The election of members to the 15th National Assembly and People’s Councils at all levels for the 2021-2026 term is an event of great political significance for the entire Party, people and armed forces in 2021.
The process of organizing consultations and introducing candidates to the National Assembly and People’s Councils is a very important stage in the election. The consultation and nomination of candidates are conducted through 5 steps, including:
Step 1: Organize the first consultation conference to agree on the composition and number of candidates for the National Assembly and People’s Councils.
Step 2: Agencies, organizations and units introduce candidates to the National Assembly and People’s Councils members.
Step 3: Organize the second consultation conference to agree on the preliminary list of candidates to the National Assembly and People’s Councils.
Step 4: Hold a conference to collect comments and trust from voters at their places of residence for candidates to the National Assembly and People’s Councils.
Step 5: Organize the third consultation conference to select and make a list of qualified candidates to the National Assembly and People’s Councils.
In Hanoi, on February 5, 2021, the first consultation conference took place. The second consultation conference ended before March 19, 2021. The third consultation conference ended on April 16, 2021.
The implementation of the steps in the election in Hanoi was carried out in the correct order, in accordance with the law, on the set time, and achieved many results. The Vietnam Fatherland Front Committees at all levels in Hanoi have successfully held 436 consultation conferences for the second time to agree on a preliminary list of candidates for the 15th National Assembly and People’s Councils for the term 2021-2026 at all levels to ensure compliance with procedures and laws. The agencies, organizations and units assigned to introduce candidates have fully carried out the contents of 2nd step, the process of consultation, selection and introduction of candidates for the 15th National Assembly’s members and the People’s Councils at all levels for the term 2021-2026. When holding constituency conferences at workplaces and conferences to collect comments and confidence from voters for candidates for National Assembly and People’s Council members at their places of residence (step 2 and step 3). 4), it is conducted democratically, the composition and number of voters participating in the conference are under the provisions of law. Voters attending the conference were in high agreement with the proposed candidates and expressed confidence in them. The report forms, meeting minutes were made in accordance with the provisions of the law on the election. The majority of opinion polls involve a show of hands.
The list of elected delegates to the 15th Hanoi People’s Council includes 188 people. In which, the degree of associate professor, doctorate or higher accounts for 19.15%; masters account for 46.81%; universities and colleges accounted for 31.91%. In terms of structure, women account for 40.43%; young age (under 40 years old) 21.81%; party members 87.77%; non-Party people 12.23%.
For delegates of the People’s Councils at district and communes, towns in 30 districts, towns, the Standing Committee of the Fatherland Front at the same level held the second consultation conference to agree on a preliminary list of candidates to the People’s Council at the district level.
As of April 8, 2021, the total number of candidates for the 15th National Assembly in Hanoi City is 72 (as of March 26, 2 candidates have applied for withdrawal, currently 70 records). The total number of candidates for election to the 15th Hanoi People’s Council is 188 (as of March 26, 4 people have applied for withdrawal, currently remaining 184 records), etc. Hanoi City plans to elect 29 members to the 15th National Assembly, including 14 delegates introduced by the Central Committee, 15 delegates selected and introduced by localities. Hanoi is the unit with the second largest number of delegates in the country (only behind Ho Chi Minh City).
