In 2017, administrative procedure reform has always been identified by the People’s Committee of Gia Lam District as an key step in the administrative process. The review and statistics of administrative procedures are centrally directed and implemented by the competent authorities and achieved positive changes.

In 2017, Gia Lam district has focused on reviewing the documents in order to detect the matters which were overlapped and no longer suitable to the actual situation, or expired in order to timely abolish, replace, amend, supplement or issued the new documents; thereby ensuring the constitutionality, legality, uniformity and consistency. Regarding the organizational reform, the district issued 12 decisions on the functions and tasks of specialized agencies; 3 decisions on the organizational structure and operation of non-business units after the merger. During the year, the district People’s Committee issued the decision on joining the Steering Committees in the streamlined and effective manner. Accordingly, the number of steering committees reduced from 40 to 25. The personel reduction have been applied to 09 officers, civil servants and officials of non-business units and people’s committees of communes and townships.

Regarding administrative reform, through the review, in 2017, the district and commune levels have increased 24 and01 administrative procedures; respectively. The district and commune levels have simplified 71 and 17 administrative procedures. As a result, the total number of administrative procedures at the district and commune levels are 303 and155, respectively.

The district has successfully implemented the task of pilot implementation of 3-level online public services assigned by the city regarding the administrative procedures for birth and death certification, marriage registration, marital status verification, guardianship and issuance of extracted household registration books. Up to 23 of such administrative procedures have been implemented, including 10 and 13 at the district and commune levels, respectively.

The one-stop shop and interconnected one-stop shop mechanism has continued to be  implemented strictly, and the receipt and handling of administrative dossiers on Saturday morning at the district the one-stop shop department of the districts  and 17 ommunes and townships, increasing by 7 communes and towns in 2016. In 2017, the district received 9,435 dossiers and processed 8,905 dossiers, accounting compared to 2016. As a result, in 2017, 9,435 dossiers have been received in the district, 8,905 of which have been handled, accounting for 94.38%, in which the rate of timely handling reached 99.89%, with over VND 365.150 million of charges and fees. The communes and towns has received 141,034 dossiers, 132,941 of which have been handled, accounting for 94.26%, in which the rate of timely handling reached 99.43%, with over VND 769 million of charges and fees. At the same time, the district also asked the leaders of the delaying units to send the letters of apology to the citizens and to review their responsibilities and comply strictly with the relevant regulations. In 2017, the district People’s Committee has apologized for 9/9 dossiers of delayed handling and directed the CPCs to apologize for delayed cases as prescribed.

Simultaneously, the district has increased administrative disciplines and rules and cultural behavior. To implement the theme of “Year of Administrative Rules” 2017, the district organized five conferences to thoroughly disseminate the code of conduct to 100% of officials, civil servants and laborers at district, communes and townships who signed the commitment on strict compliance with the Theme at the People’s Committees and strict implementation of the Code of Conduct by the officers and officials at their units for 100% of divisions, committees, units, People’s Committees of communes and townships.

Notably, the modernization of the IT administration and applications has been implemented synchronously. Accordingly, since March 1, 2017, the departments and units of the district, and 22 communes, towns and units of joint management in the area have used software of document management and internal governance. Up to now, the number of documents transferred through the software is 23,400 and 6,669 outgoing and incoming documents, respectively. At the same time, ISO 9001: 2008 quality management system has been applied in District, Commune and Township People’s Committees in 2017. Up to now, 100% of administrative procedures have been built in accordance with ISO 9001: 2008; 155 administrative procedures have been reviewed and developed at the commune level. Gia Lam district scored itself as 63.25/67; conducted the survey on the satisfaction of individuals and organizations on public services of one-stop shop divisions of the district, communes and townships as the basis for identifying administrative reform indicators of the People’s Committees of communes and townships in 2017.

In 2018, with the implementation of administrative reform in the direction of “Improving the validity and effectiveness of Gia Lam district’s political system,” the district focuses on the following tasks: directing, reviewing and remedying the shortcomings in 2017, at the same time, developing and implementing the Project of determining the administrative reform indicators of communes and towns in 2018-2020 period. The surveys should be carried out to improve the provincial governance and public administration performance indicators (PAPI) of the City in the district.

At the same time, the inspection and examination of public duties, should be carried out, especially in the implentation of public duties; implementation of internal procedures, procedures for settlement of administrative procedures and communication; the responsibility of the heads of the units for implementing the administrative reform tasks should be improved. The district also reviews and simplifies administrative procedures at the district and commune levels, announces and posts administrative procedures timely, ensures compliance, completes and applies internal and interconnected procedures between levels and branches in settling administrative procedures in order to raise validity and effectiveness in management; strengthens the responsibility of heads of agencies and localities for directing to shorten the time of the the administrative procedure implementation for organizations and individuals; to cuts down or proposes to minimize the unnecessary administrative procedures, focuses on many urgent fields such as land, construction, investment, public business registration and transparency of administrative procedures.

The application of IT should be enhanced in management and administration and implementation of administrative reform; the quality of public services at level 3, 4 should be supported to improve; the rate of online public service provision is guaranteed to reach 40-50%.
