On the morning of November 15, in Cau Giay district, Hanoi Department of Culture and Sports, in collaboration with the Hanoi Youth Union and the People’s Committee of Cau Giay district, continued to organize the preliminary round of the “Excellent Propagandists of Public Code of Conduct” competition 2023 – cluster 2, covering 07 districts and towns: Ha Dong, Thanh Xuan, Dong Anh, Cau Giay, Bac Tu Liem, Tay Ho, and Nam Tu Liem.
This is a significant initiative by the Department of Culture and Sports in coordination with the Hanoi Youth Union, initiated in August 2023. The competition aims to concretize the directives of the Municipal Party Committee and the People’s Committee of Hanoi regarding the intensification of propaganda efforts for the 02 Codes of Conduct within the city, with a special emphasis on the Public Code of Conduct.

The event was attended by representatives including the Deputy Director of the Hanoi Department of Culture and Sports, Ms. Tran Thi Van Anh – Head of the Organizing Committee of the competition, and the Standing Deputy Secretary of the District Party Committee, Chairman of the District People’s Council of Cau Giay, Mr. Nguyen Van Chien.


The organizing committee presented flowers to participating units in cluster 2.
The Public Code of Conduct was issued by the City People’s Committee under Decision No. 1665/QD-UBND dated March 10, 2017. The Code of Conduct applies to organizations and individuals working, living, visiting, studying, and operating within the geographical boundaries of Hanoi. The Code consists of 4 chapters and 14 articles, clearly stipulating what should and should not be done in general behavior; in flower gardens, squares, statues, parks; at places of beliefs, religions, and worship; in museums, libraries, cultural centers; in shopping centers, supermarkets, markets, restaurants, eateries; at bus stations, car parks, boat docks, airports; on sidewalks, and roadsides; when participating in traffic, and in recreational areas, entertainment spots, and tourist attractions.

Speaking at the preliminary round of the competition – cluster 2, Bui Minh Hoang, the Head of the Office of Cultural and Family Life Construction (Hanoi Department of Culture and Sports), affirmed: “The competition for Excellent Propagandists in the dissemination, mobilization, and implementation of the Public Code of Conduct in 2023 is one of the practical activities to diversify forms of propaganda and mobilize the people to implement the rules in public places in the city. This contributes to making the Code an integral part of the lives of the officials and citizens of the capital, forming cultural standards, and building a civilized, modern Hanoi. Through the competition, we aim to create a platform for districts, towns, and municipalities to exchange and share experiences in propagating the Public Code of Conduct, especially effective models that have been or are being implemented at the local level.”

Greeting Section
Participating teams went through three sections: Greeting, Presentation, and Behavioral Skills. In the Greeting section, teams provided an overview of their members, a brief description of the locality and unit, the results of implementing the Public Code of Conduct, and the forms of propaganda regarding the roles and responsibilities of organizations and individuals in building “graceful – elegant – virtuous – civilized Hanoians.” During the Greeting section, all teams affirmed the attention of party committees, authorities, political and social organizations, and local youth unions in implementing the Public Code of Conduct. Notably, Dong Anh district, with its greeting performance “Proudly contributing to the cultural, civilized, and elegant development of the capital,” asserted the district’s advancement in becoming an urban area shortly. Cau Giay district brought a message affirming the collective effort of the entire district in building the district into a civilized urban area of the capital…

Presentation Section
In the presentation section, teams delivered presentations on the role and responsibility of youth in constructing “graceful – elegant – virtuous – civilized Hanoians” while implementing the 02 Codes of Conduct in the city. They emphasized that youth are always at the forefront of propaganda, mobilization, and effective implementation of movements aimed at integrating the Public Code of Conduct into daily life, making them a norm for every citizen, and contributing to the cultivation of a refined and cultured population in Hanoi.
During the Behavioral Skills section, teams showcased their dynamism and proficiency in promoting the Public Code of Conduct. They discussed the organization’s implementation of models, effective practices, and practical approaches in their work. Teams presented skits that conveyed messages such as not encroaching on sidewalks, avoiding indiscriminate littering, and promoting the beauty of cultural behavior in traffic and civilized conduct during festivals.

Behavioral Skills Section
Through the various competition segments, the “Excellent Propagandists for Public Code of Conduct 2023” aims to disseminate and mobilize the people to implement these rules in the city. The goal is to make the Public Code of Conduct an integral part of the lives of the citizens of the capital, gradually establishing cultural standards to regulate the speech, attitudes, and behavior of individuals and organizations in public places in Hanoi, contributing to the construction of a civilized and modern capital.
Later in the afternoon, at the Center for Culture, Information, Sports, and Tourism of Cau Giay district, the preliminary round of the competition continued for Cluster 4, consisting of 07 districts and towns: Phuc Tho, Quoc Oai, Thach That, Ba Vi, Son Tay, My Duc, and Ung Hoa.
