 2nd and 3rd floors to create a green – clean – beautiful environment.

In order to maintain achievements on urban order, traffic safety and environmental sanitation in the area, Hoan Kiem district has seriously implemented Decree No. 45/2022/ND-CP dated 07 July 2022 of the Government to ensure environmental hygiene and urban aesthetic aspect. At Hang Dao ward, the ward People’s Committee issued 550 notifications on the implementation of Decree 45/CP to 06 residential groups so that they may distribute such notifications to each household for their commitments on maintaining environmental hygiene, disposing garbage at right time and places. Two garbage disposing yards at No. 56 Hang Can street and No. 61 Hang Ngang street were changed into small flower gardens to keep environmental hygiene and create a beautiful landscape for the whole street. Contents on urban order management, traffic safety and environmental sanitation were also integrated by the Ward Party Committee into thematic discussions. From the important orientations discussed at the Party cell, many households, organizations and residential groups have offered initiatives in maintaining urban order and civilization: Assigning residential groups to mobilize socialized resources to buy and take care of flower pots; mobilizing households to support and join in planting trees and making decorations in front of their houses. 6 residential groups prepared more than 50 flower pots to decorate the main streets, ensuring flowers are always fresh and beautiful once being hanged. The Youth Union of the Ward also launched and implemented the movement in which young people volunteered to paint and decorate electrical cabinets, give paintings on walls along Hang Dao, Hang Ngang – Hang Duong alignments. The movement of cleaning has been strengthened. Residents have dismantled their roofs, limited encroachment on sidewalks for business and maintained environmental sanitation. The Party Committee and the ward government have always determined that this is one of the critical political tasks in 2022 and in the following years, it is necessary to focus on giving instructions in order to build Hang Dao ward become “bright, green, clean, beautiful”, modern and a bright place of Hoan Kiem district.
Organizations have actively participated in ensuring the environmental sanitation and urban order on Hang Ngang and Hang Dao streets.
At Hoang Mai district, the delegation conducted field inspection at Bui Huy Bich street. According to the report given by Hoang Mai district, the People’s Committee of the district organized an emulation movement to welcome the 31st Sea Games, including mobilizing wards in the area to participate in “Keeping lanes and alleys green, clean and beautifully” in Hoang Mai district. On the basis of such mobilization and plans of the district, 14/14 wards welcomed and supported the movement; develop a plan to participate in the contest “Keeping lanes and alleys green, clean and beautifully” in Hoang Mai district, and simultaneously disseminate it to residential groups in the area for review and registration. The district made arrangement for cleaning and decorating roads, alleys, streets, parks, gardens, public places of entertainment, relics in the area; District People’s Committees and People’s Committees of wards have taken actions to handle violations on the traffic safety corridor such as roofs, signs, advertisement boards which encroach sidewalks, roadbeds,…; regularly maintained the weekly environmental cleaning in Friday afternoons at agencies and Saturday mornings at residential groups; mobilized the active participation of the Fatherland Front and organizations in propagandizing and appealing officers, members and all classes of people in the area to join hands to build up green, clean and beautiful streets and alleys in districts and wards, especially at registered streets and alleys. In Gia Lam district, the delegation conducted field inspection at the route of Gia Lam village, Le Chi commune. Mrs. Pham Thi Diu, the Chairwoman of Women’s Union in Le Chi Commune said that the contest road has a total length of 1040m, in which more than 400m2 decorated with wall paintings. The Union mobilized members and residents to actively participate in the campaign in which each family grows and takes care of flower pots and ornamental plants in front of its house. In particular, the commune mobilized families to buy and plant 50 osaka flowers along the route with a total amount of VND 50 million. “In addition, in order to change people’s awareness, the Women’s Union of the commune mobilized young people to implement a path of recycled flower (formerly known as a garbage disposing yard) and guided them to make flowers pots from recycled plastic bottles and jars. Through this, it is expected to change the awareness of residents on environmental sanitation, keeping alleys green – clean – beautiful, especially the awareness of children” – The Chairman of the Women’s Union of Le Chi Commune said.

According to the report given by Gia Lam district, 100% of communes and towns registered to participate in the Contest. In some localities, there is the active participation of the whole political system, for example: Duong Xa commune held a contest among villages and residential groups in the area; Kim Son, Dang Xa, Dinh Xuyen, Phu Dong, Phu Thi, Yen Vien communes, Trau Quy town held talks to discuss solutions for effectively contest implementation, etc.

Through discussions with the units, Mr. Bui Minh Hoang, the Head of Family Affairs and Culture Lifestyle Establishment Division (Hanoi Department of Culture and Sports) hoped that from the contested launched by the Department, districts, towns and communities, wards will become factors for localities to continuously maintain and spread the movement of keeping alleys and streets green – clean – beautiful, contributing to the beautiful appearance of streets and alleys. With efforts and the participation of the whole community, the movement of keeping alleys green, clean and beautiful will not be only a contest, but also be actually maintained as a positive culture, contributing to the strengthened movement of making the living environment beautiful in residents.
