Get-together with art clubs in Quoc Oai district convened

In execution of the Programme No. 04 issued on 26th April, 2016 by Ha Noi Municipal Party Committee, and the programme and plans of Quoc Oai district’s Party Committee on the socio-cultural development, improvement of the Capital’s human resources quality, building civilized and elegant hanoians for the period of 2016 to 2020, on 20th April..

In execution of the Programme No. 04 issued on 26th April, 2016 by Ha Noi Municipal Party Committee, and the programme and plans of Quoc Oai district’s Party Committee on the socio-cultural development, improvement of the Capital’s human resources quality, building civilized and elegant hanoians for the period of 2016 to 2020, on 20th April 2017, the District Party committee and People’s Committee held a get-together with the art clubs in order to reach joint guidelines to bring into full play and highten the plane of its intangible cultural values in 2017 and beyond. The meeting was chairmed by Nguyen Manh Quyen, Municipal Party Committee member, District Party Head cum Chairman of the District People’s Committee.

Also attending the meeting were the representatives from the People’s Council, Deputy Chairman of the District People’s Committee, Head of People Mobilization Committee, Head of the Propaganda and Education Division under the District Party  Committee and leaders of the organs, namely the District Paty Committee’s Office, the Offices of the District People’s Council and People’s Committee, the Division of Culture and Information, the Division of Planning and Finance, the District Centre of Culture, Information and Sports, the Chairing Board of Clubs, selective craftsmen in the field of intangible culture within the District area.

Plenary session

Presently, there were 6 key clubs existing in the whole area of the district. These were Duong Coc classical drama club of Dong Quang commune, Dai Thanh commune’s traditional operetta and ceremonial music club,  Tinh Lam hamlet’s traditional operetta club of Dai Thanh commune, folk song club of Liep Tuyet commune, water puppet club of Sai Son commune, Muong traditional song and gongs club of Phu Man and Dong Xuan communes respectively. Every year, the District Division of Culture and Information has often collaborated with the Municipal Centre of Culture to organize training courses in favour of the clubs. For the past years, due to the absence of a cultural house and cultural centre in the district, there is no place for the clubs to meet, exchange and practice. However, overcoming the above difficulties, the clubs have been able to achieve many prizes of A1 and A2 at the competitions as well as traditional art festivals held by the both central organ and Ha Noi city. Particularly, at the traditional stage festival in 2014, Quoc Oai was the only district having participated with 02 performances under the form of authentic arts namely the traditional operetta play titled as “Perfect for all” presented by Duong Coc Club of Dong Quang commune, which obtained A1 collective prize, and 3 A1 prizes and 5 A2 prizes for excellent individuals. Up to now, there are 4 artisans who have received the meritous titles and 13 others who are preparing dossiers to submit to the competent agencies for the honour.

Based on the participants’ opinions at the meeting, Mr. Nguyen Manh Quyen, member of the Municipal Party Committee, Head of the Distict’ Party Committee, Chairman of the District People’s Committee had expressed the consensus to  the issues relating to revitalize the intangible cultural values of Quoc Oai district as following::

Firstly, the District Party Committee and People’s Committee should proactively work with the leading sectoral scientists to organize workshops so as to revise the masterplan of the district’s political – administrative – cultural centre, soon building the district cultural house in keeping up with the generic masterplan to be able to create the most favourable conditions to people’s cultural and artistic life.

Secondly, the aim to restore the district’s intangible culture needs to associate with that of tourism development. In the coming time, the district will implement specific cooperation programme with Tuan Chau Tourism Comapy and work with the Department of Culture and Sports; and tourism companies to incorporate all types of traditional arts rated to catered to tourists at tourism areas and entertainment and recreation complex of Tuan Chau, thus attracting tourists as well as bringing into play the cultural identities of Quoc Oai homeland.

Thirdly, the club should continue to operate on the spontaneous, self-running and self-financing basis. However, the district will formulate concrete orientations to provide the clubs with a playground to develop by themselves.

Fourthely, regarding the specific issues, the Division of Culture and Information is tasked to prepare a holistic plan for recovering and enhancing the local intangible values upon having collected sufficient inputs and comments from the delegates at the meeting..

Firthly, the district’s functional divisions and sections are delegated to study and submit the merger of the literature and poem clubs in the district into the one, namely turning Dai Thanh traditional operetta club and Tinh Lam hamlet traditional operetta club into the one of Dai Thanh commune club. As for the special clubs like water puppet, classical drama, Muong ethnic folk song and gong, their rcovering and promotional work will continue to be done, especially further encouraging the love for occupation spirit among the your generation, upkeeping their homeland’ cutural traditions. Annually, the district will consider giving financial support to the clubs’ operation.

          Quoc Oai district would establish a fresh Quoc Oai Westling Club and invest to build a regional standard westling facility to attract athletes from all localities of the entire country; at the same time, to develop the district’s wrestling brand. Mr. Quyen had assigned the district’s Culture and Information Centre in coordination with the Division of Culture and Information to proactively study and propose to speed up the clubs’ activities, so that the clubs would be able to make contribution to the common cause of development, improving the spiritual life of people not only in the locality, the city and the whole country as well.
