Attending the Conference at the Central Bridge were Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front, Mr. Do Van Chien; Member of the Party Central Committee, Minister of Culture, Sports and Tourism, Mr. Nguyen Van Hung; Member of the Party Central Committee, Chairman of the Vietnam General Confederation of Labor, Mr. Nguyen Dinh Khang; together with leaders of the Central Committee for Mass Mobilization, the Vietnam General Confederation of Labor, the Ministry of Culture, Sports and Tourism.

The conference took place online at 63 bridge points in 63 provinces and cities across the country. At the Hanoi Bridge, there was the attendance of Head of the Propaganda Department of the Hanoi Party Committee, Mrs. Bui Huyen Mai; Vice Chairman of Hanoi People’s Committee, Mr. Chu Xuan Dung; Deputy Head of the Department of Civil Affairs of the City Party Committee, Mr. Dinh Van Khoa; Vice Chairman of the City Labor Confederation, Mr. Ngo Van Tuyen; Director of Department of Culture and Sports, Mr. Do Dinh Hong; Deputy Director of Department of Culture and Sports, Mrs. Tran Thi Van Anh; Deputy Director of Department of Culture and Sports, Mrs. Pham Thi My Hoa; Deputy Director of Department of Tourism, Mr. Tran Trung Hieu.

At the conference, the delegates listened to the Report on the results of the coordination program between the Ministry of Culture, Sports and Tourism and the Vietnam General Confederation of Labor in the period 2016-2021. Unified coordination from the central to local levels between the two branches has brought many positive effects in gradually improving the quality of cultural and spiritual life of a section of civil servants, public employees and workers. The system of cultural and sports institutions serving civil servants, public employees and workers has gradually been interested by local authorities and businesses, invested in planning, construction, repair and upgrading. In addition, cultural, artistic, physical training and sports activities have been gradually increased in both quantity and quality, partly meeting the needs of the cultural and spiritual life of some public employees and workers. Cultural lifestyle, industrial style, friendly behavior, civilized and polite working environment in public employees and workers are gradually improved; many positive habits and cultural behaviors are formed. In addition, the training of grassroots trade union cadres on building cultural life in public employees and workers has been formed gradually. 

However, cultural institutions to organize cultural activities of civil servants, public employees and workers are still lacking and weak. There are no incentive mechanisms and policies for civil servants, public employees and workers when participating in cultural, artistic and sports activities. Investment in land and resources for the construction of cultural institutions serving workers in many localities is still limited; many businesses have not given importance to and created conditions for time and resources for workers to enjoy cultural values. The force of cultural cadres and trade unions is still thin and has not been intensively trained in skills of organizing cultural activities for workers; the form of organizing activities to build the cultural life of workers in the industrial park has not been renewed, attracting union members and workers…

At the conference, the delegates were informed about the policy of building a modern and strong working class and the situation of labor relations due to the impact of the COVID-19 pandemic.

Delegates from a number of ministries, branches, provinces and cities gave speeches to clarify the results, limitations, causes, and lessons learned in coordinating propaganda and mobilization of civil servants, public employees and workers to build a cultural life, exercise, and sports. At the same time, propose solutions to effectively implement the coordination program in the coming time, especially in the context of complicated developments of the COVID-19 pandemic.

On the basis of evaluating the results of implementing the cooperation program for the past 5 years, the Vietnam General Confederation of Labor and the Ministry of Culture, Sports and Tourism have agreed to sign a cooperation program on building cultural life in civil servants, public employees and workers in the period 2021-2026.

Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front, Mr. Do Van Chien witnessed the signing ceremony of the cooperation program between the Ministry of Culture, Sports and Tourism and the Vietnam General Confederation of Labor.

Accordingly, the two parties will coordinate to inform and propagate the guidelines and lines of the Party, the State’s laws and policies, programs and plans of activities of the Culture, Sports and Tourism sectors and Trade Union organization on building cultural life in civil servants, public employees and workers.

Propagandize and mobilize civil servants, public employees and workers to actively study to improve their political, professional, legal knowledge, skills, life skills and industrial working style associated with the implementation of civilized lifestyle in weddings, funerals, festivals and in community activities.

Well organize cultural, artistic and sports activities; building bookcases and libraries at agencies, units and enterprises; encourage the habit of reading books, practice sports to improve health, prevent and control occupational diseases, develop hobby clubs to meet needs and improve the cultural and spiritual life of civil servants, public employees and workers; replicating point models on culture, sports and family of civil servants, public employees and workers; promote social resources to invest in the development of cultural institutions…

In Hanoi, the Department of Culture and Sports also closely cooperates with the Labor Confederation to do well in propaganda, building cultural institutions, organizing art, physical training and sports activities, etc. contributing to stabilizing and improving the spiritual life of civil servants, public employees and workers.
